    Screening of a macroion by multivalent ions: A new boundary condition for Poisson-Boltzmann equation and charge inversion

    Screening of a macroion by multivalent counterions is considered. It is shown that ions form strongly correlated liquid at the macroion surface. Cohesive energy of this liquid leads to strong additional attraction of counterions to the surface. Away from the surface this attraction is taken into account by a new boundary condition for the Poisson-Boltzmann equation. This equation is solved with the new boundary condition for a charged flat surface and a long cylinder. For a cylinder Onsager-Manning theory looses its universality so that apparent charge of the cylinder is smaller than their theory predicts and depends on its bare charge.     La dimensión global de diversas problemáticas de carácter medioambiental, ético, económico, social, y político ha puesto el acento en la importancia de llevar a cabo iniciativas que supongan una atención sostenible de las necesidades de las personas. Dicha mirada, ha supuesto la conjunción de lo global y su impacto en el ámbito local o más próximo, nuestra ciudad, barrio o comunidad, dotando de cierta reciprocidad a aquello que sucede a ambas escalas, macro y micro, y generando posibles sinergias a distinto nivel. Este trabajo presenta un proyecto enmarcado en el ámbito de la administración pública española, en el entorno local, alineado con la Agenda 2030 del desarrollo sostenible, y que está siendo financiado con fondos europeos dentro de la Estrategia Europa 2020. El objetivo del mismo ha consistido en identificar las propuestas de mejora que han supuesto el diseño y la implementación de políticas públicas en pro de la inclusión social y la sostenibilidad en el municipio de Vélez-Málaga. Se ha utilizado una metodología combinada en función de cada una de las acciones, contando con la supervisión académica de dos grupos de investigación especializados. Los resultados obtenidos tras la puesta en marcha de actuaciones dirigidas a diferentes colectivos del territorio, ponen de manifiesto la desigualdad existente en las zonas de actuación del proyecto y la necesidad de seguir implementando medidas de apoyo a las personas que habitan en dichos territorios. Se aportan conclusiones parciales, así como propuestas para convertir dichas experiencias en buenas prácticas replicables en contextos de similares características.Universidad de Málaga.     Volatility Effects on the Escape Time in Financial Market Models

    We shortly review the statistical properties of the escape times, or hitting times, for stock price returns by using different models which describe the stock market evolution. We compare the probability function (PF) of these escape times with that obtained from real market data. Afterwards we analyze in detail the effect both of noise and different initial conditions on the escape time in a market model with stochastic volatility and a cubic nonlinearity. For this model we compare the PF of the stock price returns, the PF of the volatility and the return correlation with the same statistical characteristics obtained from real market data.Comment: 12 pages, 9 figures, to appear in Int.     Selective Deep Convolutional Features for Image Retrieval

    Convolutional Neural Network (CNN) is a very powerful approach to extract discriminative local descriptors for effective image search. Recent work adopts fine-tuned strategies to further improve the discriminative power of the descriptors. Taking a different approach, in this paper, we propose a novel framework to achieve competitive retrieval performance. Firstly, we propose various masking schemes, namely SIFT-mask, SUM-mask, and MAX-mask, to select a representative subset of local convolutional features and remove a large number of redundant features. We demonstrate that this can effectively address the burstiness issue and improve retrieval accuracy. Secondly, we propose to employ recent embedding and aggregating methods to further enhance feature discriminability. Extensive experiments demonstrate that our proposed framework achieves state-of-the-art retrieval accuracy.Comment: Accepted to ACM MM 201

    Implications of Domestic Support Disciplines for Further Agricultural Trade Liberalization

    This paper employs the GTAP computable general equilibrium model and dataset to analyse the implications of domestic support reductions in the context of agricultural trade liberalisation. Three specific issues are addressed: overhang in domestic support, the accurate distinction of the boxes in the GTAP dataset and the treatment of market price support in the amber box. An extensive domestic support database is used to calculate the change in applied domestic support rates from a specified cut in bound rates, and to identify the impact on the different domestic support boxes and the required reductions in each support category. The GTAP model is extended to incorporate an explicit representation of the market price support element of the AMS. The results from these extensions of the standard database and model support the view that the impact of an agreement to reduce domestic support will be limited and lower than conventionally estimated. Results of simulations combining domestic support cuts with market access and export competition disciplines show that the effect of import tariff reductions dominate the gains from domestic support cuts once full account is taken of the issues addressed in this paper.WTO agricultural negotiations, domestic support, agricultural protection, Aggregate Measure of Support
