    Navigating the Skies: An Exploration of Stakeholder Perspectives on Rules for Orbital Traffic Coordination using Grounded Theory and Case Study Research Methodologies

    This dissertation explored standards, rules, or regulations ( rules ) of orbital traffic coordination to reduce the risk of collisions in space between active space objects. The research questions explored topics associated with areas for potential implementation of rules include maneuvering capabilities, liability and insurance, zoning, right-of-way, and tracking of objects in space. The researcher utilized an exploratory qualitative research method because of the developing field of study and a growing domain for potential regulation. The research design is a mixture of a case study for bounding and structuring the data collection and grounded theory for a rigorous and well-defined analysis approach. The primary data source is semi-structured interviews used to explore the perspectives of three stakeholder groups with a vested interest in space traffic management. The three groups are space industry, space insurance industry, and space law and policy experts. Amongst the three groups, 19 interviews were conducted. The data were analyzed to summarize and compare the different perspectives of each group and across the groups. From the summarized perspectives, the intent was to recommend a set of rules, but participants offered few specific rules. Instead, the dissertation’s results present shared considerations across the six research questions to provide the current state of thinking across the community. Results from this dissertation will provide valuable insight to policymakers beyond feedback generally received during comment periods associated with federal rulemaking. National space traffic management legal frameworks need to harmonize globally to optimize space transportation operations and practices. This dissertation contributes to a larger global effort to standardize and solidify rules defining interactions between space operators by capturing the perspectives of experts primarily in and concerning the United States

    Innovations and policy design for development for cross-value chain services (logistics and financial services)

    WP3 intends to address the question: How can cross-food value chain and market services function better to increase employment and boost income of smallholders and SMEs? The WP focuses on two types of cross-value chain services, logistics and financial services. (1) logistics services – supply chain management, transportation, traceability, digital platforms for e-com merce, and (cold) storage. (2) value-chain financial services – mainly focusing on digital financial services (DFS) that facilitate trans actions, savings, access to and use of credit, and insurance. The logistics services in agri-food systems in low- and middle-income countries (LMICs) are often targeted at large-scale enterprises with greater market power and less accessible to smallholder farmers and small and micro enterprises (SMEs). WP3 aims to assess the ways in which these emerging logistics services (including digital platforms) can be cost-effectively targeted at smallholder farmers and agri-food SMEs. Regarding DFS, the WP will investigate cost-effective ways of improving access to and adoption of DFS among smallholders and agri-food SMEs, especially among women and youth. Though these emerging DFS appear to have a high potential to benefit smallholders and SMEs across the agri-food value chains in LMICs, they need a reliable internet connection, a suitable mobile phone network, and a broad network of mobile money agents to be effective. WP3 thus aims to identify innovations/emerging logistics and DFS and test their effectiveness to smallholders and SMEs using randomized control trials (RCTs) in pilots, with the goal of country-specific scalable designs

    Global value chains: Potential synergies between external trade policy and internal economic initiatives to address the strategic dependencies of the EU

    Global value chains enable two-thirds of international trade, notably for the EU. The EU wants to preserve its commercial links with third countries and organisations to make up for trade disruptions. This study examines sustainable supply of raw materials, commodities, and critical goods using the EU's Open Strategic Autonomy concept. It examines which raw material are crucial for sustainable supply and necessary for the green transition. The paper examines EU internal legislation and international cooperation instruments to determine the EU's disruption risk. It evaluates the economic impact of EU preferential trade agreements on raw material availability. The study illustrates the political and economic relevance of raw material partnerships and plurilateral and bilateral trade agreements. It analyses the EU's toolbox for safeguarding its interests and making independent trade choices to counteract other actors' unfair practices and intervention. Finally, the paper examines regulatory frameworks, international alliances, and activities to find ways to strengthen global value chains in critical EU industries

    AI Now Institute 2023 Landscape: Confronting Tech Power

    This report highlights a set of approaches that, in concert, will collectively enable us to confront tech power. Some of these are bold policy reforms that underscore the need for bright-line rules and structural curbs. Others identify popular policy responses that, because they fail to meaningfully address power discrepancies, should be abandoned. Several aren't in the traditional domain of policy at all, but acknowledge the importance of nonregulatory interventions such as collective action, worker organizing, and the role public policy can play in bolstering these efforts. We intend this report to provide strategic guidance to inform the work ahead of us, taking a bird's eye view of the many levers we can use to shape the future trajectory of AI – and the tech industry behind it – to ensure that it is the public, not industry, that this technology serves
