An Analysis of the Changing Modus Operandi of Terrorist Attacks in Europe

There is a sharp increase in both the number of incidents and the deaths caused by different types of attacks in Europe recently. The assailants claimed these attacks either on behalf of Islamic State in Iraq and Levant (ISIL) or as lone wolves with no direct affiliation to the ISIL. However, there has been some change in the way some of the attacks were carried out. Also, there was a shift in their target selection. Security experts and authorities have indicated significant factors contributing to this development. This paper examines the apparent alarming trend in the change of terrorist modus operandi in Europe. The authors gathered a dataset from various open sources, primarily from Global Terrorism Database (GTD). The findings reveal that terrorists’ modus operandi -- techniques, tactics, and procedures (TTP) -- has been influenced by international events and conflicts

Penulisan skripsi ini mengangkat permasalahan Modus Operandi Tindak Pidana Pencurian Dengan Kekerasan. Pemilihan judul dilatar belakangi oleh jumlah pengangguran yang semakin tahun semakin meningkatdan tingkat pendidikan rendah serta kurangnya keterampilan tidak sebanding dengan jumlah lapangan pekerjaan sehingga menyebabkan seseorang melakukan cara pintas dengan melakukan tindak pidana pencurian dengan kekerasan untuk memenuhi kebutuhan hidup sehari-hari. Pendekatan yang digunakan menggunakan yuridis kriminalistik yang bertujuan untuk mengungkap suatu tindak pidana menjadi terang sehingga dapat diketahui mengenai modus operandi yang digunakan.Tugas penyidik Reskrim pada Polres Malang tidak hanya menyelesaikan kasus tindak pidana pencurian dengan kekerasan saja, tetapi semua jenis tindak pidana yang terjadi.Penyelesaian kasus yang banyak tidak sebanding dengan jumlah anggota sehingga penyidik mengalami kendala baik kendala internal maupun kendala eksternal oleh sebab itu untuk meminimalisir kendala penyidik maka diperlukan upaya untuk menyelesaikan kendala tersebut dengan menyelesaikan menggunakan upaya internal dan upaya eksternal agar kegiatan penyidikan berjalan dengan lancar.Kata Kunci : Modus Operandi, Kriminalistik, Penyidik, Kendala, Upaya

La utilización de las nuevas tecnologías, entre las que incluimos las redes sociales, por parte de los menores de edad, es una realidad que cada vez adquiere más peso en nuestra sociedad. A Utility Proportional Fairness Radio Resource Block Allocation in Cellular Networks

This paper presents a radio resource block allocation optimization problem for cellular communications systems with users running delay-tolerant and real-time applications, generating elastic and inelastic traffic on the network and being modelled as logarithmic and sigmoidal utilities respectively. The optimization is cast under a utility proportional fairness framework aiming at maximizing the cellular systems utility whilst allocating users the resource blocks with an eye on application quality of service requirements and on the procedural temporal and computational efficiency. Ultimately, the sensitivity of the proposed modus operandi to the resource variations is investigated
