    Towards Designing a Performance Measurement System for the CGIAR : Draft Report

    The System Office established the Working Group on Performance Measurement in May 2003, under the Co-Chairmanship of two ExCo members: Kevin Cleaver (ExCo/FC Chair) and Luis Arango (ExCo/PC member). Three sets of activities were carried out in preparation for the first meeting of the WG on September 5, 2003:(1) The CGIAR Secretariat prepared a Sourcebook on Performance Measurement in Research Institutions and Programs as background on approaches and methods of performance measurement being used in similar organizations globally.(2) Members of the WG shared additional information relevant to the objectives of the exercise (e.g., papers, articles);(3) A sub-group of the WG (made up of technical experts and resource persons1) met for a two day workshop on August 11-12, 2003 to discuss and outline performance measurement options that could be considered by the WG at its September 5 meeting, as a means of facilitating the task of the WG. This paper reflects the outcome of this preparatory workshop.The paper is organized as follows: the remainder of this chapter discusses the rationalebehind the worldwide trends towards Performance Measurement and offers definitions ofsome key terms. Chapter 2 focuses on the CGIAR, describing potential purposes and usesof performance measurement, identifying possible key elements of a performance measurement system, and outlining how such a system could fit into the planning and evaluation processes of the CGIAR. The final chapter summarizes the main conclusions and recommendations. This report was discussed during the Business Meeting at AGM 2003

    Performance Efficiency Measurement of Airports: A Comparative Analysis of Airports Authority of India and Public Private Partnership

    This article describes how to improve the overall efficiency and effectiveness of the aviation sector and also to source extra funding, the Government of India has paved the way for private investors through to a Public Private Partnership (PPP) model since the 1980s. This liberalization step in the Indian aviation market has minimized the institutional barriers which have hindered the freedom and flexibility of air transport operations among private investors. Now, competition within the aviation sector has become fiercer; the Airports Authority of India (AAI) and Public Private Partnership (PPP) in Indian airports are not only providing varied services, but also attracting consumers with new infrastructure and full modern facilities. The importance of this article is because after privatization, no studies have been conducted to examine the efficiency of Indian airports by using Data Envelopment Analysis (DEA). An output-oriented DEA model is employed to determine the efficiency score of airports by taking a sample of 15 airports, including airports run by PPP, for comparison. Output-oriented DEA calculates the efficiency by maximizing the outputs for a given level of inputs. Therefore, this article contributes to the existing literature on Indian airports. Based on available data, three variables - length of runways, terminal size and number of check-in counters, are used as inputs and two variables - passenger movement and aircraft movement, are used as outputs.N

    Physician Performance Measurement Barriers in Private General Hospitals Around Medan City

    Study results from early 2016 across 20 private general hospitals around Medan city, show there are 10 hospitals that have a physician performance measurement. However, the Medical Committee perceived some unknown barriers on measurement of physician performance. Should it be known, the hospitals can improve and enhance physician performance measurement effectively and efficiently. Therefore, this study aims to uncover the barriers on physician performance measurement in Private General Hospitals around Medan city. From the interviews with 10 Medical Committees and 6 document studies in 10 Private General Hospitals around Medan city which have a physician performance measurement, we found that the barriers on physician performance measurement are: unsupportive human resources, improper Medical Committee monitoring, unwillingness of physicians to be assessed, and assessors tendency toward giving moderate and good score. Therefore, we recommended that Medical Committee in each Private General Hospital around Medan or supervisors who will assess the performance of the physicians to attend performance measurement training to minimize biases and errors in filling out the sheet of physician performance measurement. Training should also be followed by an explanation that physicians should treat this performance measurement as a positive thing, because it can help the medical profession improve its professionalism

    Performance Measurement is necessary in order to support the implementation of a Continuous Improvement approach within a company. Performance Measurement has been a subject of increasing interest for researchers and practitioners. The questions addressed in the literature especially evolved from “what” to measure to “how” to measure. The present thesis follows this evolution by exploring how companies can successfully implement Performance Measurement. The thesis follows a parallel research design including a literature review and a case study. From one side, a literature review aims at explaining the main theories behind Performance Measurement, such as the concept of Performance Measurement System, as well as giving some recommendation for its implementation. On the other side, an empirical case study, conducted in a construction industry company, presents a practical implementation of Performance Measurement including some of the indicators dashboards built in several factories and departments of the company. The results of this case study are also supported by several interviews conducted at different steps of the implementation with the different actors involved. Then a theoretical verification is conducted by comparing the theory from the literature review with the empirical results from the case study. It especially allows to verify some recommendations as well as to identify a few gaps. The results of this study can be seen as a set of verified recommendations in order to successfully implement Performance Measurement within a company. These recommendations come from the comparison between theory and practice and they are divided in three main parts: the Key Performance Indicators identification, the Performance Measurement System design, and the practical implementation of Performance Measurement. Regarding this last part, five key success factors (e.g. perceived benefits of performance measurement, top management commitment) and five barriers (e.g. time and effort required, human behaviour) have been verified. Moreover, some Performance Measurement issues are discussed, such as the reduction of the complexity, the potential gaps between local approaches and global consistency, as well as the concept of organisational learning. Finally, the thesis identifies three kinds of trade-offs (e.g. accuracy of the data and cost of collection) that need to be considered when implementing Performance Measurement

    Performance measurement : challenges for tomorrow

    This paper demonstrates that the context within which performance measurement is used is changing. The key questions posed are: Is performance measurement ready for the emerging context? What are the gaps in our knowledge? and Which lines of enquiry do we need to pursue? A literature synthesis conducted by a team of multidisciplinary researchers charts the evolution of the performance-measurement literature and identifies that the literature largely follows the emerging business and global trends. The ensuing discussion introduces the currently emerging and predicted future trends and explores how current knowledge on performance measurement may deal with the emerging context. This results in identification of specific challenges for performance measurement within a holistic systems-based framework. The principle limitation of the paper is that it covers a broad literature base without in-depth analysis of a particular aspect of performance measurement. However, this weakness is also the strength of the paper. What is perhaps most significant is that there is a need for rethinking how we research the field of performance measurement by taking a holistic systems-based approach, recognizing the integrated and concurrent nature of challenges that the practitioners, and consequently the field, face

A précis of the literature on global and business trends predicts that the world is heading towards a networking era dominated by global autopoietic networks. A systematic review of the performance measurement literature concludes that although historically the performance measurement literature had tracked the global business trends our current state of knowledge on performance measurement is not complete and a number of fundamental questions remain unanswered, particularly in the context of future trends

We show that the use of imperfect performance measures can cause an agent to devote too many resources (too much effort) to acquiring information. Doing so can be costly to the principal because the agent can use information to game the performance measure to the detriment of the principal.
