    Why multi-stakeholder groups succeed and fail

    Anti-corruption initiatives increasingly use multi-stakeholder groups, comprised of representatives from government, private sector, and civil society organizations, to drive implementation at the local level and serve as a force for transparency. In theory, the multi-stakeholder groups ideal is quite appealing -- each stakeholder has its own interest in the initiative and contributes its unique capacities. In practice, many multi-stakeholder groups have fallen short of expectations. This paper considers two separate but related questions. First, what are the unique barriers to implementation facing multi-stakeholder groups? Second, what policy measures can be taken to improve the likelihood that multi-stakeholder groups will succeed? The authors use existing research in political science and economics to develop a multi-level framework that accounts for the"nested nature"of multi-stakeholder groups. The framework is then applied to experiences of MSGs from the Construction Sector Transparency Initiative, a new pilot program that aims to promote transparency in construction through the release of material project information. The evidence shows that the barriers facing multi-stakeholder groups are substantial, but once the level (individual incentives, organizational dynamics, country context, or international pressures) of the challenge confronting a multi-stakeholder group is identified, the specific barrier, its root causes, and appropriate solutions can be identified. More broadly, the Construction Sector Transparency Initiative experiences suggest that multi-stakeholder groups are best used as a means of promoting dialogue and building consensus, not as the locus of policy implementation and oversight.Public Sector Corruption&Anticorruption Measures,Social Accountability,Emerging Markets,Corporate Law,Corruption&Anticorruption Law

    The multi-layered nature of the internet-based democratization of brand management

    The evolution of the internet, including developments such as Web 2.0, has led to new relationship realities between organizations and their stakeholders. One manifestation of these complex new realities has been the emergence of an internet-based democratization of brand management. Research about this phenomenon has so far mainly focused on investigating just one or more individual themes and thereby disregarded the inherent multi-layered nature of the internet-based democratization of brand management as a holistic, socio-technological phenomenon. The aim of this paper is to address this limitation through an investigation of the various socio-technological democratization developments of the phenomenon. To achieve this aim, a balanced and stakeholder-oriented perspective on brand management has been adopted to conduct an integrative literature review. The review reveals three key developments, which together form the essential parts of the phenomenon: (I) the democratization of internet technology, (II) the democratization of information, and (III) the democratization of social capital. The insights gained help to clarify the basic structures of the multi-layered phenomenon.     Going Beyond Obscurity: Organizational Approaches to Data Anonymization

    Anonymization is viewed as a solution to over-exposure of personal information in a data-driven society. Yet how organizations apply anonymization techniques to data for regulatory, ethical or commercial reasons remains underexplored. We investigate how such measures are applied in organizations, asking whether anonymization practices are used, what approaches are considered practical and adequate, and how decisions are made to protect the privacy of data subjects while preserving analytical value. Our findings demonstrate that anonymization is applied to data far less pervasively than expected. Organizations that do employ anonymization often view their practices as sensitive and resort to anonymity by obscurity alongside technical means. Rather than being a purely technical question of applying the right algorithms, anonymization in practice is a complex socio-technical process that relies on multi-stakeholder collaborations.     Improving patient involvement in the lifecycle of medicines : insights from the EUPATI BE survey

    EUPATI Belgium (EUPATI.be) is an informal gathering of local partners who are interested in improving patient involvement in healthcare innovation and medicines research and development. EUPATI.be brings together various stakeholders from different areas related to healthcare including patients, academia and industry. In doing so, we create an innovative collaborative approach where actors from different backgrounds work toward improving patient involvement in medical research, and putting the patient at the center of the Belgian healthcare system. Previously, we performed in-depth interviews with a small group of stakeholders on patient involvement. Here, we elaborate on our previous findings by using a nation-wide survey to inquire into Belgian stakeholders' perception on patient involvement. To this end, an electronic survey was available in French, Dutch and English, and accessible for 11 months. Twelve questions were asked, including 11 multiple choice questions and 1 open question. The latter was thematically analyzed according to the framework method. A total of 117 responses were registered and descriptive statistics were performed. The majority of respondents could be categorized into patient, academia and industry, whereas policy makers, payers, and healthcare professionals were underrepresented. We identified several barriers that hamper patient involvement, which were sometimes more reported by specific stakeholder groups. Next, we found that various stakeholders still consider patient involvement as a passive role, i.e., medical subject in a clinical trial. Respondents also reported that the role of the various stakeholders needed more clarification; this was also confirmed by the level of trust amongst the various stakeholders. Existing and the wish for more collaboration with the various stakeholders was reported by almost all respondents. Based on this survey, we can define the potential of involving patients in the medical research and development in the Belgian landscape. Our results will help to understand and tackle the various barriers that currently hamper patient involvement, whilst highlighting the need for a collaborative landscape from the multi-stakeholder perspective

    Sustainability Standards and Stakeholder Engagement: Lessons From Carbon Markets

    Stakeholders play an increasingly active role in private governance, including development of standards for measuring sustainability. Building on prior studies focused on standards and stakeholder engagement, we use an innovation management theoretical lens to compare stakeholder engagement and standards developed in two carbon markets: the Climate Action Reserve and the U.N.’s Clean Development Mechanism. We develop and test hypotheses regarding how different processes of stakeholder engagement in standard development affect the number, identity, and age of stakeholders involved, as well as the variation and quality of the resulting standards. In doing so, we contribute to the growing literature on stakeholder engagement in developing sustainability standards

    Private experiments in global governance : primary commodity roundtables and the politics of deliberation

    Emerging scholarship on global governance offers ever-more detailed analyses of private regulatory regimes. These regimes aim to regulate some area of social activity without a mandate from, or participation of, states or international organizations. While there are numerous empirical studies of these regimes, the normative theoretical literature has arguably struggled to keep pace with such developments. This is unfortunate, as the proliferation of private regulatory regimes raises important issues about legitimacy in global governance. The aim of this paper is to address some of these issues by elaborating a theoretical framework that can orientate normative investigation of these schemes. It does this through turning to the idea of experimentalist governance. It is argued that experimentalism can provide an important and provocative set of insights about the processes and logics of emerging governance schemes. The critical purchase of this theory is illustrated through an application to the case of primary commodities roundtables, part of ongoing attempts by NGOs, producers, and buyers to set sustainability criteria for commodity production across a range of sectors. The idea of experimentalist governance, we argue, can lend much needed theoretical structure to debates about the normative legitimacy of private regulatory regimes
