    The Nature of Context-Sensitive Solutions, Stakeholder Involvement and Critical Issues in the Urban Context

    Over the last several decades many transportation and planning agencies have experienced conflicting demands emerging from the need to develop projects in an expeditious manner while at the same time involving stakeholders in the decision-making process, which sometimes is perceived as slowing project delivery and/or increasing costs. Given this tension between apparently conflicting demands, it is important to understand how the stakeholder involvement is being carried out and what best practices may be recommended. This study examines the issue in the context of a relatively new policy framework – Context Sensitive Solutions (CSS) – which supports the early integration of stakeholders into the planning process. The report pays particular attention to stakeholders’ involvement in projects within urban centers, where there is likely to be more complexity, both in terms of the number of stakeholders and end users affected. CSS is a relatively new process and not consistently interpreted or applied across states and/or agencies. The literature suggests that an underlying assumption when applying CSS principles to community involvement processes is that stakeholders are empowered through clear policies and procedures directed towards their participation. In our research, we found that the extent to which public agencies apply the CSS framework and involve and respond to stakeholders depends on each agency\u27s interest to engage the public in the deliberation process to find the best-fit project for a community. It is likely that the increased integration of stakeholders into the planning and project development process will not become a state of practice until the benefits flowing from community involvement are clearly understood by the agency staff. The CSS literature describes many benefits associated with comprehensive stakeholder engagement, including gaining constituents\u27 buy-in and support for project financing. A movement toward standardizing CSS policies and directives across the country will facilitate a public discussion about the benefits of engaging communities into the project design phase and away from solely expert-based designs. In addition, there are a number of stakeholder involvement practices that, if adopted, could expedite the integration of communities\u27 views and values in the decision-making process, while at the same time minimizing the chances of protracted consultation processes, time delays and additional costs

    A Delphi-Based Framework for systems architecting of in-orbit exploration infrastructure for human exploration beyond Low Earth Orbit

    The current debate in the U.S. Human Spaceflight Program focuses on the development of the next generation of man-rated heavy lift launch vehicles. While launch vehicle systems are of critical importance for future exploration, a comprehensive analysis of the entire exploration infrastructure is required to avoid costly pitfalls at early stages of the design process. This paper addresses this need by presenting a Delphi-Based Systems Architecting Framework for integrated architectural analysis of future in-orbit infrastructure for human space exploration beyond Low Earth Orbit. The paper is structured in two parts. The first part consists of an expert elicitation study to identify objectives for the in-space transportation infrastructure. The study was conducted between November 2011 and January 2012 with 15 senior experts involved in human spaceflight in the United States and Europe. The elicitation study included the formation of three expert panels representing exploration, science, and policy stakeholders engaged in a 3-round Delphi study. The rationale behind the Delphi approach, as imported from social science research, is discussed. Finally, a novel version of the Delphi method is presented and applied to technical decision-making and systems architecting in the context of human space exploration. The second part of the paper describes a tradespace exploration study of in-orbit infrastructure coupled with a requirements definition exercise informed by expert elicitation. The uncertainties associated with technical requirements and stakeholder goals are explicitly considered in the analysis. The outcome of the expert elicitation process portrays an integrated view of perceived stakeholder needs within the human spaceflight community. Needs are subsequently converted into requirements and coupled to the system architectures of interest to analyze the correlation between exploration, science, and policy goals. Pareto analysis is used to identify architectures of interest for further consideration by decision-makers. The paper closes with a summary of insights and develops a strategy for evolutionary development of the exploration infrastructure of the incoming decades. The most important result produced by this analysis is the identification of a critical irreducible ambiguity undermining value delivery for the in-space transportation infrastructure of the next three decades: destination choice. Consensus on destination is far from being reached by the community at large, with particular reference to exploration and policy stakeholders. The realization of this ambiguity is a call for NASA to promote an open forum on this topic, and to develop a strong case for policy makers to incentivize investments in the human spaceflight industry in the next decades

    Artificial intelligence and UK national security: Policy considerations

    RUSI was commissioned by GCHQ to conduct an independent research study into the use of artificial intelligence (AI) for national security purposes. The aim of this project is to establish an independent evidence base to inform future policy development regarding national security uses of AI. The findings are based on in-depth consultation with stakeholders from across the UK national security community, law enforcement agencies, private sector companies, academic and legal experts, and civil society representatives. This was complemented by a targeted review of existing literature on the topic of AI and national security. The research has found that AI offers numerous opportunities for the UK national security community to improve efficiency and effectiveness of existing processes. AI methods can rapidly derive insights from large, disparate datasets and identify connections that would otherwise go unnoticed by human operators. However, in the context of national security and the powers given to UK intelligence agencies, use of AI could give rise to additional privacy and human rights considerations which would need to be assessed within the existing legal and regulatory framework. For this reason, enhanced policy and guidance is needed to ensure the privacy and human rights implications of national security uses of AI are reviewed on an ongoing basis as new analysis methods are applied to data

    Designing democratic institutions for collaborative economic development: a European perspective

    Collaborative approaches to local economic development have developed in a number of European countries. However collaborative working presents a new problem for policy makers and public management researchers. The problem is to design an institutional framework for the governance of economic development that provides for anchorage in the democratic system without loosing the benefits of flexible policy design and delivery. This is particularly important in a European context. The European Union has recognised the need for citizens to be more engaged in the governance of public policy at all scales - from local neighbourhoods to the transnational level. This chapter addresses the problem by examining the basic questions that any form of democratic governance design needs to address, and relating this to the case of economic development. The core democratic design questions are: How can legitimacy be secured? In what ways can relevant publics give consent to decisions? Through what means can the institution be held to account? The chapter discusses these three democratic imperatives and shows that different responses to these produce three archetypical governance designs - club, agency and polity. We then explore the way in which the problems of democratic governance have been solved empirically through longitudinal case studies of the expansion of Mainport Rotterdam and the management of economic, environmental, residential and transportation agendas in the Ghent canal area of the Flanders region of Belgium. The analysis shows that although different national and regional political contexts matter, the typology of archetypes offers a way of understanding the overall democratic orientation of a particular governance design as well as offering a basis from which policy makers can create their own solutions
