    Testing the Temporal Stability of Accessibility Value in Residential Hedonic Prices

    Purpose – This paper bridges the gap between, on the one hand, supply-driven (urban form and transportation networks) and demand-driven (action-based) accessibility to urban amenities and, on the other hand, house price dynamics as captured through panel hedonic modelling. It aims at assessing temporal changes in the valuation of accessibility, while ordering households’ priorities among access to labour market, schools and shopping outlets. Design/methodology/approach – Several indexes are built using a methodology developed by Thériault et al. (2005, published in Journal of Property Investment and Finance). They integrate car-based travel time on the road network (using GIS), distribution of opportunities (activity places) within the city, and willingness of persons to travel in order to reach specific types of activity places (mobility behaviour). While some measure centrality (potential attractiveness considering travel time, population and opportunities) others consist of action-based indexes using fuzzy logic and capture the willingness to travel in order to reach actual specific activity places (work places, schools, shopping centres, groceries). They summarise suitable opportunities available from each neighbourhood. Rescaled indices (worst - to 100 - best) are inserted simultaneously into a multiplicative hedonic model of single-family houses sold in Quebec City during years 1986, 1991 and 1996 (10,269 transactions). Manipulations of accessibility indexes are developed for ordering their relative impact on sale prices and isolate effects of each index on the variation of sale price, thus providing proxies of households’ priorities. Moreover, a panel-like modelling approach is used to control for changes in the valuation of each property-specific, taxation or accessibility attribute during the study period. Findings – This original approach proves efficient in isolating the cross-effects of urban centrality from accessibility to several types of amenities, while controlling for multicollinearity and heteroscedasticity. Results are in line with expectations. While only a few property-specific attributes experience a change in their marginal contribution to house value during the study period, all accessibility indexes do. Every single accessibility index has a much stronger effect on house values than centrality (which is still marginally significant). When buying their home, households put more emphasis on access to schools than they put on access to the labour market, which in turn, prevail over accessibility to either shopping centres or, finally, groceries. The ordering is rather stable but the actual valuation of a specific amenity may change over time. Practical implications – Better understanding the effect of accessibility to amenities on house values provides guidelines for choosing among a set of new neighbourhoods to develop in order to generate optimal fiscal effects for municipalities. It could also provide guidelines for decision making when improving transportation networks or locating new activity centres.

    Impact in networks and ecosystems: building case studies that make a difference

    open accessThis toolkit aims to support the building up of case studies that show the impact of project activities aiming to promote innovation and entrepreneurship. The case studies respond to the challenge of understanding what kinds of interventions work in the Southern African region, where, and why. The toolkit has a specific focus on entrepreneurial ecosystems and proposes a method of mapping out the actors and their relationships over time. The aim is to understand the changes that take place in the ecosystems. These changes are seen to be indicators of impact as increased connectivity and activity in ecosystems are key enablers of innovation. Innovations usually happen together with matching social and institutional adjustments, facilitating the translation of inventions into new or improved products and services. Similarly, the processes supporting entrepreneurship are guided by policies implemented in the common framework provided by innovation systems. Overall, policies related to systems of innovation are by nature networking policies applied throughout the socioeconomic framework of society to pool scarce resources and make various sectors work in coordination with each other. Most participating SAIS countries already have some kinds of identifiable systems of innovation in place both on national and regional levels, but the lack of appropriate institutions, policies, financial instruments, human resources, and support systems, together with underdeveloped markets, create inefficiencies and gaps in systemic cooperation and collaboration. In other words, we do not always know what works and what does not. On another level, engaging users and intermediaries at the local level and driving the development of local innovation ecosystems within which local culture, especially in urban settings, has evident impact on how collaboration and competition is both seen and done. In this complex environment, organisations supporting entrepreneurship and innovation often find it difficult to create or apply relevant knowledge and appropriate networking tools, approaches, and methods needed to put their processes to work for broader developmental goals. To further enable these organisations’ work, it is necessary to understand what works and why in a given environment. Enhanced local and regional cooperation promoted by SAIS Innovation Fund projects can generate new data on this little-explored area in Southern Africa. Data-driven knowledge on entrepreneurship and innovation support best practices as well as effective and efficient management of entrepreneurial ecosystems can support replication and inform policymaking, leading thus to a wider impact than just that of the immediate reported projects and initiatives

    Rural Urbanity and Rural Metropolises as Emerging Patterns of Urban Growth

    The processes of metropolitanization must explain if and how they concern some specific areas, how and if they primarily concern networks, hubs and nodes, pushing into the background the immediate territories of the metropolis. We assume that small-sized areas, in particular rural zones, could constitute a level of implementation of metropolitan processes. The study area for the empirical analysis reported here is the Regional Natural Reserve of Luberon. The phenomenon of diffuse metropolitanization is both appreciated in comparison to standard and innovative urban forms. The analyses of the structuring and the functioning of this rural area highlight the emergence of new patterns of urbanity and new territorial-type configuration, as the \"rural metropolis\".     Examining the Relationship Between Road Structure and Burglary Risk Via Quantitative Network Analysis

    OBJECTIVES: To test the hypothesis that the spatial distribution of residential burglary is shaped by the configuration of the street network, as predicted by, for example, crime pattern theory. In particular, the study examines whether burglary risk is higher on street segments with higher usage potential. METHODS: Residential burglary data for Birmingham (UK) are examined at the street segment level using a hierarchical linear model. Estimates of the usage of street segments are derived from the graph theoretical metric of betweenness, which measures how frequently segments feature in the shortest paths (those most likely to be used) through the network. Several variants of betweenness are considered. The geometry of street segments is also incorporated—via a measure of their linearity—as are several socio-demographic factors. RESULTS: As anticipated by theory, the measure of betweenness was found to be a highly-significant predictor of the burglary victimization count at the street segment level for all but one of the variants considered. The non-significant result was found for the most localized measure of betweenness considered. More linear streets were generally found to be at lower risk of victimization. CONCLUSIONS: Betweenness offers a more granular and objective means of measuring the street network than categorical classifications previously used, and its meaning links more directly to theory. The results provide support for crime pattern theory, suggesting a higher risk of burglary for streets with more potential usage. The apparent negative effect of linearity suggests the need for further research into the visual component of target choice, and the role of guardianship

    Network governance and climate change adaptation: collaborative responses to the Queensland floods

    Abstract This research examines ways to build adaptive capacity to climate change, through a case study of organisations that participated in the response to Queensland’s major flood disaster in Queensland in 2010/11. The research applied a network governance approach, including social network analysis and qualitative investigations, to the communities of Rockhampton, Emerald and Brisbane. The study was designed to compare social networks across a range of different geographical; functional; and institutional and regulatory contexts.Primary data were obtained from organisations involved in disaster management and water management, through a telephone survey conducted March – September 2012. The network analyses examined collaboration and communication patterns; changes in the network structure from routine management to flood operations; similarities and differences between the geographic regions, and whether collaboration was correlated with trust. A cultural values analysis was then performed to identify the key values of the network actors in each region. Two workshops were conducted in Rockhampton and Brisbane to disseminate the findings to stakeholders, as well as to obtain feedback through group activities.A total of 63 organisations participated in the study. As the network analyses and visualisations indicated that the Rockhampton and Emerald networks were tightly interconnected, a single ‘Central Queensland’ (CQ) network was used for all subsequent analyses. In both Brisbane and CQ, slightly higher levels of collaboration amongst organisations were recorded during flood periods compared with routine operations; and organisations tended to provide, as well as receive, information and/or resources from their collaborators. Overall, both networks appeared to feature high trust, with only a low level of difficult ties (problematic relationships) being reported.The cultural analyses identified patterns of common values amongst participating organisations. In Brisbane, respondents placed a high value on shared information systems and resources; shared communication and language; as well as on collaboration and flexibility. In the CQ network, there was a greater emphasis on local solutions, community wellbeing and longitudinal issues (such as post-disaster supply chains for recovery). The workshop activities suggested that the current structure of Local Disaster Management Groups was heavily influential on broader network participation; and that defining an ‘effective’ disaster response was a complex issue.This study has demonstrated that a network governance approach can provide new ways of understanding the core elements of adaptive capacity, in areas such as enablers and barriers to adaptation, and translating capacity into adaptation. The key implications for policy and practice include the need for stakeholders to drive adaptation to climate change through collaboration and communication; the need for stakeholders to share a common goal and language; the need for better engagement with community, diversity and Indigenous organisations; the need to establish collaboration outside of disaster events; and the need for network governance systems to play an important role in helping to facilitate climate change adaptation.     Two Octopuses Making Love: An Analysis of Institutional Management Behaviors Across Four Brownfield Remediation and Redevelopment Project Networks in Rochester and Buffalo, NY

    With intensifying pressure to not only solve public problems by collaborating with actors situated outside the confines of city hall but also to address complex, long-term challenges like climate change adaptation and sustainability, local government public managers find themselves working in increasingly difficult public management environments. Currently, public management theory fails to fully prescribe management strategies and behaviors that enable managers to best achieve their goals in these situations. This dissertation addresses this gap between theory and practice by tracing the public management processes that lead to outcomes in a set of municipality-led brownfield remediation and redevelopment projects. Utilizing an integration of public management, policy tool, and network theories, this research compares four project-level case studies in Rochester and Buffalo, New York, to address two primary questions. First, in what ways do brownfield projects function as public management networks? Second, to what extent do network management behaviors by city-level public managers impact project outcomes? Contrary to prior research, my findings revealed that neither relationship management nor policy tool strategies alone sufficiently explained project outcomes. Instead, effective public management occurred when high levels of political legitimacy were coupled with an integration of policy tool and relationship management strategies, either through network-centric public managers themselves or through the actions of political champions operating in partnership with them. These findings imply that public management researchers focusing solely upon relationship management or policy tool explanations separate from political influences are not fully capturing the true public management story

    Plot-based urbanism : towards time-consciousness in place-making

    Some of us have recently argued that what we still miss is the serious consideration of the factor of time in urbanism, or, in other words, a deeper "time conscious" approach (Thwaites, Porta, Romice, & Greaves, 2008). Inevitably, that means focusing on change as the essential dynamic of evolution in the built environment, which in turn leads to re-addressing concepts like control, self-organization and community participation. After time and change have been finally firmly placed at the centre stage, the whole discipline of urban planning and design, its conceptual equipment as well as its operational toolbox, reveals its weaknesses under a new light and calls for the construction of a different scenario. This paper poses the problem of this scenario in disciplinary terms, it argues about its premises and outlines its essential features. The scope of this paper is not to deliver a comprehensive model for a new approach to urban planning and design, but to set the right framework and rise the right questions so that we can start thinking of issues such as urban regeneration, informal settlements and massive urbanization, community participation and representation, beauty and humanity in space, in a different way

    Planning, implementation and effectiveness in Indigenous health reform

    The Planning, Implementation and Effectiveness in Indigenous Health Reform (PIE) project, funded by the Lowitja Institute and the Australian Research Council, carried out by the University of Melbourne, arose from concerns by Aboriginal and Torres Strait Islander people that despite the importance of participation and investment in collaborative governance, little research focused on capturing current practice and identifying best practice is being done. The advent of the National Indigenous Reform Agreement (NIRA) and the Indigenous Health National Partnership Agreements (IHNPAs) has led to further development/application of collaborative approaches to governance through committees and forums at national, State and regional levels. The activities associated with these committees and forums are referred to throughout this report as collaborative governance. This report focuses on building the evidence base around best practice based on case studies of collaborative governance in relation to the NIRA. A policy brief highlighting the policy recommendations of this report is also available
