Industry views on water resources planning methods – prospects for change in England and Wales
This paper describes a qualitative study of practitioner perspectives on regulated water resources planning practice in England and Wales. The study focuses on strengths and weaknesses of existing practice and the case for change towards a risk-based approach informed by stochastic modelling assessments. In-depth, structured interviews were conducted to capture the views of planners, regulators and consultants closely involved in the planning process. We found broad agreement that the existing water availability assessment methods are fallible; they lack transparency, are often highly subjective and may fail to adequately expose problems of resilience. While most practitioners believe these issues warrant a more detailed examination of risk in the planning process, few believe there is a strong case for a fundamental shift towards risk-based planning informed by stochastic modelling assessments. The study identifies perceived business risks associated with change and exposes widespread scepticism of stochastic methods
A critical rationalist approach to organizational learning: testing the theories held by managers
The common wisdom is that Popper's critical rationalism, a method aimed at knowledge validation through falsification of theories, is inadequate for managers in organizations. This study falsifies this argument in three phases: first, it specifies the obstructers that prevent the method from being employed; second, the critical rationalist method is adapted for strategic management purposes; last, the method and the hypotheses are tested via action research. Conclusions are that once the obstructers are omitted the method is applicable and effective
Navigating Uncharted Waters: Alaska Native Corporations in a New Era of 8(a) Contracting
The highly anticipated finalized rule changes to the Small Business Administration 8(a) Business Development Program will have a prominent impact on 8(a) certified Alaska Native Corporations (ANCs). This Article evaluates the weaknesses in the previous regulations and analyzes how the revisions will effect ANC participation. The Article argues that the revisions address a number of ambiguities in the original regulations without limiting ANC participation in the 8(a) Business Development Program, but other factors may prove critical to future ANC contract procurement

Abstract
To understand the trends associated with identity crime and misuse in Australia, the Australian Institute of Criminology (AIC) was, in 2014, commissioned by the Commonwealth Attorney-General’s Department to undertake a national survey of the problem for the second time. The study is one of a series of initiatives being implemented as part of the National Identity Security Strategy, Australia’s national response to enhancing identity security, which seeks to prevent identity crime and misuse, contribute to national security and facilitate the benefits of the digital economy
To which we belong : understanding the role of tradition in interorganizational relations
This article explores tradition in the context of collaboration. We take a view of tradition as rooted in reference groups, which are conceptually distinct from membership groups. Through research in two particular collaborations supporting technology business development in the UK, we find that tradition, as a potential cause of failure or inertia, is inter-organizationally significant. We argue that insight into the nature of tradition - in particular its dynamic interplay with culture in the formation of identity - allows participants to develop some useful language that supports more effective reflective practice in collaboration
Going to Work with a Criminal Record: Lessons from the Fathers at Work Initiative
Many of the 650,000 adults released from American prisons each year find their way to One-Stops or community-based, faith-based and other organizations that provide employment services. Yet relatively few of these organizations specifically target former prisoners. Workforce development practitioners have experience with a wide range of job seekers, but a great number of them are looking for additional guidance about the complexities of connecting formerly incarcerated people to the labor market and helping them stay on the job.Going to Work with a Criminal Record was developed to help meet this need. It is based on lessons from the Fathers at Work initiative, a three-year, six-site demonstration funded by the Charles Stewart Mott Foundation to help young, noncustodial fathers achieve increased employment and earnings, involvement in their childrens lives, and more consistent financial support of their children. The report describes seven fundamental lessons workforce organizations should consider as they help formerly incarcerated people move toward stable employment, along with a more detailed discussion of how program staff can put these lessons into practice. It outlines how to avoid mistakes and how to develop important relationships, including with employers, parole officers and the local child support enforcement agency
