PROGRAM PENYEDIAAN AIR MINUM DAN SANITASI BERBASIS MASYARAKAT (PAMSIMAS) DALAM MENUMBUHKAN PERILAKU HIDUP SEHAT: Studi pada Masyarakat di Kelurahan Cibeunying Kecamatan Cimenyan Kabupaten Bandung
Fokus penelitian ini mengkaji tentang sistem kerja program Penyediaan Air Minum dan Sanitasi Berbasis Masyarakat (Pamsimas) di Kelurahan Cibeunying, upaya edukatif dalam program Pamsimas di Kelurahan Cibeunying, dampak program Pamsimas dalam menumbuhkan perilaku hidup sehat di masyarakat Kelurahan Cibeunying, faktor pendukung dan penghambat program Pamsimas serta konsep dari program Pamsimas yang dapat diaplikasikan pada daerah yang sejenis. Metode yang digunakan adalah metode deskriptif dengan pendekatan kualitatif, dimana teknik pengumpulan data yang digunakan melalui wawancara, observasi, studi dokumentasi dan angket. Subjek penelitian ini terdiri atas enam orang pelaksana program Pamsimas, satu orang bidan desa dan dua orang masyarakat pengguna layanan program Pamsimas. Hasil penelitian yang didapat adalah sistem kerja dalam program Pamsimas menggunakan pendekatan pembangunan yang berbasis masyarakat, dimana masyarakat merupakan pengambil keputusan serta pengelola program. Selain itu, adapula upaya edukatif yang dilakukan yaitu melalui kegiatan penyuluhan yang diarahkan pada upaya pemberdayaan dalam memberi pemahaman kepada masyarakat. Dampak dari program Pamsimas terhadap tujuan untuk menumbuhkan perilaku hidup sehat dapat dilihat dari kebersihan lingkungan sekitar masyarakat serta partisipasi dan motivasi yang tumbuh di masyarakat. Faktor pendukung dan penghambat berjalannya program Pamsimas terlihat dari kinerja serta tanggungjawab para pelaksana. Sehingga, dengan berjalannya program Pamsimas ada konsep yang dapat diaplikasikan pada daerah yang sejenis yaitu penguatan kapasitas kelembagaan sebagai pendukung keberhasilan pengelolaan program serta mempengaruhi terhadap peran dan partisipasi masyarakat.

The focus of this research is to study about the work system of Pamsimas program in the Cibeunying village, educational efforts in the Pamsimas program, Pamsimas program impact in growing healthy behavior in Cibeunying village community, enabling and inhibiting factors of Pamsimas program, and the concept of the Pamsimas program applicable to similar areas. The method used is descriptive method with qualitative approach. Data collection’s techniques used in the research are interview, observation, documentation study, and questionnaires. The research subject was six people Pamsimas program implementers, one midwife, and two recipients Pamsimas program. The results obtained are in a working system Pamsimas program using community-based development approach , in which people are the decision makers and program managers. In addition, those who do are educational efforts through outreach activities geared towards empowerment in giving understanding to the community. The impact of the program on purpose to foster healthy behavior can be seen from the surrounding community as well as environmental hygiene and motivation to grow participation in the community. Enabling and inhibiting factors of the program Pamsimas seen from the performance and responsibilities of the implementers. The concept of Pamsimas program can be applied to similar areas namely strengthening the institutional capacity to support the successful management of the program as well as the influence of the role and participation of the community.

Evaluasi Program Penyediaan Air Minum Dan Sanitasi Berbasis Masyarakat (Pamsimas) Di Kecamatan Tembalang
Pembangunan tidak lain merupakan suatu proses Perubahan yang berlangsung secara sadar, terencana dan berkelanjutan dengan sasaran utamanya adalah untuk meningkatkan kesejahteraan hidup manusia. Salah satu pembangunan yang menjadi perhatian adalah kebutuhan air bersih dan sanitasi. Pamsimas merupakan salah satu bentuk solusi dari kurangnya air bersih dan sanitasi di Indonesia. Tetapi pelaksanaan Pamsimas masih belum optimal, tidak terkecuali pelaksanaan di Kecamatan Tembalang Kota Semarang. Tujuan dari penelitian ini adalah untuk mengevaluasi Program Penyediaan Air Minum dan Sanitasi Berbasis Masyarakat (Pamsimas) di Kecamatan Tembalang. Dalam evaluasi ini digunakan enam kriteria evaluasi yaitu efisiensi, efektivitas, kecukupan, perataan, responsivitas dan ketepatan. Hasil penelitian ini menunjukkan bahwa Pamsimas di Kecamatan Tembalang sudah efektif dalam memenuhi kebutuhan air bersih dan sanitasi. Tetapi masih ditemui kekurangan, seperti kurang meratanya pembangunan tower air dan perpipaan Pamsimas, selain tidak merata masih banyak warga miskin yang masih belum dapat mendapatkan Pamsimas. Rekomendasi untuk meningkatkan perataan pembangunan Pamsimas dapat dilakukan pada saat musyawarah penentuan prioritas pembangunan dilakukan oleh seluruh elemen pelaksana Pamsimas, hal ini agar tercipta keadilan dan pemerataan pada pembangunan karena diawasi langsung oleh semua pihak yang terkait
Implementasi Kebijakan Pamsimas dalam Penyediaan Air Bersih Bagi Masyarakatdi Kabupaten Pati
ENGLISHAccessibility to clean water is the right for all citizens. However some parts of the study area have less access to clean water, especially in the dry season. The objectives of the research are: (1) To analyze the performance of policy implementation for PAMSIMAS in the study area; and (2) To analyze the role of PAMSIMAS in providing clean water for community in the study area. This research uses quantitative approach. The data consist of primary and secondary data. The data collection is conducted by observation and interview. The data analysis uses descriptive one. There are five main findings in the research. First, the coverage of PAMSIMAS includes 109 of 406 villages (26.85%). Second, the performance in managing PAMSIMAS is fairly good with score 77.37. Third, output of PAMSIMAS programme in 109 villages includes 14,711 installations for clean water of household. Fourth, PAMSIMAS has a capacity 2,850,040 litre per day. Fifth, cash-flow of PAMSIMAS is Rp729,219,937. INDONESIAAkses air bersih merupakan hak setiap warga negara tetapi sebagian kawasan di area studi mengalami kesulitan akses air bersih, khususnya di musim kemarau. Penelitian ini memiliki tujuan: (1) Menganalisa kinerja implementasi kebijakan PAMSIMAS di area studi; dan (2) Menganalisa peran PAMSIMAS dalam penyediaan air bersih bagi masyarakat di area studi. Penelitian ini menggunakan pendekatan kuantitatif. Data penelitian meliputi data primer dan data sekunder. Pengumpulan data primer dilakukan dengan menggunakan teknik wawancara dan pengumpulan data sekunder dilakukan dengan menggunakan teknik observasi dokumen instansi terkait. Teknik analisis data menggunakan analisis deskriptif. Ada beberapa temuan utama dalam penelitian ini. Pertama, coverage PAMSIMAS 109 desa (26,85%) dari total 406 desa/kelurahan di area studi. Kedua, kinerja tata kelola PAMSIMAS masuk kategori relatif baik dengan skor 77,37. Ketiga, output PAMSIMAS di 109 desa memiliki 14.711 sambungan rumah untuk penyediaan air bersih. Keempat, kapasitas pelayanan air bersih PAMSIMAS di area studi sebanyak 2.850.040 liter per hari yang tersebar di 109 desa. Kelima, BP-PAMS memiliki cash-flow sebanyak Rp729.219.937 dalam pengelolaan PAMSIMAS
Prinsip Governance dalam Pengelolaan Penyediaan Air Minum dan Sanitasi Berbasis Masyarakat (Pamsimas) di Desa Banglas Barat Kecamatan Tebing Tinggi Kabupaten Kepulauan Meranti Tahun 2014-2016
This research is motivated target PAMSIMAS village election in the village of Banglas Barat years 2014-2016 in accordance with the decree of the minister of public works decree No. 79 / Kpts / DC / 2013 on stipulation district / city target PAMSIMAS. Implementers program PAMSIMAS at the district level conducted by the planning office and the department of public health office of human settlements POKJA AMPL is incorporated in regency Kepulauan Meranti, while implementers at the village level is done by the village government, KKM, SATLAK, BPSPAMS and community facilitator team. The study aims to determine the principles of governance in the management of Banglas Barat PAMSIMAS in the village and the factors that affect the management of PAMSIMAS program. The type used in this research is descriptive research with qualitative research approach. Type of research data is primary data and secondary data. Data collection techniques in this study is documentation and interviews. Technical analysis of the data used is descriptive qualitative data analysis.The results showed that the principle governance in the management program in the village PAMSIMAS Banglas Barat has not run optimally. It is seen from some of the principles governance of accountability and the rule of law can not be applied by managers BPSPAMS PAMSIMAS particularly in operational and maintenance phase PAMSIMAS assets. inhibiting factor which is greater in terms of both internal and external. The right solution to overcome the problems in the management of PAMSIMAS Village Banglas Barat is particularly BPSPAMS PAMSIMAS manager must be optimized in applying the principles of governance in coordination with all parties involved in the program PAMSIMAS and supported by the budget of the village government and local government
Pelaksanaan Perjanjian antara Pdam Kota Payakumbuh dengan Pamsimas Kota Payakumbuh
Water is a very basic need for humans, so in accordance with article 33 paragraph (3) of the 1945 Constitution, natural resources in the form of water must be managed and utilized as well as possible, the formulation of the problem was: with PAMSIMAS Payakumbuh City, What are the obstacles in implementing the agreement and what are the efforts to overcome the obstacles in implementing the agreement between the PDAM and PAMSIMAS ?, The research method was empirical juridical. The results showed that the implementation of the Agreement between Payakumbuh City PDAM and Payakumbuh City PAMSIMAS was implemented based on the Agreement that had been agreed upon by the two parties. The constraints in implementing the agreement were as follows: There was a delay in payment by the PAMSIMAS to the PDAM. Efforts made to overcome the obstacles in the implementation of the agreement between the PDAM and PAMSIMAS are by way of the two parties agreeing to settle by deliberating and consensus. In the event of a delay in payments by PAMSIMAS, the PDAM gives sanctions in the form of fines. The author's advice was: To implement the Agreement between Payakumbuh Municipal PDAM and Payakumbuh City PAMSIMAS as well as possible, pay water bill bills on time, so that PDAM Kota Payakumbuh's efforts in facing existing constraints, the implementation needs to be increased so that a balanced relationship is created with the Payakumbuh Municipal PDAM
ANALISIS IMPLEMENTASI PROGRAM PENYEDIAAN AIR MINUM DAN SANITASI BERBASIS MASYARAKAT (PAMSIMAS) II KABUPATEN SEMARANG (STUDI KASUS DESA TIMPIK KECAMATAN SUSUKAN)
Since the PAMSIMAS program was implemented in Semarang Regency from PAMSIMAS I (2008-2012) to PAMSIMAS II (2013-2015) program, there are 93 PAMSIMAS facilities in the village from the total number of villages in Semarang Regency. However, until 2015, there was 1 non functioning village and 6 partially functiong villages in the PAMSIMASprogram in Semarang Regency. One of the villages is Timpik Village in Susukan Sub-district.
The aim of this study is to describe how the implementation of PAMSIMAS, the form of PAMSIMAS program, the form of implemented community empowerment, and solutions to overcome problems that arise in the Timpik Village. The theoretical approach used in this research is the Bottom-Up policy implementation approach which emphasizes the importance of considering two important aspects in the implementation of a policy, such as lower level bureaucrats and policy target group. This research used qualitative approch as its main aproach. The process of collecting data in this study used several techniques of observation, interview and documentation. In testing the validityand reliability of data, this research used triangulation technique of data source.
The results showed that in the implementation, all elements that play a role in the PAMSIMAS program managements institutions and administrators both from the village and dsitrict have performed their duties and functions well so that peple get various benefits, especially in the field of access to drinking ater from them. However, there are still several obstacles which make this PAMSIMAS program not always run smoothly.
The recommendation of this research is that the village level implementor should be more visionary and innovative in the future in solving the existing obstacles. In addition, it is expected that the community will participate and supprt in the development related to the continuations of PAMSIMAS program and continue to innovate in developing the programs that have been run before

Implementation of supplying water and sanitation based society program is a program and government's real action (center and region) for increasing society's health degree especially in decreasing diarrhea disease rate and other disease which transmitted through water and environment. Lubuk Mayan Village till now is not avalaible supplying clean water system, where the condition supplying water system which ever exist by other program which from Rantau Duku Village now has not distributed again to Lubuk Mayan Village ofteThe theory concept that used is empowerment. For analyzing implementation of supplying water and sanitation based society program, researcher used theory of Delivery. The researcher used qualitative research with descriptive method. In collecting data, researcher used key informant as information source and triangulation technique as source in validity test.The result of research shows that implementation of supplying water and sanitation based society program in Lubuk Mayan village have proceed suitable with regulation and plan that exist. In implementation of supplying water and sanitation based society program are enthusiastic to contribute in empowerment process
Peran Masyarakat Dalam Melaksanakan Program Pamsimas Di Desa Banjarsari Kecamatan Gajah Kabupaten Demak
Water as a fundamental requirement for life, should be met in terms ofquantity, quality, affordable, and continuous. But there are still many Indonesianpeople who do not get adequate water, especially low-income people in rural areasand suburbs. Pamsimas is one of the government\u27s flagship program in theprovision of clean water and sanitation to rural and suburban communitiesthrough community-based approaches. This research uses descriptive qualitativemethod of data collection through interview techniques, with purposive samplingmethod of selecting informants.Research results in the participation rate Pamsimas (Water Supply andSanitation Community-Based) in the village of DemakBanjarsari includes 3components. First, program planning; second, the implementation of the program;Third, after the implementation of the program. The three components areinterrelated with one another that can not be separated in order to achieveoutcomes on the role of community in implementing BanjarsariPamsimas in thevillage. Approach or policy to encourage society in the implementation ofPamsimas (Water Supply and Community-Based Sanitasi) has strategies andprinciples consist of: community empowerment and local institutionaldevelopment; improvement of health and hygiene behaviors and sanitationservices; drinking water supply and public sanitation, grants local socio-economicdevelopment; and support the implementation and project management. Theapproach taken is based on: a community-based, participatory, responsive,masyarajat access for all, gender equality, pro poor, sustainability, transparencyand accountability, value-based.Recommendations, the study is expected to maintain and developprograms Pamismas in the village because it is very beneficial to the localcommunity. In addition it is expected that the successful implementation of theprogram in the village BanjarsariPamsimas this can be a reference for beneficiaryvillages Pamsimas other programs
