    The Ideal Judge: How Implicit Bias Shapes Assessment of State Judges

    Judicial Performance Evaluation (JPE) is generally seen as an important part of the merit system, which often suffers from a lack of relevant voter information. Utah’s JPE system has undergone significant change in recent years. Using data from the two most recent JPE surveys, we provide a preliminary look at the operation of this new system. Our results suggest that the survey component has difficulty distinguishing among the judges on the basis of relevant criteria. The question prompts intended to measure performance on different ABA categories are also indistinguishable. We find evidence that, on some measures, female judges do disproportionately worse than male judges. We suggest that the free response comments and the new Court Observation Program results may improve the ability of the commission to make meaningful distinctions among the judges on the basis of appropriate criteria

    Practical Characterization of Cell-Electrode Electrical Models in Bio-Impedance Assays

    This paper presents the fitting process followed to adjust the parameters of the electrical model associated to a cell-electrode system in Electrical Cell-substrate Impedance Spectroscopy (ECIS) technique, to the experimental results from cell-culture assays. A new parameter matching procedure is proposed, under the basis of both, mismatching between electrodes and time-evolution observed in the system response, as consequence of electrode fabrication processes and electrochemical performance of electrode-solution interface, respectively. The obtained results agree with experimental performance, and enable the evaluation of the cell number in a culture, by using the electrical measurements observed at the oscillation parameters in the test circuits employed.Ministerio de Economía y Competitividad TEC2013-46242-C3-1-

    A comparison and an assessment of 10 advanced utility power systems on a consistent basis and to a common level of detail were analyzed. Substantial emphasis was given to a combined cycle systems integrated with low-Btu gasifiers. Performance and cost results from that study were presented for these combined cycle systems, together with a comparative evaluation. The effect of the gasifier type and performance and the interface between the gasifier and the power system were discussed

    In international practice, the performance of public finance management is usually assessed on the basis of quality indicators of the subsystems of the public finance system. The experts of the State Audit Office of Hungary have developed an evaluation system capable of measuring the performance of public finance management on the basis of quantitative indicators and quantifying the contribution of the factors that determine performance most. This article describes this system. It also shows how the assessment system was used to analyse the risks to the ongoing reduction of Hungarian public debt

    Guidelines are provided to the Field Centers for organization, scheduling, project and cost control, and performance in the areas of project management and operations planning for Photovoltaics Test and Applications. These guidelines may be used in organizing a T and A Project Team for system design/test, site construction and operation, and as the basis for evaluating T and A proposals. The attributes are described for project management and operations planning to be used by the Field Centers. Specifically, all project management and operational issues affecting costs, schedules and performance of photovoltaic systems are addressed. Photovoltaic tests and applications include residential, intermediate load center, central station, and stand-alone systems. The sub-categories of system maturity considered are: Initial System Evaluation Experiments (ISEE); System Readiness Experiments (SRE); and Commercial Readiness Demonstration Projects (CRDP)

    A strategic study of energy efficient and hybrid energy system options for a multi-family building in Korea

    This study is to identify performance of energy efficiency measures and to match low-carbon and renewable energy (RE) systems supplies to demands in the context of multi-family residential buildings in Korea. An approach to the evaluation of the hybrid energy systems was investigated, including consideration of heat and power demand profiles, energy system combinations, building design options and strategies for matching supply to demand. The approach is encapsulated within an integrated software environment. Building energy simulation technology was exploited to make virtual energy use data. Low-carbon and RE system modelling techniques were used to predict energy supply profiles. A series of demand/supply matching-based analyses were made to identify the effect of energy efficient demand measures (e.g. roof-top gardens, innovative underfloor heating system) and evaluate the capacity utilisation factor from the hybrid energy systems. On the basis of performance information obtained at the conceptual design stage, the design team can pinpoint the most energy efficient demand/supply combination, and consequently, maximise the impact of hybrid energy systems adoption
