    RAPID WEBGIS DEVELOPMENT FOR EMERGENCY MANAGEMENT

    The use of spatial data during emergency response and management helps to make faster and better decisions. Moreover spatial data should be as much updated as possible and easy to access. To face the challenge of rapid and updated data sharing the most efficient solution is largely considered the use of internet where the field of web mapping is constantly evolving. ITHACA (Information Technology for Humanitarian Assistance, Cooperation and Action) is a non profit association founded by Politecnico di Torino and SITI (Higher Institute for the Environmental Systems) as a joint project with the WFP (World Food Programme). The collaboration with the WFP drives some projects related to Early Warning Systems (i.e. flood and drought monitoring) and Early Impact Systems (e.g. rapid mapping and assessment through remote sensing systems). The Web GIS team has built and is continuously improving a complex architecture based entirely on Open Source tools. This architecture is composed by three main areas: the database environment, the server side logic and the client side logic. Each of them is implemented respecting the MCV (Model Controller View) pattern which means the separation of the different logic layers (database interaction, business logic and presentation). The MCV architecture allows to easily and fast build a Web GIS application for data viewing and exploration. In case of emergency data publication can be performed almost immediately as soon as data production is completed. The server side system is based on Python language and Django web development framework, while the client side on OpenLayers, GeoExt and Ext.js that manage data retrieval and user interface. The MCV pattern applied to javascript allows to keep the interface generation and data retrieval logic separated from the general application configuration, thus the server side environment can take care of the generation of the configuration file. The web application building process is data driven and can be considered as a view of the current architecture composed by data and data interaction tools. Once completely automated, the Web GIS application building process can be performed directly by the final user, that can customize data layers and controls to interact with the

    Free and open source software for geospatial applications (FOSS4G) to support Future Earth

    The development, integration, and distribution of the information and spatial data infrastructure (i.e. Digital Earth; DE) necessary to support the vision and goals of Future Earth (FE) will occur in a distributed fashion, in very diverse technological, institutional, socio-cultural, and economic contexts around the world. This complex context and ambitious goals require bringing to bear not only the best minds, but also the best science and technologies available. Free and Open Source Software for Geospatial Applications (FOSS4G) offers mature, capable and reliable software to contribute to the creation of this infrastructure. In this paper we point to a selected set of some of the most mature and reliable FOSS4G solutions that can be used to develop the functionality required as part of DE and FE. We provide examples of large-scale, sophisticated, mission-critical applications of each software to illustrate their power and capabilities in systems where they perform roles or functionality similar to the ones they could perform as part of DE and FE. We provide information and resources to assist the readers in carrying out their own assessments to select the best FOSS4G solutions for their particular contexts and system development needs

    Humanitarian Mapping within a Student Association: PoliMappers

    The lack of availability and accessibility of open geospatial data, especially in developing countries is addressed by various volunteer mapping associations. PoliMappers, a chapter of the YouthMappers network and a student association of Politecnico di Milano, was established with this purpose in December 2016. PoliMappers aims to contribute data to the OpenStreetMap (OSM) database by promoting the use of Free and Open Source Software (FOSS). Hence, it focuses on creating awareness on the lack of open geospatial data and on how individuals can have an impact on contributing to open geospatial databases using FOSS. The activities of PoliMappers focus on teaching and promoting the use of such geospatial technologies to run OSM-based mapathons and mapping parties

    Enhancing the social issues components in our computing curriculum: Computing for the social good

    The acceptance and integration of social issues into computing curricula is still a work in progress twenty years after it was first incorporated into the ACM Computing Curricula. Through an international survey of computing instructors, this paper corroborates prior work showing that most institutions include the societal impact of ICT in their programs. However, topics often concentrate on computer history, codes of ethics and intellectual property, while neglecting broader issues of societal impact. This paper explores how these neglected topics can be better developed through a subtle change of focus to the significant role that ICT plays in addressing the needs of the community. Drawing on the survey and a set of implementation cases, the paper provides guidance by means of examples and resources to empower teaching teams to engage students in the application of ICT to bring about positive social outcomes – computing for the social good

    Leveraging Final Degree Projects for Open Source Software Contributions

    (1) Background: final year students of computer science engineering degrees must carry out a final degree project (FDP) in order to graduate. Students’ contributions to improve open source software (OSS) through FDPs can offer multiple benefits and challenges, both for the students, the instructors and for the project itself. This work reports on a practical experience developed by four students contributing to mature OSS projects during their FDPs, detailing how they addressed the multiple challenges involved, both from the students and teachers perspective. (2) Methods: we followed the work of four students contributing to two established OSS projects for two academic years and analyzed their work on GitHub and their responses to a survey. (3) Results: we obtained a set of specific recommendations for future practitioners and detailed a list of benefits achieved by steering FDP towards OSS contributions, for students, teachers and the OSS projects. (4) Conclusions: we find out that FDPs oriented towards enhancing OSS projects can introduce students into real-world, practical examples of software engineering principles, give them a boost in their confidence about their technical and communication skills and help them build a portfolio of contributions to daily used worldwide open source applications

    Free and open source GIS in South America: political inroads and local advocacy

    Geographical information systems (GIS) practitioners worldwide enjoy a growing array of free and open source software (FOSS) options. This software has expanded the accessibility of GIS in economically developing countries while fostering local technical expertise. This article reviews FOSS GIS uptake and advocacy in South America, especially how it relates to a climate of political friendliness toward FOSS in the region. The use or absence of FOSS GIS is assessed in public-facing web maps in South America, first at the national government level, and then at the provincial level using Argentina as a country of study. Local technical support groups and software development initiatives surrounding FOSS GIS in South America are then summarized. Finally, three case studies are presented of notable efforts to build FOSS GIS technical communities at the local level: the FOSSGIS Brasil online magazine, the Geoinquietos Argentina professional network, and the FOSS.4GIS.GOV conference in Brazil. A study of the leaders, dynamics, and practices of these groups can inform others in similar circumstances around the world who are trying to promote FOSS GIS adoption, development, skills, and services

    Engaging Students in Open Source: Establishing FOSS Development at a University

    Open source is widely used for educational purposes in higher education around the world. While many educators use open source resources for teaching, there seems to be few contributions to such projects of students as part of their university courses. In this work we present our experience on establishing open source development from student contributors as part of their university curriculum. Since 2010 more than 300 students from Graz University of Technology have been involved in the presented Catrobat project and have gained knowledge about agile software development as well as several related domains, e.g., project management, marketing, or graphical design. In this paper we provide detailed insights into the project’s organization and evaluate in a study how students feel in this setting. As we conclude, bringing open source to university courses is an effective practical approach based on social learning and provides benefits for students and researchers
