    Anticipatory action on the various changes that occur is an action that cannot be bargained to be done immediately. The changes are larger, more diverse, and almost certainly, and are ongoing, including changes in the organization's management system, especially human resource management. The success of an organization, both private and governmental organizations in achieving its goals is largely determined by anticipatory measures to counteract the adverse effects of the change. This research was conducted at Jakarta Population Department. Specifically, the object of research took place in five tribal areas of the Department of Population, namely: Population Office of West Jakarta Municipality, Central Jakarta Population Subdistrict, East Jakarta Population SubDepartment, South Jakarta Population Duty Sub-Office, and Sub-Province Population of North Kotamadya .The results of this study are: The effectiveness aspects of the performance evaluation that are declared effective is the relevance factor. While that is not effective is the sensitivity, reliability, acceptability, and practicality. Very ineffective is the feedback aspect to the results of the performance evaluation of employees. The existence of the same perception among assessors, and priceless relating to the condition of effectiveness of performance evaluation implementation. This means that the assessor, and the valuable agree that there is a suitability of the aspects of effectiveness in the implementation of its performance evaluation in the DKI Jakarta Population Agency. Policies that can be taken to fix the implementation of performance appraisal of human resources in the organization environment of DKI Jakarta Population Department in order to have high effectiveness, and able to provide input for Jakarta Population Agency organization, among others: feedback factor, sensitivity factor, practicality factor, factors of acceptability, factors of control, and relevance factor

    We present an any-time performance assessment for benchmarking numerical optimization algorithms in a black-box scenario, applied within the COCO benchmarking platform. The performance assessment is based on runtimes measured in number of objective function evaluations to reach one or several quality indicator target values. We argue that runtime is the only available measure with a generic, meaningful, and quantitative interpretation. We discuss the choice of the target values, runlength-based targets, and the aggregation of results by using simulated restarts, averages, and empirical distribution functions

    Penilaian terpadu yang komprehensif dan seimbang antara proses dan hasil belajar tersebut dilaksanakan dalam kerangka Penilaian Berbasis Kelas (PBK). Kimia merupakan ilmu yang diperoleh dan dikembangkan berdasarkan eksperimen, sehingga metode eksperimen sangat penting diterapkan dalam pembelajaran kimia. Pembelajaran kimia menekankan pada pemberian pengalaman belajar secara langsung melalui penggu- naan dan pengembangan keterampilan proses dan sikap ilmiah, sehingga performance assessment menjadi sangat penting. Proses penilaian dilaku- kan dengan langkah-langkah: perencanaan penilaian, pengumpulan in- formasi, pelaporan, dan penggunaan informasi tentang hasil belajar. Se- belum melaksanakan penilaian terhadap proses dan hasil belajar, guru harus membuat perangkat-perangkatnya agar penilaian yang dilakukan sesuai dengan kompetensi yang hendak diuji. Dalam makalah ini dibahas bagaimana mengembangkan instrumen untuk performance assessment se- bagai bentuk penilaian yang berkarakter kimia. Format instrumen dapat disusun dengan bentuk pedoman observasi, daftar cek, atau skala lajuan. Guru juga dapat mengembangkan instrumen performance assessment den- gan rubrik yang lengkap. Meskipun penggunaan rubrik ini relatif menyita waktu, akan tetapi dengan rubrik yang lengkap guru dapat mengungkap kualitas dan profil performance peserta didik. Contoh rubrik yang dapat dikembangkan meliputi kompetensi merangkai alat, menggunakan alat, melakukan eksperimen, mengelola zat sisa, mempresentasikan hasil eks- perimen, dan penilaian terhadap Laporan eksperimen

    A descriptive analysis of perceptional social competence instrument lecturer at the high school of Islamic Ibnu Sina Batam City

    Perceptional social competence assessment instrument is built and developed based on theories of performance assessment of competence and on the basis of previous research within and outside the country. This research based on the theory of performance assessment of lecturers upon perceptional social competence which renders the performance of lecturers assessed competency and one of them is social competence, This assessment involves assessment of the 12 items are built. Research involving 34 people respondents a lecturer at an Islamic High school environment (STAI) Ibnu Sina Batam. A descriptive analysis of the instrument is determined by the value of the min score. Instruments Questionnaire given to 34 people. The min value of the score is found the total value average of 2.98. These values can be inferred that the consistency of answers on respondents from the total of the items in the social competence of the lecturers at the instrument category enough. Thus the performance assessment of social competence perceptional lecturer at an Islamic High school environment Avicenna Batam is enough. For upcoming research suggested revisiting the performance assessment perceptional lecturer based on competencies other than the social competence, for example, intellectual and emotional competencies

    This paper argues that the current drive towards greater use of animal-based measures for welfare assessment raises important issues for how farm visits by welfare assessors are performed. As social scientists, we employ a number of contemporary social science ideas to offer a new approach to examining the practice and performance of farm animal assessment. We identify key findings from a recent study of contemporary farm assessment and speculate upon what some of the challenges of introducing animal-based measures may be.     Performance Assessment in Teaching EFL Reading in Indonesia: Viewed From First Language (L1) Use to Check Learners' Comprehension

    In spite of widespread use of English in English Foreign Language learning, the use of First Language (L1) in EFL classroom is still indispensable to teachers and learners. The aim of this qualitative study was to discover teaching EFL reading in senior high school students that was assessed retelling activity (RTA) as a performance assessment by utilizing L1 as a checking device. Teaching EFL reading class is based upon the standards of performance assessment and the principles of the strands of learning English course that are incorporated in L1 use to check learners' comprehension. Two instruments were used in this study including questionnaire and interview of which each question covered behavior aspect and attitudinal aspect The findings of questionnaires showed that (1) almost all students encountered learning difficulties , consisting of vocabulary, pronunciation, grammar, translation, and text comprehension, in EFL use in their performance assessment, (2) almost all students encountered learning facilities, consisting of L1 meaning familiarity and text understanding, by L1 use in their performance assessment. These are supported by students' interviews that described (1) their learning difficulties in EFL use that consisted of word meaning and text understanding, (2) their learning facilities in L1 use that consisted of L1 meaning familiarity and text understanding

    This study aimed to investigate the effect of performance assessment and grammar mastery upon the students' writing ability. The research method used in this research was experimental. The population was 6 classes consisted of 180 students of the fourth semester students of the English Education Study Program of FKIP UNMAS Denpasar in the academic year 2012/2013. The sample of this study was 60 students which was divided into 2 groups, namely experimental and control group, by Cluster Random Sampling Technique. The research instruments used to obtain the data in this research were in form of tests which were analyzed using Statistical Two-Way ANOVA and Tukey Test. The research findings are first, there is a significant effect of performance assessment on the writing ability of the fourth semester students of the English Study Program of FKIP Unmas Denpasar in the academic year 2012/2013. Second, there is a significant effect of grammar mastery on the writing ability of the fourth semester students of the English Study Program of FKIP Unmas Denpasar in the academic year 2012/2013. Third, there is a significant effect of performance assessment and grammar mastery on the writing ability of the fourth semester students of the English Study Program of FKIP Unmas Denpasar in the academic year 2012/2013. Fourth, there is a significant effect between the students who have high grammar mastery assessed using performance assessment and assessed using conventional technique. Fifth, there is no significant effect between the students who have low grammar mastery assessed using performance assessment and assessed using conventional assessment technique
