    This article examines Yugoslav national programs of ruling political elites and its concrete implementation in education policy in interwar Yugoslavia. It is argued that at the beginning of the period Yugoslavism was not inherently incompatible with or subordinate to Serbian, Croatian or to a lesser degree Slovenian national ideas. However, the concrete ways in which Yugoslavism was formulated and adopted by ruling elites discredited the Yugoslav national idea and resulted in increasing delineation and polarization in the continuum of national ideas available in Yugoslavia. Throughout the three consecutive periods of political rule under scrutiny, ruling elites failed to reach a wider consensus regarding the Yugoslav national idea or to create a framework within which a constructive elaboration of Yugoslav national identity could take place. By the end of the interwar period, the Yugoslav national idea had become linked exclusively to conservatism, centralism, authoritarianism and, for non-Serbian elites at least, Serbian hegemony. Other national ideas gained significance as ideas providing viable alternatives for the regime’s Yugoslavism

    Managing ethnicity and constructing the 'Bangsa Malaysia' (A United Malaysian Nation)

    The question of nation-building has always been a central issue in Malaysian politics. Whilst the country has been able to sustain stable politics since the 1969 racial tragedy, spawning two decades rapid socio-economic development until the 1997 Asian economic crisis, the project of nation-building remained a basic national agenda yet to be fully resolved. This short paper investigates the delicate process of nation-building in Malaysia in the post 1970s, especially in the context of the vision of constructing the Bangsa Malaysia or united Malaysian nation enshrined in Mahathir's Vision 2020 project which was introduced in 1991. The aim of the paper is firstly, to highlight the underlying socio-political parameters that shaped and influenced the politics of nation-building in the country, and secondly, to explore the viability of the project of Bangsa Malaysia in the context of the daunting challenges involved in the process of nation-building. The paper contends that, based on the Malaysian experience, the potent interplay between the forces of ethnicity and nationalism constitute the crux of the problem in the politics of nation-building in Malaysia. This dialectic it is argued, stems from the prevalence of the varying 'nationalisms' within and across ethnic groups. These phenomena have not only shaped the pattern of ethnic political mobilization in the countv, but above all, laid the most complex set of obstacles in the path of the project of nation-building. The paper argues that the project of constructing the Bangsa Malaysia therefore, can be seen as significant attempt by the state to reconcile the competing 'nationalism'. It can also be considered as an attempt to consolidate Malay nationalism and cultural pluralism, thus promoting the development of 'civic nationalism' or creation of a 'supra-ethnic' national identity. The 'nation', therefore, is depicted as a 'mosaic of cultures', but with a strong fervour of Malay nationalism. However, the viability of the envisaged project is yet to be tested. The concept itself is still vague to many people and the challenges ahead are enormous, involving political, economic, socio-cultural and religious issues. Indeed the project risks becoming the 'latest' in the series of competing notions of 'nation-of-intent' circulating in Malaysia. The paper contends that whilst, to some extent, the socio-political landscape of Malaysian society has been rapidly changing, especially in the past two decades of Mahathir's reign, ethnicity still pervades Malaysian political life. The paper probably difers from many previous studies on nation-building in Malaysia, which have mainly focused on either the historical dimensions or those which have examined the impact of key national policies. It is hoped that this brief paper would be able to contribute towards broadening the perspective in the analysis of ethnic relations and nation-building in Malaysia, thus, deepening the understanding of Malaysia politics and society

    'Quadratic Nexus' and the Process of Democratization and State-Building in Albania and Kosovo:A Comparison

    <jats:p>This paper examines the interplay between internal and external actors in the process of democratization and state-building in Albania and Kosovo. It does so by using David J. Smith's “quadratic nexus” that links Brubaker's “triadic nexus” – nationalizing states, national minorities and external national homelands – to the institutions of an ascendant and expansive “Euro-Atlantic space”. The main argument of this paper is twofold. First, it argues the nexus remains a useful framework in the study of state-and nation-building provided that it moves beyond the “civic vs. ethnic” dichotomy. Today, many states with a mixture of civic and multi-ethnic elements involve this relational nexus. Second, while comparing Albania and Kosovo, this paper argues that all the four elements of the nexus have a different impact on the process of state- and nation-building and their relationship is more conflictual in Kosovo than in Albania.</jats:p

    Ukraine belongs among those young countries where the beginnings of democratisation and nation-building approximately coincided. While the development of nation states in Central Europe was usually preceded by the development of nations, the biggest dilemma in the Ukraine is whether a nation-state programme — parallel to the aim of state-building — is able to bring unfinished nation-building to completion. Ukraine sways between the EU and Russia with enormous amplitude. The alternating orientation between the West and the East can be ascribed to superpower ambitions reaching beyond Ukraine. Eventually, internal and external determinants are intertwined and mutually interact with one another.     Tatar nation building since 1991: Ethnic mobilisation in historical perspective’

    This study analyses the process of ethnic mobilization in the Soviet and post-Soviet eras and assesses the way in which history, memory and the treatment of the Volga Tatars by the Soviet state, especially under Lenin and Stalin, affected their long term desire for greater independence from Moscow. The central argument of this study is that Volga Tatar’s nation building was influenced by changes introduced under Gorbachev and by the weaknesses of the post-Sovietstate particularly during the Yeltsin era of the 1990s. The article assesses the strategies the President of Tatarstan and his advisors utilized during this period,especially after 1985, to successfully negotiate a bilateral treaty with Moscow in February 1994 granting Tatarstan greater autonomy and independence. Within this framework, the article then provides a detailed analysis of the approach taken in Tatarstan to achieve this goal and to renew the treaty in October 2005, despite Putin’s recentralization policies from 2000-2008
