Emerging nations embrace internet, mobile technology
Description: In a remarkably short period of time, internet and mobile technology have become a part of everyday life for some in the emerging and developing world. Cell phones, in particular, are almost omnipresent in many nations. The internet has also made tremendous inroads, although most people in the 24 nations surveyed are still offline.
Meanwhile, smartphones are still relatively rare, although significant minorities own these devices in countries such as Lebanon, Chile, Jordan and China.
People around the world are using their cell phones for a variety of purposes, especially for texting and taking pictures, while smaller numbers also use their phones to get political, consumer and health information. Mobile technology is also changing economic life in parts of Africa, where many are using cell phones to make or receive payments.While the internet still has a limited reach in the emerging and developing world, once people do gain access to the internet, they quickly begin to integrate it into their lives. A significant number of people in these nations say they use the internet on a daily basis, including roughly half of those polled in Lebanon, Russia and Argentina. At least 20% use the internet daily in 15 of the 24 nations surveyed.
In 21 of 24 nations, a majority of internet users also participate in sites like Facebook and Twitter.
People are using social networking sites to stay in touch with family and friends and to share their views on an array of topics, including popular culture, religion and politics.
These are among the main findings of a Pew Research Center survey conducted among 24,263 people in 24 emerging and developing economies from March 2, 2013 to May 1, 2013. All interviews were conducted face-to-face
Taking up the cudgels against gay rights? Trends and trajectories in African Christian theologies on homosexuality
Against the background of the HIV epidemic and the intense public controversy on homosexuality in African societies, this article investigates the discourses of academic African Christian theologians on homosexuality. Distinguishing some major strands in African theology, that is, inculturation, liberation, women’s and reconstruction theology, the article examines how the central concepts of culture, liberation, justice, and human rights function in these discourses. On the basis of a qualitative analysis of a large number of publications, the article shows that stances of African theologians are varying from silence and rejection to acceptance. Although many African theologians have taken up the cudgels against gay rights, some “dissident voices” break the taboo and develop more inclusive concepts of African identity and African Christianity
Democracy and reforms
The authors use a sample of 147 countries to investigate the link between democracy and reforms. Democracy may be conducive to reforms, because politicians have the incentive to embrace growth-enhancing reforms to win elections. By contrast, authoritarian regimes do not have to worry as much about public opinion and may undertake reforms that are painful in the short run but bring future prosperity. This paper tests these hypotheses, using data on micro-economic reforms from the World Bank's Doing Business database. These data do not suffer the endogeneity issues associated with other datasets on changes in economic institutions. Elites and institutions : literature review
Exploring elites and their relations to institutions can assist understanding the day-to-day realities of politics in Africa (Chabal and Daloz 1999, Amundsen 2001, Lindberg 2003). This review is a scoping exercise in what has been written on the subject in recent years. The main task of the review is to summarise current understandings of how elites work with and through political institutions in Africa. There is a huge literature in this subject area. We have tried to pick out a) that which is most pertinent and non-repetitive, and b) that which raises as many questions as it provides answers. On the whole we have focused on literature published in the last five to ten years and we have inclined towards the literature on Anglophone Africa. The review is presented as follows: Section 1 is an introduction to Africa’s recent political landscape and it introduces some of the major issues that appear in the literature. Section 2 provides some working definitions of elites, institutions and democratisation as three of the recurring themes in the review. Section 3 reviews literature broadly on democratisation in Africa and specifically on elections and elites. Section 4 examines how political parties have evolved over the last 15 years. Section 5 reviews the three branches of government and Section 6 briefly examines decentralisation and its relation to elites and politics. The remaining sections of the review move outside the more formal political structures to examine the media (Section 7), civil society (Section 8), women’s movements (Section 9), Trades unions (Section 10) and business associations (Section 11). The final Section 12 pulls out a number of gaps in the research that we have identified in the course of the review. Section 13 contains a complete bibliography of citations used in the review. It is crucial to remember that Africa’s experiences of democratisation are no more than 15 years old, and many scholars have cautioned that it is still very early to draw any definite conclusions (Amundsen 2001; Randall and Svasand 2002). Building and Contesting post-war Housing in Dakar
After the Second World War, European welfare planning was transposed to the African colonies. With regard to housing this meant a true turning point in urban policy. For the first time the colonial state massively invested in the housing of the African urban dwellers. However, the segregationist underground and elite‐focus of the housing schemes at the same time reinforced fundamental inequities in the African city, thereby furthering colonial goals. The promotion of African emancipation was thus accompanied by a strong ‘social engineering’. Yet, Africans were no passive victims of development schemes. In this paper we will take a close look at the housing schemes of the Société Immobilière du Cap Vert (SICAP) in Dakar (Senegal) between 1951 and 1960 (independence). Notwithstanding the significant housing shortages in Dakar, archival records show that a substantial amount of the SICAP houses remained vacant after completion. Apart from too high rents, the main reason was that the SICAP-houses seemed to be designed with the average West-European middle-class family in mind. As a consequence, most houses proved too small and little adjusted to the extended African family, which is well reflected in the many alterations the SICAP houses underwent right from their completion until today. Moreover, the SICAP housing schemes, and in particular their segregationist and elitist underground, caused strong African opposition. Many Africans opposed to the more than 80.000 forced evictions, known in the colonial jargon as ‘déguerpissements’, that were caused by the implementation of the schemes. The result was a fierce battle over land between the government and the inhabitants of Dakar. In particular the Lebou-population demanded adequate compensation for its land in case of expropriation, even if they did not possess any official land title, with equal rewards for Africans and Europeans. Due various forms of active and passive protest of the inhabitants the implementation of the SICAP housing schemes regularly came to a standstill and the government often found itself in ‘a complete impasse’. The study of these different forms of agency and resistance in Dakar is important as it shows that, although colonial rule was strict and compelling, it was possible to escape from it to some degree
Democratic Development and the Role of Citizenship Education in Sub-Saharan African with a Case Focus on Zambia
In addressing issues related to problems of democratisation in Africa, this paper attempts to relate the issue to the need for citizenship education and the role that can play in social development. Citizenship should be central to the formation of viable civil societies that claim a tangible stake in national public spaces in post-Cold War Africa. These and related topics are discussed relative to new possibilities that could lead to the full realisation of the concept as well as the practice of enfranchised citizenship and inclusive social development in aspiring democracies in the Sub Saharan African context. The complexity of the development ‘problematique’ that Sub-Saharan Africa is facing is unique in that it is multi-dimensional, but above all else, politically located. It is, therefore, central to our discussions here that to correct the continent’s current schemes of underdevelopment, pragmatic schemes of governance must be achieved. To do that, we are suggesting, new possibilities of citizenship education should be formulated for the general African scene in general, and for democratising but still both institutionally and economically weakened Zambia
Politics, religion and the Lord’s Resistance Army in Northern Uganda
This paper outlines the current situation in Northern Uganda and examines whether conventional approaches to conflict analysis produce a convincing diagnosis of the causes of the protracted conflict between the Ugandan government and the Lord’s Resistance Army (LRA). It concludes that the reasons for the war are multifaceted and do not neatly fit within any contemporary conflict theory\ud
without leaving significant gaps in the analysis. The paper highlights one of those gaps, the role of religion.\ud

Gendered production and consumption in rural Africa
Recent research underscores the continued importance of gender in rural Africa. Analysis of interactions within households is becoming more sophisticated and continues to reject the unitary model. There is some evidence of discriminatory treatment of girls relative to boys, although the magnitudes of differential investments in health and schooling are not large and choices seem quite responsive to changes in opportunity costs. Social norms proscribing and prescribing male and female economic behavior remain substantial, extending into many domains, especially land tenure. Gender constructions are constantly evolving, although there is little evidence of rapid, transformative change in rural areas
Law, politics, and finance
The authors assess three established theories about the historical determinants of financial development. They also propose an augmented version of one of these theories. The law and finance view, stresses that different legal traditions emphasize, to differing degrees, the rights of individual investors relative to the state, which has important ramifications for financial development. The dynamic law and finance vie, augments the law and finance view, stressing that legal traditions also differ in their ability to adapt to changing conditions. The politics and finance view, rejects the central role of legal tradition, stressing instead that political factors shape financial development. The endowment view, argues that the mortality rates of European settlers, as they colonized various parts of the globe, influenced the institutions they initially created, which has had enduring effects on institutions today. When initial conditions produced an unfavorable environment for European settlers, colonialists tended to create institutions designed to extract resources expeditiously, not to foster long-run prosperity. The authors'empirical results are most consistent with theories that stress the role of legal tradition. The resultsprovide qualified support for the endowment view. The data are least consistent with theories that focus on specific characteristics of the political structure, although politics can obviously affect the financial sector. In other words, legal origin - whether a country has a British, French, German, or Scandinavian legal heritage - helps explain the development of the country's financial institutions today, even after other factors are controlled for.
