The effect of Walmart on the tax base: evidence from New Jersey
This paper measures the impact of 30 Walmart openings on the municipal tax base using panel data for New Jersey municipalities from 1998-2007. We consider the impact of the new Walmart on the home municipality as well as the nearest adjacent municipality in the year the outlet opens as well as the two subsequent years. Because Walmart may exert differing effects on residential and non-residential values, we undertake separate analyses of the impact of Walmart on the residential and non-residential tax bases. We find that a new Walmart has a significant positive impact on the growth in the tax base in host municipalities the second year that it is open, but not in years one and three. In addition, the impact of the Walmart on the growth in the tax base depends on the size of the municipality. In the average-sized municipality, the real equalized tax base growth rate rises only about 0.35 percentage points in the second year. This effect is primarily the result of Walmart’s impact on residential values in the host municipality. By contrast, a new Walmart causes a modest but consistently negative effect on growth of the tax base in the adjacent municipality across all three years that we are able to measure. In the average sized municipality for our sample, the real equalized tax base growth rate falls rate falls 0.065, 0.081, and 0.096 percentage points, respectively. This effect occurs primarily through the Walmart’s impact on growth of non-residential values. The cumulative effect of this reduction in growth in the adjacent municipality is roughly two thirds of the increase in growth experienced by the home municipality.Tax Base, Walmart, Retailing, Big Box
State of Elementary Education in Public Schools of Gujarat: A Study of Schools Run by the Bharuch Municipality
In India the 73rd and 74th constitutional amendments have given powers and responsibility of achieving the goal of Universal Elementary Education (UEE) to the local body governments. The present study has examined the situation of elementary schools run by Bharuch municipality. The evidence show that the situation of elementary education is unsatisfactory and in bad shape. The number of schools has declined rapidly, the learning levels of students are miserable, community participation is almost non-existent, private cost of so called free municipality education is high; and the state of the mid-day meal scheme looks very grim. Municipality schools are loosing ground in Bharuch city.Bharuch municipality, Elementary education, Education, UEE, Local body government

Organic food in schools and kindergartens in Trondheim. A case study report.
In October 2007, the municipality of Trondheim, Norway decided to increase the public
consumption of organic food. The share of public schools and kindergartens offering organic food
should be increased by 20 % within 2011, as compared to 2007. Trondheim has for several years had
an ambitious aim to increase the consciousness among children and youth about environmental
issues, and the project “Children‟s Green City” had been an important tool in this work. The
decision made it relevant for the research project “innovative Public Organic food Procurement for
Youth” (iPOPY) to use Trondheim as a research case. This report describes the background for the
municipal decision about organic food, and what has been done to implement it. Several employees
in the municipality and other stakeholders have been interviewed. Even if the decision puts up a
quite modest goal, there are several challenges to achieve it. The point of departure (how much
organic food was served by kindergartens and schools in 2007) is unknown, and hence the progress
is difficult to measure. In the public purchasing agreement, the municipality has obliged its
appointed wholesaler to offer organic products. The intention was that the units (e.g. schools)
would get easier access to organic food, and that the demand would increase, making it possible for
more local farmers to convert to organic. Purchasing agreements are an important tool, but they
have to be carefully designed and developed with time. The largest challenge to achieve the
organic goal in Trondheim is to motivate actors who may influence the purchase of food, and to
anchor the intentions in the decision in such a large organisation as the municipality is. A
committed and continuous effort is required. Education and training of staff in charge of food
serving in schools and kindergartens is a fruitfu
Optimizing fire station locations for the Istanbul metropolitan municipality
Copyright @ 2013 INFORMSThe Istanbul Metropolitan Municipality (IMM) seeks to determine locations for additional fire stations to build in Istanbul; its objective is to make residences and historic sites reachable by emergency vehicles within five minutes of a fire station’s receipt of a service request. In this paper, we discuss our development of a mathematical model to aid IMM in determining these locations by using data retrieved from its fire incident records. We use a geographic information system to implement the model on Istanbul’s road network, and solve two location models—set-covering and maximal-covering—as what-if scenarios. We discuss 10 scenarios, including the situation that existed when we initiated the project and the scenario that IMM implemented. The scenario implemented increases the city’s fire station coverage from 58.6 percent to 85.9 percent, based on a five-minute response time, with an implementation plan that spans three years
Tourism development potential in an insular territory : the case of Ribeira Grande in the Azores
The Autonomous Region of the Azores is one of the most sustainable destinations in the world. Being an archipelago comprised of nine small islands, quality and sustainability are critical features in the tourism sector, inducing the need for thorough and technical strategic development processes. Ribeira Grande is an important municipality in the Azores, which envisioned tourism as a strategic sector to develop when the partial liberalization of the air passenger transport sector occurred in 2015. However, this destination had little tourism maturity and competitiveness and required some structural planning work. The development of a strategic plan for tourism for the municipality of Ribeira Grande, including the selection of tourism products, is explained in detail in this article, which highlights the main challenges and results of the process.N/
