    A Self-adaptive Agent-based System for Cloud Platforms

    Cloud computing is a model for enabling on-demand network access to a shared pool of computing resources, that can be dynamically allocated and released with minimal effort. However, this task can be complex in highly dynamic environments with various resources to allocate for an increasing number of different users requirements. In this work, we propose a Cloud architecture based on a multi-agent system exhibiting a self-adaptive behavior to address the dynamic resource allocation. This self-adaptive system follows a MAPE-K approach to reason and act, according to QoS, Cloud service information, and propagated run-time information, to detect QoS degradation and make better resource allocation decisions. We validate our proposed Cloud architecture by simulation. Results show that it can properly allocate resources to reduce energy consumption, while satisfying the users demanded QoS

    Human-Centric Process-Aware Information Systems (HC-PAIS)

    Process-Aware Information Systems (PAIS) support organizations in managing and automating their processes. A full automation of processes is in particular industries, such as service-oriented markets, not practicable. The integration of humans in PAIS is necessary to manage and perform processes that require human capabilities, judgments and decisions. A challenge of interdisciplinary PAIS research is to provide concepts and solutions that support human integration in PAIS and human orientation of PAIS in a way that provably increase the PAIS users' satisfaction and motivation with working with the Human-Centric Process Aware Information System (HC-PAIS) and consequently influence users' performance of tasks. This work is an initial step of research that aims at providing a definition of Human-Centric Process Aware Information Systems (HC-PAIS) and future research challenges of HC-PAIS.     Intractable policy failure: the case of bovine TB and badgers

    The failure to eliminate bovine TB from the English and Welsh cattle herd represents a long-term intractable policy failure. Cattle-to-cattle transmission of the disease has been underemphasised in the debate compared with transmission from badgers despite a contested evidence base. Archival evidence shows that mythical constructions of the badger have shaped the policy debate. Relevant evidence was incomplete and contested; alternative framings of the policy problem were polarised and difficult to reconcile; and this rendered normal techniques of stakeholder management through co-option and mediation of little assistance

    Constructing insecurity: Australian security discourse and policy post-2001

    This article explores the construction of security in the contemporary Australian context, arguing that the Australian government has represented, and attempted to construct support for, a statist, exclusionary and militaristic conception or discourse of security. This understanding of security is evident in the government’s representation and response to a range of issues since 2001, including asylum-seekers, terrorism and the war in Iraq. In exploring the processes through which the Australian government has elaborated this discourse and sought to create resonance for it in a domestic context, I argue that there remain important bases not simply for contesting this conception of security, but for acknowledging immanent possibilities for the understanding of security in the Australian context to change in normatively progressive ways. Acknowledging these possibilities is important in identifying the potential for progressive change in Australian security policy, while also shedding light on the role of security in the modern political project

    The papers in this special edition are a very small selection from those presented at the EU-NESCA (Network of European Studies Centres in Asia) conference on "the EU and East Asia within an Evolving Global Order: Ideas, Actors and Processes" in November 2008 in Brussels. The conference was the culmination of three years of research activity involving workshops and conferences bringing together scholars from both regions primarily to discuss relations between Europe and Asia, perceptions of Europe in Asia, and the relationship between the European regional project and emerging regional forms in Asia. But although this was the last of the three major conferences organised by the consortium, it in many ways represented a starting point rather than the end; an opportunity to reflect on the conclusions of the first phase of collaboration and point towards new and continuing research agendas for the future

    Biopesticides, regulatory innovation and the regulatory state

    This article analyses regulatory innovation. It considers, in particular, how a regulatory environmental agency has been encouraged to innovate in the area of biopesticides. The literature on regulatory innovation is reviewed, the discussion situated within Moran's theory of the regulatory state. It considers to what extent innovation has occurred within the agency, looking at its proactive stance, and how unusually for a regulatory body it has negotiated new policy spaces in which to operate. The article looks at the contextual drivers and also the exogenous and endogenous pressures behind the innovation. It shows how the executive has intervened in order to promote more use of biopesticides and how pressure is also being exerted within the regulatory authority. By using the existing literature and empirical evidence a framework is outlined for explaining the likelihood of regulatory innovation occurring in regulatory agencies

    Underperforming policy networks : the biopesticides network in the United Kingdom

    Loosely integrated and incomplete policy networks have been neglected in the literature. They are important to consider in terms of understanding network underperformance. The effective delivery and formulation of policy requires networks that are not incomplete or underperforming. The biopesticides policy network in the United Kingdom is considered and its components identified with an emphasis on the lack of integration of retailers and environmental groups. The nature of the network constrains the actions of its agents and frustrates the achievement of policy goals. A study of this relatively immature policy network also allows for a focus on network formation. The state, via an external central government department, has been a key factor in the development of the network. Therefore, it is important to incorporate such factors more systematically into understandings of network formation. Feedback efforts from policy have increased interactions between productionist actors but the sphere of consumption remains insufficiently articulated

    Continuity or change in business representation in Britain? An assessment of the Heseltine initiatives of the 1990s

    Britain has a fragmented, overlapping, and underresourced system of business representation. Attempts at reform, however, have proved difficult and largely unsuccessful. A coherent and logical system is relevant, in terms of both an effective dialogue between government and business, and the promotion of competitiveness and productivity. Through interviews and archival evidence, I look at how government has attempted to reform business associations. The main focus is the Heseltine initiatives of the 1990s: I outline the various initiatives taken, reveal the extent to which policy represented continuity or change, and consider whether the initiatives were effective. I show that they had a degree of success but that they would have made greater impact if they had been sustained over a longer period of time. A consideration of the historical context, moreover, suggests there may be limits to the role of government intervention in business association reform
