An active, ontology-driven network service for Internet collaboration
Web portals have emerged as an important means of collaboration on the WWW, and the integration of ontologies promises to make them more accurate in how they serve usersâ collaboration and information location requirements. However, web portals are essentially a centralised architecture resulting in difficulties supporting seamless roaming between portals and collaboration between groups supported on different portals. This paper proposes an alternative approach to collaboration over the web using ontologies that is de-centralised and exploits content-based networking. We argue that this approach promises a user-centric, timely, secure and location-independent mechanism, which is potentially more scaleable and universal than existing centralised portals
Greening information management: final report
As the recent JISC report on âthe âgreeningâ of ICT in education [1] highlights, the increasing reliance on ICT to underpin the business functions of higher education institutions has a heavy environmental impact, due mainly to the consumption of electricity to run computers and to cool data centres. While work is already under way to investigate how more energy efficient ICT can be introduced, to date there has been much less focus on the potential environmental benefits to be accrued from reducing the demand âat sourceâ through better data and information management. JISC thus commissioned the University of Strathclyde to undertake a study to gather evidence that establishes the efficacy of using information management options as components of Green ICT strategies within UK Higher Education environments, and to highlight existing practices which have the potential for wider replication
OntoWeaver S: supporting the design of knowledge portals
This paper presents OntoWeaver-S, an ontology-based infrastructure for building knowledge portals. In particular, OntoWeaver-S is integrated with a comprehensive web service platform, IRS-II, for the publication, discovery, and execution of web services. In this way, OntoWeaver-S supports the access and provision of remote web services for knowledge portals. Moreover, it provides a set of comprehensive site ontologies to model and represent knowledge portals, and thus is able to offer high level support for the design and development process. Finally, OntoWeaver-S provides a set of powerful tools to support knowledge portals at design time as well as at run time
Towards the estimation of the economic value of the outputs of Scottish higher education institutions : Next Steps Summary Report
This paper represents a summary of the 'Next Steps Project' which piloted the practical application of a new methodological approach applying welfare economic principles to estimate the value of non-market outputs of higher education institutions. 3 areas of non-market activity of Scottish higher education institutions were studied, namely community engagement, cultural outreach and public policy advisory activity. The aim of the study was to use real world higher education data to test the new methodological framework's potential to identify areas of high value and where metrics could be devised to support public resource allocation decisions

Evaluating global e-government sites: A view using web diagnostics tools

Although the numbers of the different national e-Government web portals have rapidly increased in the last three years, the success of these portals will largely depend on their accessibility, quality and privacy. This paper reports the results of an
evaluative study of a cross-section of e-Government portals from these three perspectives, using a common set of performance metrics and Web diagnostic engines. Results show that not only are there wide variations in the spectrum of information and services provided by these portals, but that significant work still needs to be undertaken in order to make the portals examples of âbest practiceâ e-Government services
Simulating the conflict between reputation and profitability for online rating portals
We simulate the process of possible interactions between a set of competitive services and a set of portals that provide online rating for these services. We argue that to have a profitable business, these portals are forced to have subscribed services that are rated by the portals. To satisfy the subscribing services, we make the assumption that the portals improve the rating of a given service by one unit per transaction that involves payment. In this study we follow the 'what-if' methodology, analysing strategies that a service may choose from to select the best portal for it to subscribe to, and strategies for a portal to accept the subscription such that its reputation loss, in terms of the integrity of its ratings, is minimised. We observe that the behaviour of the simulated agents in accordance to our model is quite natural from the real-would perspective. One conclusion from the simulations is that under reasonable conditions, if most of the services and rating portals in a given industry do not accept a subscription policy similar to the one indicated above, they will lose, respectively, their ratings and reputations, and, moreover the rating portals will have problems in making a profit. Our prediction is that the modern portal-rating based economy sector will eventually evolve into a subscription process similar to the one we suggest in this study, as an alternative to a business model based purely on advertising
Web Portal Design Guidelines as Identified by Children through the Processes of Design and Evaluation
The Web is an important source of information for school projects, but young users do not always find it easy to locate relevant material. A critical factor in success is the portal through which they search or browse web content. Traditionally web portals have been designed by adults with young users in mind, but there is very little evidence that the latter make use of them. In this paper design guidelines are elaborated for such portals that are based upon focus group and operational evaluations by elementary school students of two prototype web portals designed by two intergenerational teams, each comprising elementary school students and adult designers. The evaluations offer strong support for involving children throughout the design process for portals that both in presentation and functionality reflect the cognitive and affective needs of young users rather than adults

Enterprise portals: addressing the organisational and individual perspectives of information systems
Enterprise portals are being viewed as the next generation application platform of choice, offering benefits over both client/server and thin client arrangements. By providing a mediating layer between the information applications and resources of the organisation and the individuals using them, enterprise portals appear to provide a unique context to allow both the organisational and individual perspectives of information systems to be addressed. This study seeks to examine these often competing perspectives of information systems by using an exploratory empirical survey to investigate the actual deployment of enterprise portals within a range of different organisations. It is found that both the individual and organisational benefits that enterprise portals can offer appear to have been recognised, and coherent sets of services addressing each of these perspectives are being developed. Consistent with diffusion and acceptance of technology models, organisations appear to be commencing their portal developments with services that will ensure utilisation by individuals, and are subsequently seeking to realise organisational level benefits
Towards Cleaning-up Open Data Portals: A Metadata Reconciliation Approach
This paper presents an approach for metadata reconciliation, curation and
linking for Open Governamental Data Portals (ODPs). ODPs have been lately the
standard solution for governments willing to put their public data available
for the society. Portal managers use several types of metadata to organize the
datasets, one of the most important ones being the tags. However, the tagging
process is subject to many problems, such as synonyms, ambiguity or
incoherence, among others. As our empiric analysis of ODPs shows, these issues
are currently prevalent in most ODPs and effectively hinders the reuse of Open
Data. In order to address these problems, we develop and implement an approach
for tag reconciliation in Open Data Portals, encompassing local actions related
to individual portals, and global actions for adding a semantic metadata layer
above individual portals. The local part aims to enhance the quality of tags in
a single portal, and the global part is meant to interlink ODPs by establishing
