Mission-Critical Communications from LMR to 5G: a Technology Assessment approach for Smart City scenarios
Radiocommunication networks are one of the main support tools of agencies that carry out
actions in Public Protection & Disaster Relief (PPDR), and it is necessary to update these
communications technologies from narrowband to broadband and integrated to information
technologies to have an effective action before society. Understanding that this problem
includes, besides the technical aspects, issues related to the social context to which these
systems are inserted, this study aims to construct scenarios, using several sources of
information, that helps the managers of the PPDR agencies in the technological decisionmaking
process of the Digital Transformation of Mission-Critical Communication considering
Smart City scenarios, guided by the methods and approaches of Technological Assessment

realizam ações de Proteção Pública e Socorro em desastres, sendo necessário atualizar essas
tecnologias de comunicação de banda estreita para banda larga, e integra- las às tecnologias
de informação, para se ter uma atuação efetiva perante a sociedade . Entendendo que esse
problema inclui, além dos aspectos técnicos, questões relacionadas ao contexto social ao qual
esses sistemas estão inseridos, este estudo tem por objetivo a construção de cenários,
utilizando diversas fontes de informação que auxiliem os gestores destas agências na tomada
de decisão tecnológica que envolve a transformação digital da Comunicação de Missão Crítica

Prediction-based techniques for the optimization of mobile networks
Mención Internacional en el título de doctorMobile cellular networks are complex system whose behavior is characterized by the superposition
of several random phenomena, most of which, related to human activities, such as mobility,
communications and network usage. However, when observed in their totality, the many individual
components merge into more deterministic patterns and trends start to be identifiable and
predictable.
In this thesis we analyze a recent branch of network optimization that is commonly referred to
as anticipatory networking and that entails the combination of prediction solutions and network
optimization schemes. The main intuition behind anticipatory networking is that knowing in
advance what is going on in the network can help understanding potentially severe problems and
mitigate their impact by applying solution when they are still in their initial states. Conversely,
network forecast might also indicate a future improvement in the overall network condition (i.e.
load reduction or better signal quality reported from users). In such a case, resources can be
assigned more sparingly requiring users to rely on buffered information while waiting for the
better condition when it will be more convenient to grant more resources.
In the beginning of this thesis we will survey the current anticipatory networking panorama
and the many prediction and optimization solutions proposed so far. In the main body of the work,
we will propose our novel solutions to the problem, the tools and methodologies we designed to
evaluate them and to perform a real world evaluation of our schemes.
By the end of this work it will be clear that not only is anticipatory networking a very promising
theoretical framework, but also that it is feasible and it can deliver substantial benefit to current
and next generation mobile networks. In fact, with both our theoretical and practical results we
show evidences that more than one third of the resources can be saved and even larger gain can

Systems and Methods for Measuring and Improving End-User Application Performance on Mobile Devices
In today's rapidly growing smartphone society, the time users are spending on their smartphones is continuing to grow and mobile applications are becoming the primary medium for providing services and content to users. With such fast paced growth in smart-phone usage, cellular carriers and internet service providers continuously upgrade their infrastructure to the latest technologies and expand their capacities to improve the performance and reliability of their network and to satisfy exploding user demand for mobile data. On the other side of the spectrum, content providers and e-commerce companies adopt the latest protocols and techniques to provide smooth and feature-rich user experiences on their applications.
To ensure a good quality of experience, monitoring how applications perform on users' devices is necessary. Often, network and content providers lack such visibility into the end-user application performance. In this dissertation, we demonstrate that having visibility into the end-user perceived performance, through system design for efficient and coordinated active and passive measurements of end-user application and network performance, is crucial for detecting, diagnosing, and addressing performance problems on mobile devices. My dissertation consists of three projects to support this statement. First, to provide such continuous monitoring on smartphones with constrained resources that operate in such a highly dynamic mobile environment, we devise efficient, adaptive, and coordinated systems, as a platform, for active and passive measurements of end-user performance. Second, using this platform and other passive data collection techniques, we conduct an in-depth user trial of mobile multipath to understand how Multipath TCP (MPTCP) performs in practice. Our measurement study reveals several limitations of MPTCP. Based on the insights gained from our measurement study, we propose two different schemes to address the identified limitations of MPTCP. Last, we show how to provide visibility into the end- user application performance for internet providers and in particular home WiFi routers by passively monitoring users' traffic and utilizing per-app models mapping various network quality of service (QoS) metrics to the application performance.PHDComputer Science & EngineeringUniversity of Michigan, Horace H. Geostatistical Techniques for Practical Wireless Network Coverage Mapping
The problem of mapping the extent of “usable” coverage of an existing wireless network is important in a large number of applications, including communicating the abilities of the network to users, identifying coverage gaps and planning expansion, discovering opportunities for spectrum reuse, and determining possible sources of interference with other networks. This thesis addresses fundamental but unsolved problems of measurement-based wireless coverage mapping: where should measurements be made, how many are necessary, and what can be said about the coverage at points that have not been measured. To address these problems, this thesis advocates a geostatistical approach using optimized spatial sampling and ordinary Kriging. A complete system for coverage mapping is developed that systematically addresses measurement, sampling, spatial modeling, interpolation, and visualization. This geostatistical method is able to produce more accurate and robust coverage maps than the current state of the art methods, and is able to discover coverage holes as effectively as dedicated heuristic methods using a small number of measurements. Several important practical extensions are investigated: applying these methods to drive-test measurements which have been resampled to alleviate effects from sampling bias, and crowd-sourced coverage mapping applications where volunteer-collected measurements may be sparse or infrequent. The resulting maps can then be refined iteratively, and updated systematically over time using an optimized iterative sampling scheme. An extensive validation is performed using measurements of production WiFi, WiMax, GSM, and LTE networks in representative urban and suburban outdoor environments
Heterogeneous communication scheme for IoT smart nodes
There has been a rapid evolution in the area of the Internet of Things, and this means
that a greater need for improved communications, for better device performance, is also
in need.
This dissertation presents a proposal for an efficient heterogeneous communication
system that, with the help of Machine Learning algorithms, will be able to automatically
predict, without human intervention, the best communication method to use. The goal
of this system is to ensure that the user is always using the most appropriate technology
for the situation and environment he is in, and to make the device experience the best
possible. The system, which includes software and hardware, was developed to be easy
to use and low-cost.
An online platform was also developed, where the user can view and monitor the
system in real time. In the platform it is possible to enter the various fields that are
presented, that is, the characteristics of the environment in which the device is, and then
the user can get information about the best technology to use, for this specific case.
The effectiveness of the system developed was also studied and experimentally tested,
and accuracy of between 94% and 96.78% could be observed depending on the scenario.

Esta dissertação apresenta uma proposta de um sistema de comunicação heterogéneo
que seja eficiente e que, com ajuda de algoritmos de Machine Learning será possível prever,
automaticamente sem intervenção humana, qual o sistema de comunicação usar. O
objetivo deste sistema passa por garantir que o utilizador esteja sempre a usar a tecnologia
mais adequada para a situação e ambiente em que se encontra e com isto tornar a
experiência do dispositivo a melhor possível. O sistema, que inclui software e hardware,
foi desenvolvido de forma a ser fácil de usar e de baixo custo.
Foi desenvolvida também uma plataforma online, em que utilizador consegue visualizar
e monitorizar o sistema em tempo real. Na plataforma é possível introduzir os vários
campos que são apresentados, isto é, as características do ambiente em que o dispositivo
se encontra e depois o utilizador consegue obter as informações acerca da tecnologia mais
adequada a usar, para este caso específico.
A eficácia do sistema desenvolvido também foi estudada e testada experimentalmente
e foi possível observar uma precisão a rondar os 94% para o edge computing e 96,78%
para a API. Os resultados obtidos foram explicados detalhadamente nesta dissertação

Seamless Multimedia Delivery Within a Heterogeneous Wireless Networks Environment: Are We There Yet?
The increasing popularity of live video streaming from mobile devices, such as Facebook Live, Instagram Stories, Snapchat, etc. pressurizes the network operators to increase the capacity of their networks. However, a simple increase in system capacity will not be enough without considering the provisioning of quality of experience (QoE) as the basis for network control, customer loyalty, and retention rate and thus increase in network operators revenue. As QoE is gaining strong momentum especially with increasing users' quality expectations, the focus is now on proposing innovative solutions to enable QoE when delivering video content over heterogeneous wireless networks. In this context, this paper presents an overview of multimedia delivery solutions, identifies the problems and provides a comprehensive classification of related state-of-the-art approaches following three key directions: 1) adaptation; 2) energy efficiency; and 3) multipath content delivery. Discussions, challenges, and open issues on the seamless multimedia provisioning faced by the current and next generation of wireless networks are also provided
