International White Book on DER Protection : Review and Testing Procedures
This white book provides an insight into the issues surrounding the impact of increasing levels of DER on the generator and network protection and the resulting necessary improvements in protection testing practices. Particular focus is placed on ever increasing inverter-interfaced DER installations and the challenges of utility network integration. This white book should also serve as a starting point for specifying DER protection testing requirements and procedures. A comprehensive review of international DER protection practices, standards and recommendations is presented. This is accompanied by the identiïŹ cation of the main performance challenges related to these protection schemes under varied network operational conditions and the nature of DER generator and interface technologies. Emphasis is placed on the importance of dynamic testing that can only be delivered through laboratory-based platforms such as real-time simulators, integrated substation automation infrastructure and ïŹ exible, inverter-equipped testing microgrids. To this end, the combination of ïŹ exible network operation and new DER technologies underlines the importance of utilising the laboratory testing facilities available within the DERlab Network of Excellence. This not only informs the shaping of new protection testing and network integration practices by end users but also enables the process of de-risking new DER protection technologies. In order to support the issues discussed in the white paper, a comparative case study between UK and German DER protection and scheme testing practices is presented. This also highlights the level of complexity associated with standardisation and approval mechanisms adopted by different countries
External Program Evaluation: Water, Sanitation and Hygiene (WASH) Program in Ethiopia
USAID/Ethiopia commissioned this study to evaluate an ongoing Millennium Water Alliance (MWA) program and to generate findings that could assist in developing monitoring and evaluation indicators for future use. As of 2008, MWA was implementing eight WASH projects in 28 districts, with stated goals of improving access to sustainable and adequate water, improving access to sanitation services, increasing community awareness, and promoting safe hygiene practices. The evaluation calls MWA's progress encouraging overall, but notes that the one to two year planning horizons used were not enough to cause internalized behavior change. Furthermore, the authors recommend investing more in research and development; adopting harmonized approaches and best practices as well as innovative methodologies; building capacity of district water, health, and education offices; and linking the MWA program with other government, USAID, WSP and UNICEF programs
Review of Western Australian drug driving laws
In 2007, the Western Australian Road Traffic Act 1974 was amended to allow for new police enforcement practices designed to reduce the incidence of drug driving. The Road Traffic Amendment (Drugs) Act 2007 made provision for two new offences: driving with the presence of a prescribed illicit drug in oral fluid or blood, and driving while impaired by a drug. The prescribed drugs were methamphetamine, methylenedioxymethamphetamine (MDMA or ecstasy) and delta-9-tetrahydrocannabinol (THC, the psychoactive compound in cannabis). As part of the new laws, statute 72A was inserted into the Act requiring that the Western Australian State Government undertake a review of the amended legislation after 12 months of operation. This report provides a review of the amended legislation and the associated drug driving law enforcement. It includes a process review of the roadside oral fluid testing and drug impaired driving enforcement programs; an analysis of testing, offence detection and legal penalty data pertaining to the first year of operation of the new drug enforcement measures; and a report on consultations with various stakeholders. These form the basis for recommendations on possible improvements to the processes and legislation related to the deterrence of driving after drug use among Western Australian drivers.J.E. International Perspectives on Parenting Support - Non-English Language Sources
This study was commissioned by the DCSF, and began in October 2007. The project aimed to extend existing knowledge of âwhat worksâ in parenting support beyond the English language international evidence that was comprehensively reviewed in an earlier study for DCSF (What Works in Parenting Support, Moran, Ghate and van der Merwe 2004).
While the previous study focused on English language literature, the focus of this study was to examine parenting support in a selection of non-English language countries.
Five countries were selected from an initial list of 12 (originally chosen from a longer list of 22). Their selection was based on the relevance to UK policy and practice, potential translatability to a UK context and indications of promising practice
Remote Experimentation supported by Learning Analytics and Recommender Systems
This paper proposes a process based on learning analytics and recommender systems targeted at making suggestions to students about their remote laboratories activities and providing insights to all stakeholders taking part in the learning process. To apply the process, a log with requests and responses of remote experiments from the VISIR project were analyzed. A request is the setup of the experiment including the assembled circuits and the configurations of the measuring equipment. In turn, a response is a message provided by the measurement server indicating measures or an error when it is not possible to execute the experiment. Along the two phases of analysis, the log was analyzed and summarized in order to provide insights about students' experiments. In addition, there is a recommendation service responsible for analyzing the requests thus returning, in case of error, precise information about the assembly of circuits or configurations. The evaluation of the process is consistent in what regards its ability to afford recommendations to the students as they carry out the experiments. Moreover, the summarized information intends to offer teachers means to better understand and develop strategies to scaffold students' learning.info:eu-repo/semantics/publishedVersio
