    Pension Provision and Retirement Saving: Lessons from the United Kingdom

    We describe the trajectory of pension reform in the United Kingdom, which has focussed on keeping the cost of public pension programmes down during a period of steady population ageing whilst attempting to maintain an adequate minimum level of income security for low income households in retirement. Instruments for achieving these aims have been to target public benefits on low income households, permitting individuals to opt out of the second tier of the public programme into private retirement accounts, and the use of tax incentives to encourage additional private retirement saving. Frequent reforms to the pension programme raise the question of whether households can make reasonable private retirement saving provision in the light of growing complexity and potential shortcomings in individual decision-making.     Simulated Replacement Rates for CPP Reform Options

    A certain segment of the Canadian population is at risk of being ill-prepared for retirement. These people will likely not have enough pension income when they retire to maintain their current lifestyle. It sounds like a problem that calls for urgent government action. Only, these people are not underprivileged or lowincome earners. They are middle- and higher-income earners who lack an employer-provided pension, but presumably have the capacity to save for retirement on their own. Whether we see the fact that many of them do not as a problem for government to solve depends entirely on our view of the role of government. This, ultimately, is what the current discussions about reforming the Canada Pension Plan, boil down to. The trend in the incomes of the elderly is generally positive: compared to the 1970s, retirees are living far more comfortably, with incomes overall showing no obvious signs of distress. And data show that Canadians earning low incomes will be able to largely maintain their current earnings upon retirement, relying on the Canada Pension Plan and other public supports. Those Canadians earning mid-range and higher incomes who also enjoy an employer-provided pension, such as public-service workers, are also well-positioned to be able to largely maintain their working-age lifestyles after retirement. Meanwhile, there is no obvious evidence that the number of workers with employment-related pensions will decline in the future; pension coverage among young workers has been increasing, as has the proportion of workers in the public sector. Expanding the CPP — whether it is using the plan recently proposed by P.E.I., the “wedge” proposal offered by economist Michael Wolfson, or simply doubling the maximum pensionable-earnings room allowed for CPP contributions — would have the largest impact on relatively comfortable workers who are not saving adequately for retirement. In effect, it would force them to save more. But that is not without risks. On a practical level, simply increasing CPP contributions makes the investment decisions of the Canada Pension Plan Investment Board that much more liable for the retirement fate of Canadians. But it also promulgates a philosophy in which the federal government plays an ever-larger role, moving further into parts of our lives that have traditionally been considered areas of personal responsibility. That said, decisions about retirement savings are complicated and irreversible, yet critically important. There will inevitably be at least some people who make poor choices. Whether leaving relatively advantaged workers to suffer the consequences of their own investment decisions, or whether we require government intervention to protect them with an expanded CPP, hinges very much on just how paternalistic we expect our policy-makers to be

    Private Pensions and Income Security in Old Age: An Uncertain Future -- Conference Report

    By all measures the private pension system in Canada is in difficulty. One estimate suggests that at the end of 2005 there were significant funding shortfalls in about three quarters of the traditional defined benefit pension plans that fall under federal jurisdiction in Canada. In order to discuss how vulnerable the current system is, to identify possible directions of reform, and to consider how to implement them, the conference on “Private Pensions and Income Security in Old Age: An Uncertain Future” brought together researchers, those who design and manage pension plans, and those responsible for pension policy, both from Canada and abroad. It was organized by the SEDAP Research Program and held in Hamilton, Ontario, in November 2006. This paper summarizes the presentations that were given in 10 conference sessions, covering issues such as pension regulations, poverty and income security in old age, policy options, reform obstacles, and international perspectives.     Tax reform and retirement saving incentives: evidence from the introduction of stakeholder pensions in the UK

    Faced with ageing populations, OECD governments are seeking policies to increase individual retirement saving. In April 2001, the UK government introduced Stakeholder Pensions – a low cost retirement saving vehicle. The reform also changed the structure of tax-relieved contribution ceilings, increasing their generosity for lower earning individuals. We examine the impact of these changes on private pension coverage and on contributions to personal pension accounts using individual level micro data. We use a difference-in-differences strategy, and where necessary our estimator is modified to allow for dichotomous outcomes. The results suggest that the change to the contribution ceilings affected both coverage rates and contributions to private pensions among lower earnings individuals, especially among women, and those in couples

    One of the most (if not the most) highly charged public debates in this country over the past decade has been about the role of economic imperatives in dismantling the foundations of the welfare state set out in the universalist model adopted in the post-war years. Ken Battle in his chapter is critical of the ongoing public discourse on this issue, which he considers as lacking both in substance and subtlety. He argues that this has led to a polarization of views and produced persistent mythologies which in his estimation have served to insulate government from effective criticism and prevented the occurrence of a truly needed, open and informed public debate on the present and future course of social policy. Battle describes the overall process of reform and developments in social policy in the last two decades as one of "relentless incrementalism" where cumulative, purposeful and patterned change has produced a substantial shift in the structure of the Canadian income security system.     Canada’s Looming Retirement Challenge: Will Future Retirees Be Able to Maintain Their Living Standards upon Retirement?

    A key question in Canada’s pensions debate is whether Canadians will be able to maintain their living standards in retirement, and if policy needs to respond to the risk that some will experience painful declines.To date, it has been very difficult to estimate how current trends might affect various members of the population in the long run. In this study, we used LifePaths – a sophisticated simulation tool developed at Statistics Canada which integrates a large amount of data on the socio-economic experience of Canadians – to project consumption before and after retirement for Canadians who have not yet reached retirement age. Consistent with other research, the study finds that Canada’s retirement system has supported post-retirement consumption relatively well, especially for lower-income individuals and those who reached retirement age in the last twenty years.     Income Security and Stability During Retirement in Canada

    Post-war policies and subsequent debates had two policy targets: reducing old-age poverty and enhancing income security for the “average worker” after retirement. While we know a lot about the first issue, the second has received less attention as a result of data limitations. We take advantage of unique longitudinal data based on Canadian tax files (the LAD) to examine income replacement rates of older Canadians relative to their economic status when they were in their mid-fifties. In 2005, the replacement income of retired individuals in their mid-seventies who were in the middle of the income distribution at age 55 (in the early 1980s) was between 70 and 80 percent of their previous incomes some 20 years earlier This figure is at the high end of the range (65 to 75 percent) that experts generally consider “adequate” for middle-income retirees to maintain their pre-retirement living standards. However, we also show that there is considerable variation in replacement rates. By age 75, about a quarter of middle-income persons had retirement incomes of less than 60 percent of the income they were receiving in their mid-fifties, a result of differential access to private pension income. We also ask whether income replacement rates have been rising or falling among more recent cohorts of retirees but find little change. Finally, we report results about the stability of incomes in the retirement years. We conclude that year to year instability in family income declines for both high and low income earners as they age, largely because of the stabilizing effect of public pension income sources.retirement, income security
