Initial report from the ICFA Neutrino Panel
In July 2013 ICFA established the Neutrino Panel with the mandate "To promote
international cooperation in the development of the accelerator-based
neutrino-oscillation program and to promote international collaboration in the
development a neutrino factory as a future intense source of neutrinos for
particle physics experiments". This, the Panel's Initial Report, presents the
conclusions drawn by the Panel from three regional "Town Meetings" that took
place between November 2013 and February 2014.
After a brief introduction and a short summary of the status of the knowledge
of the oscillation parameters, the report summarises the approved programme and
identifies opportunities for the development of the field. In its conclusions,
the Panel recognises that to maximise the discovery potential of the
accelerator-based neutrino-oscillation programme it will be essential to
exploit the infrastructures that exist at CERN, FNAL and J-PARC and the
expertise and resources that reside in laboratories and institutes around the
world. Therefore, in its second year, the Panel will consult with the
accelerator-based neutrino-oscillation community and its stakeholders to:
develop a road-map for the future accelerator-based neutrino-oscillation
programme that exploits the ambitions articulated at CERN, FNAL and J-PARC and
includes the programme of measurement and test-beam exposure necessary to
ensure the programme is able to realise its potential; develop a proposal for a
coordinated "Neutrino RD" programme, the accelerator and detector R&D programme
required to underpin the next generation of experiments; and to explore the
opportunities for the international collaboration necessary to realise the

Testing the Master Constraint Programme for Loop Quantum Gravity I. General Framework
Recently the Master Constraint Programme for Loop Quantum Gravity (LQG) was
proposed as a classically equivalent way to impose the infinite number of
Wheeler -- DeWitt constraint equations in terms of a single Master Equation.
While the proposal has some promising abstract features, it was until now
barely tested in known models. In this series of five papers we fill this gap,
thereby adding confidence to the proposal. We consider a wide range of models
with increasingly more complicated constraint algebras, beginning with a finite
dimensional, Abelean algebra of constraint operators which are linear in the
momenta and ending with an infinite dimensional, non-Abelean algebra of
constraint operators which closes with structure functions only and which are
not even polynomial in the momenta. In all these models we apply the Master
Constraint Programme successfully, however, the full flexibility of the method
must be exploited in order to complete our task. This shows that the Master
Constraint Programme has a wide range of applicability but that there are many,
physically interesting subtleties that must be taken care of in doing so. In
this first paper we prepare the analysis of our test models by outlining the
general framework of the Master Constraint Programme. The models themselves
will be studied in the remaining four papers. As a side result we develop the
Direct Integral Decomposition (DID) for solving quantum constraints as an

Reading Lists in Cambridge: A Standard System?
In June 2008 a committee of librarians from across the University convened to investigate ways of improving library services, with particular regard to elearning and the provision of services to undergraduates. Reading lists quickly emerged as the major factor in undergraduate library use, as influential on the types of resources used by undergraduates, and as an area where there was potential for an improvement to the student experience. One of the committee’s recommendations was that an application be made for an Arcadia Fellowship to investigate issues surrounding the adoption of a standard system for dealing with reading lists. The proposal was felt to map well onto the core issues highlighted by the Arcadia Programme – particularly Changes in Higher Education, New generations of library users, Technology and Changing academic workflows. Resolving Two Tensions in 4E Cognition Using Wide Computationalism
Recently, some authors have begun to raise questions about the potential unity of 4E (enactive, embedded, embodied, extended) cognition as a distinct research programme within cognitive science. Two tensions, in particular, have been raised:(i) that the body-centric claims embodied cognition militate against the distributed tendencies of extended cognition and (ii) that the body/environment distinction emphasized by enactivism stands in tension with the world-spanning claims of extended cognition. The goal of this paper is to resolve tensions (i) and (ii). The proposal is that a form of ‘wide computationalism’can be used to reconcile the two tensions and, in so doing, articulate a common theoretical core for 4E cognition
Context dependent learning: its value and impact for workplace education
Purpose – The purpose of this paper is to describe how a management development programme based on situated learning theory resulted in change for individuals, organisational culture and performance. The case study illustrates how new understandings about learning in the workplace and in higher education points towards the need to take account of the context in which learners utilise their knowledge and skills. Design/methodology/approach – Quantitative and qualitative strategies were used to provide an evaluation of the impact of a management development programme in a group of companies. A questionnaire, focus groups and semi-structured interviews were used to collect data on three cohorts of supervisors and middle managers at different stages of the programme. A triangulated approach was adopted towards data analysis that illuminated a broad and deep change process. Findings – Positive cultural change was a significant benefit to the host organisation from the training programme. It was apparent that training can move beyond individual development to bring about organisational gains. Research limitations/implications – Future research might adopt a longitudinal design and facilitate a co-researcher approach using students’ learning logs of workplace experiences. Practical implications – Situated approaches to learning in higher education and the workplace need to be developed further to enhance workplace performance. A proposal is made for “learning consultants” to move between the two environments and facilitate knowledge exchange and improve understanding of the variety of learning contexts in business and educational settings.</p
