    Guidelines for the Use of Unmanned Aerial Systems in Flood Emergency Response

    There is increasing interest in using Unmanned Aircraft Systems (UAS) in flood risk management activities including in response to flood events. However, there is little evidence that they are used in a structured and strategic manner to best effect. An effective response to flooding is essential if lives are to be saved and suffering alleviated. This study evaluates how UAS can be used in the preparation for and response to flood emergencies and develops guidelines for their deployment before, during and after a flood event. A comprehensive literature review and interviews, with people with practical experience of flood risk management, compared the current organizational and operational structures for flood emergency response in both England and India, and developed a deployment analysis matrix of existing UAS applications. An online survey was carried out in England to assess how the technology could be further developed to meet flood emergency response needs. The deployment analysis matrix has the potential to be translated into an Indian context and other countries. Those organizations responsible for overseeing flood risk management activities including the response to flooding events will have to keep abreast of the rapid technological advances in UAS if they are to be used to best effect

    Dynamic temporary blood facility location-allocation during and post-disaster periods

    The key objective of this study is to develop a tool (hybridization or integration of different techniques) for locating the temporary blood banks during and post-disaster conditions that could serve the hospitals with minimum response time. We have used temporary blood centers, which must be located in such a way that it is able to serve the demand of hospitals in nearby region within a shorter duration. We are locating the temporary blood centres for which we are minimizing the maximum distance with hospitals. We have used Tabu search heuristic method to calculate the optimal number of temporary blood centres considering cost components. In addition, we employ Bayesian belief network to prioritize the factors for locating the temporary blood facilities. Workability of our model and methodology is illustrated using a case study including blood centres and hospitals surrounding Jamshedpur city. Our results shows that at-least 6 temporary blood facilities are required to satisfy the demand of blood during and post-disaster periods in Jamshedpur. The results also show that that past disaster conditions, response time and convenience for access are the most important factors for locating the temporary blood facilities during and post-disaster periods

    An investigation into the role of crowdsourcing in generating information for flood risk management

    Flooding is a major global hazard whose management relies on an accurate understanding of its risks. Crowdsourcing represents a major opportunity for supporting flood risk management as members of the public are highly capable of producing useful flood information. This thesis explores a wide range of issues related to flood crowdsourcing using an interdisciplinary approach. Through an examination of 31 different projects a flood crowdsourcing typology was developed. This identified five key types of flood crowdsourcing: i) Incident Reporting, ii) Media Engagement, iii) Collaborative Mapping, iv) Online Volunteering and v) Passive VGI. These represent a wide range of initiatives with radically different aims, objectives, datasets and relationships with volunteers. Online Volunteering was explored in greater detail using Tomnod as a case study. This is a micro-tasking platform in which volunteers analyse satellite imagery to support disaster response. Volunteer motivations for participating on Tomnod were found to be largely altruistic. Demographics of participants were significant, with retirement, disability or long-term health problems identified as major drivers for participation. Many participants emphasised that effective communication between volunteers and the site owner is strongly linked to their appreciation of the platform. In addition, the feedback on the quality and impact of their contributions was found to be crucial in maintaining interest. Through an examination of their contributions, volunteers were found to be able to ascertain with a higher degree of accuracy, many features in satellite imagery which supervised image classification struggled to identify. This was more pronounced in poorer quality imagery where image classification had a very low accuracy. However, supervised classification was found to be far more systematic and succeeded in identifying impacts in many regions which were missed by volunteers. The efficacy of using crowdsourcing for flood risk management was explored further through the iterative development of a Collaborative Mapping web-platform called Floodcrowd. Through interviews and focus groups, stakeholders from the public and private sector expressed an interest in crowdsourcing as a tool for supporting flood risk management. Types of data which stakeholders are particularly interested in with regards to crowdsourcing differ between organisations. Yet, they typically include flood depths, photos, timeframes of events and historical background information. Through engagement activities, many citizens were found to be able and motivated to share such observations. Yet, motivations were strongly affected by the level of attention their contributions receive from authorities. This presents many opportunities as well as challenges for ensuring that the future of flood crowdsourcing improves flood risk management and does not damage stakeholder relationships with participants

In an effort to reduce urban residents’ exposure to climate change and hazards such as natural disasters, resettlement programmes are becoming widespread across the Global South. While resettlement may reduce a region’s future climate-related disaster risk, it often increases poverty and vulnerability, and can be used as a reason to evict people from areas undergoing redevelopment. A collaboration between the Bartlett Development Planning Unit at UCL, the Indian Institute for Human Settlements and the Latin American Social Science Faculty, Rethinking Urban Risk and Resettlement in the Global South collates the findings from 'Reducing Relocation Risks', a research project that studied urban areas across India, Uganda, Peru, Colombia and Mexico. The findings are augmented with chapters by researchers with many years of insight into resettlement, property rights and evictions, who offer cases from Monserrat, Cambodia, Philippines and elsewhere. The contributors collectively argue that the processes for making and implementing decisions play a large part in determining whether outcomes are socially just, and examine various value systems and strategies adopted by individuals versus authorities. Considering perceptions of risk, the volume offers a unique way to think about economic assessments in the context of resettlement and draws parallels between different country contexts to compare fully urbanised areas with those experiencing urban growth. It also provides an opportunity to re-think how disaster risk management can better address the accumulation of urban risks through urban planning

    International Conference on Building Resilience 2011: Book of Abstract

    Building Resilience brings together contributions from the 2011 Conference of the International Institute for Infrastructure Renewal and Reconstruction, held at Kandalama, Sri Lanka, 19th – 21st July 2011. It includes 109 abstracts by scholars and practioners around the world. The full papers are available on an accompanying USB drive. With growing population and infrastructures, the world’s exposure to hazards – of natural and man-made origin – is inevitably increasing. This reality reinforces the need to proactively consider disaster risk as a part of the sustainable development agenda. The International Conference on Building Resilience will encourage debate on individual, institutional and societal coping strategies to address the challenges associated with disaster risk. Central to these strategies is the concept of resilience, which is becoming a core concept in the social and physical sciences, and also in matters of public policy. Resilience refers to the capability and capacity of systems to withstand change. By encouraging participation from researchers in the social and physical sciences, the conference will explore inter-disciplinary strategies that develop the capacity of a system, community or society potentially exposed to disaster related hazards, to adapt, by resisting or changing, in order to reach and maintain an acceptable level of functioning and structure. The conference outcomes will be used to support the 2010-2011 World Disaster Reduction Campaign ‘Making Cities Resilient’, which addresses issues of local governance and urban risk while drawing upon previous ISDR Campaigns on safer schools and hospitals, as well as on the sustainable urbanizations principles developed in the UN-Habitat World Urban Campaign 2009-2013. Mayors and their local governments are both the key targets and drivers of the campaign. The overall target of the Campaign is to get as many local governments ready as possible, to span a global network of fully engaged cities of different sizes, characteristics, risk profiles and locations. The campaign is focusing on raising political commitment to disaster risk reduction and climate change adaptation among local governments and mayors; including through high profile media and public awareness activities

    Intelligent detection of black hole attacks for secure communication in autonomous and connected vehicles

    Detection of Black Hole attacks is one of the most challenging and critical routing security issues in vehicular ad hoc networks (VANETs) and autonomous and connected vehicles (ACVs). Malicious vehicles or nodes may exist in the cyber-physical path on which the data and control packets have to be routed converting a secure and reliable route into a compromised one. However, instead of passing packets to a neighbouring node, malicious nodes bypass them and drop any data packets that could contain emergency alarms. We introduce an intelligent black hole attack detection scheme (IDBA) tailored to ACV. We consider four key parameters in the design of the scheme, namely, Hop Count, Destination Sequence Number, Packet Delivery Ratio (PDR), and End-to-End delay (E2E). We tested the performance of our IDBA against AODV with Black Hole (BAODV), Intrusion Detection System (IdsAODV), and EAODV algorithms. Extensive simulation results show that our IDBA outperforms existing approaches in terms of PDR, E2E, Routing Overhead, Packet Loss Rate, and Throughput
