    Net structure of subject-to-subject relations in the management of the system of administrative services provision

    The purpose of the work is to form the net structure of management of the system of administrative services provision on the basis of implementation of subject-to-subject interactions between state sector and civil society. Methodology. The methodology basis for the investigation is the abstract-logical analysis of theoretical and methodological backgrounds for management of relations and interactions. For the theoretical generalization and formation of net structure, there are used scientific recommendations of Ukrainian scientists regarding the necessity to implement subject-to-subject relations in the system of administrative services provision. Results. The investigations allowed confirming that the hierarchical structure of the state governance system does not give an opportunity to implement equal interaction between a subject of provision and a subject of an appeal as these relations have one – way communication and the feedback channel has a formal character. Moreover, the civil society is not considered by state sector to be a source of methods and ways to develop the system of state governance, in particular, the management system of administrative services provision. Practical meaning. The net structure of management will allow implementing the subject-subject relations in the system, under which the actions of the subject of provision – that means state sector – will be directed to the realization of rights and interests of the subjects of appeal. In their turn, apart from the performance of all legislative responsibilities that they should perform, they can carry out activities directed to the development of management activity in the system of administrative services provision and the whole system of state governance as an integral system of management. Meaning/Distinction. The provided model of the net structure will allow involving citizens in the processes of state governance and increasing the impact of the civil sector during the making of state and management decisions and, as a result, to confirm subject-to-subject positions in the relations

    Adaptation of domestic state governance to international governance models

    The purpose of the article is to provide the evolving international trends of modern management models and authorial vision of model of state governance system in Ukraine, its subsystems, in particular, the system of provision of administrative services that is appropriate for the contemporary times. Methodology. On the basis of scientific and theoretical approaches to the definitions of terms “state governance” and “public governance”, there was an explanation of considerable difference between them and, taking into consideration, the mentality of Ukrainian society and peculiar weak side in self-organization, the authors offered to form authorial model of governance on the basis of historically traditional for Ukraine model of state governance and to add some elements of management concepts that proved their significance, efficiency and priority in practice. Results. The authors emphasized the following two prevailing modern management models in the international practice: “new state management” and “good governance”. The first concept offered for consideration served as a basis for the semantic content of state activity that reflects more the state of administrative reformation. Practical meaning. A practical introduction of management to the domestic model of governance creates the range of contradictions that do not allow implementing herein concept. Pursuant to authors, the second one allows in considerable measure to reform state governance, considering historically developed peculiarities of this model. Moreover, the involvement of concept herein into introduction of informational and communicational technologies in the process of governance eliminates the necessity of power decentralization, it allows to form real net structure and, at the same, to keep vertical power structure, to involve citizens for formation and taking of management decisions, to form electronic communicational channel of feedback, to provide citizens with electronic administrative services. All indicated advantages of the concept certify about the necessity to reform state governance exactly in this field. Meaning/ Distinction. This article raises a question about the significance of formation and sequence of state policy in Ukraine aimed at creating an information-oriented society, space, as well as informational and technological infrastructure

    Integrating a larger set of instruments into Rural Development Programmes implied an increasing focus on monitoring and evaluation. Against the highly diversified experience with regard to implementation of policy instruments the Common Monitoring and Evaluation Framework has been set up by the EU Commission as a strategic and streamlined method of evaluating programmes’ impacts. Its indicator-based approach mainly reflects the concept of a linear, measure-based intervention logic that falls short of the true nature of RDP operation and impact capacity on rural changes. Besides the different phases of the policy process, i.e. policy design, delivery and evaluation, the regional context with its specific set of challenges and opportunities seems critical to the understanding and improvement of programme performance. In particular the role of local actors can hardly be grasped by quantitative indicators alone, but has to be addressed by assessing processes of social innovation. This shift in the evaluation focus underpins the need to take account of regional implementation specificities and processes of social innovation as decisive elements for programme performance.

    3This paper deals with the limits and potentialities of innovative museum projects recently created in Sicily, the so- called “ecomuseums ”, trough a critical evaluation of some case studies set in the wider theoretical framework provided by the new currents of thought of museology and cultural heritage preservation. In effect, ecomuseums have been recently standing out as new tools of protection and enhancement, due to their intrinsic capacity to reflect deeply-rooted relations among museums, environment and local communities. Therefore, such inventive museum projects concern territories, not necessarily defined by conventional boundaries, where a flexible and dynamic museum model is based on in situ conservation, fragmented site interpretation and a community-based approach: this implies the enhancement of local distinctiveness as well as the growing democratisation of museum practices. For this reason, ecomuseums, if shrewdly exploited, provide a more socially inclusive model supporting local development and small-scale cultural tourism, so that they can be considered as significant tools of reinforcing dynamically the local distinctiveness of places, apart from preserving tangible and intangible cultural resources (such as cultural landscapes, historic artefacts, customs, traditions). As a result, the objective of this work is to highlight the impact exerted by these museum models not only on Sicilian local communities, in terms of shared identity enhancement and economic development, but also on the tourist industry of such territories, many of them very far from the main tourist routes.     Dynamics of High-Technology Firms in the Silicon Valley

    The pace of technological innovation since World War II is dramatically accelerating following the commercial exploitation of the Internet. Since the mid 90’s fiber optics capacity (infrastructure for transmission of information including voice and data) has incremented over one hundred times thanks to a new technology, dense wave division multiplexing, and Internet traffic has increased over 1.000 times. The dramatic advances in information technology provide excellent examples of the critical relevance of the knowledge in the development of competitive advantages. The Silicon Valley (SV) that about fifty years ago was an agricultural region became the center of dramatic technological and organizational transformations. In fact, most of the present high-tech companies did not exist twenty years ago. Venture capital contribution to the local economy is quite important not only due to the magnitude of the financial investment (venture investment in SV during 2000 surpassed 25.000 millions of dollars) but also because the extent and quality of networks (management teams, senior employees, customers, providers, etc.) that bring to emerging companies.     Agro-Ecological Assessment for the Transition of the Agricultural Sector in Ukraine. Part I: Socio-Economic Aspects

    Since 1991, Ukraine has been undergoing a transformation of its economic and social system to enable the transition to a market economy. There are a number of positive developments that have already resulted from the changes in the socio-economic environment. However the transformation of farming systems into new forms did not greatly improve the sustainable use of natural resources or strengthen the economic performance, so that the influence of this intervention on sustainability of farming systems in Ukraine has had more negative than positive results. Large-scale farms continue to over-exploit natural resources and new private farmers, lacking in experience, knowledge and financial resources, continue to use obsolete technologies that are economically inefficient and may cause land degradation. All the components of the farming sector such as agricultural enterprises, household plots, and individual private farms, still remain problematic in terms of efficiency and are constrained by policies and inadequate markets. While economic conditions for agriculture have changed considerably since the beginning of the 1990s, agricultural policy in Ukraine was focused on trying to revive the production level, without the comprehensive analysis of agro-ecological conditions, internal and external markets, infrastructure, farmers' incentives etc. Rational agricultural land use is imperative in Ukraine. Existing agricultural systems are not appropriate for changing production, technological, economic or ecological realities. There is an urgent need for major policy changes in Ukraine towards rural welfare growth, sustainable agriculture and efficient land management, and establishment of agricultural market networks supported by adequate legislation. With the additional pressure of transition to a market economy, a new agricultural paradigm is required. This paper is the first in a series of reports on "Agro-ecological Assessment for Transition of the Agricultural Sector in Ukraine". The reports aim at further elaboration of integrated strategies and policies towards maintaining the sustainability of natural resources and the environment while remaining economically viable and internationally competitive. This paper on "Socio-economic analysis" describes the main socio-economic features of the transition processes in the Ukrainian agricultural sector, trends in agricultural production, and changes in its farming systems and land use. The second report "Land Resources and Agricultural Productivity: Methodology and Results" provides the inventory of natural (land, climatic) resources and the evaluation of biophysical limitations and potentials of the crop production in Ukraine at the national and regional levels. The third paper "Climate Change Impacts on Agricultural Productivity: Methodology and Results" investigates impacts of climate change/variability on the crop production and land use change in Ukraine on national and regional scales and indicates possible ways of adaptation over the coming three decades

    Optimization of the company strategic management system in the context of economic instability

    The article makes and confirms the following hypothesis: a difficult current macro-economic situation in Russia requires to change the work of enterprises management in terms of forming strategies related to developing the activity of legal entities they control as a whole, and forecasting results of the activity on various levels of the enterprise in particular within improving the efficiency of the organization activity under conditions of instable external environment. In order to confirm the made hypothesis, the article considers elements of the company management under conditions of instability within forming the level approach. It defines the methodological basis of selecting methods and approaches by commercial organizations to form their forecasts and strategic of developing under conditions of turbulence. It analyses the activity of the specific legal entity established in the form of the limited liability company (LLC). On its basis conclusions about the state of its strategic potential are made. The article offers measures on optimizing the system of strategic management of the analyzed enterprise, and estimates consequences of its implementation.peer-reviewe

    Economic and mathematical modeling of regional industrial processes

    The paper presents a method for the parallel optimization of the structure of sown areas for calculating economic and mathematical models for the traditional and organic-oriented land use systems characterized by the introduction of an additional set of environmental criteria constraints. Based on the proposed methodology, an economic-mathematical model has been calculated and the effectiveness of the functioning of the Altai Foothills zonal agroecocluster has been proved. Considering the full involvement in the agricultural production turnover of land suitable to produce organic products, the level of profitability was 39.7% against 17.3% in case of optimizing the structure of the sown areas in the traditional system of agricultural production.peer-reviewe

    Digitization of accounting in the management of business processes of enterprises of the agro-industrial complex

    The article is devoted to the problems of digitalization of accounting in the agricultural sector of Ukraine as the main element of modernization of business processes in the conditions of digitalization. Accordingly, the issue of using modern accounting tools for agricultural enterprises, which largely depends on the implementation of the scenario of digital development of rural areas of Ukraine, in particular, the development of digital infrastructure, is gaining relevance. The purpose of the article is to investigate the current trends in the digitisation of the accounting of agricultural enterprises and their impact on the management of business processes in today’s conditions. The research uses the dialectical method of cognition and general scientific techniques and principles of complex research, which include empirical, theoretical-cognitive and general logical methods, in particular: observation, comparison, description, generalization; analysis, synthesis, analogy and abstraction; systematic approach; monographic; comparative analysis. The article examines the benefits of using information technologies in the activities of enterprises in the agrarian sector and identifies factors that slow down the process of its transformation. It was established that the development of an agricultural enterprise based on the digitalization of management processes requires a significant amount of time for implementation, which is associated with making significant investments in the acquisition and support of technologies, as well as training employees in new professional skills. The innovations of the modern information space that can be used in the business environment for the digital transformation of business, in particular for the purpose of productive organization of accounting processes, are considered. The generalized results and formulated conclusions can be applied in the practical activities of Ukrainian agricultural enterprises in the context of the use of the formed information base of technologies, online services, specialized applications for the digitalization of accounting processes, reporting, taxation, as well as the determination of critical factors for slowing down the use of digital technologies, which will contribute to the overall transformation business processes of economic entities of the agro-industrial comple
