    New Project Knowledge Management: Lessons Learned from temporary structures of Public Sector R&D Organisations

    R&D Organisations are key players in the knowledge economy and make major contributions to Australia’s efforts to achieve and maintain competitive advantage. The explicit purpose of R&D organisations is to develop new knowledge and apply existing knowledge in new ways. Much of the R&D is carried out in temporary structures or project teams. Drawing upon theory and grounded in case based evidence, this paper explores how new forms of project management affect knowledge generating and application processes in R&D organisations. It appears that much of the knowledge generation and application occurs through taking advantage of almost naturally occurring oscillations between open and closed system practices over the course of projects. Theoretical and practical lessons and implications for further research are advanced

    Situating the Next Generation of Impact Measurement and Evaluation for Impact Investing

    In taking stock of the landscape, this paper promotes a convergence of methods, building from both the impact investment and evaluation fields.The commitment of impact investors to strengthen the process of generating evidence for their social returns alongside the evidence for financial returns is a veritable game changer. But social change is a complex business and good intentions do not necessarily translate into verifiable impact.As the public sector, bilaterals, and multilaterals increasingly partner with impact investors in achieving collective impact goals, the need for strong evidence about impact becomes even more compelling. The time has come to develop new mindsets and approaches that can be widely shared and employed in ways that will advance the frontier for impact measurement and evaluation of impact investing. Each of the menu options presented in this paper can contribute to building evidence about impact. The next generation of measurement will be stronger if the full range of options comes into play and the more evaluative approaches become commonplace as means for developing evidence and testing assumptions about the processes of change from a stakeholder perspective– with a view toward context and systems.Creating and sharing evidence about impact is a key lever for contributing to greater impact, demonstrating additionality, and for building confidence among potential investors, partners and observers in this emergent industry on its path to maturation. Further, the range of measurement options offers opportunities to choose appropriate approaches that will allow data to contribute to impact management– to improve on the business model of ventures and to improve services and systems that improve conditions for people and households living in poverty.

    Comparison of vertical handover decision-based techniques in heterogeneous networks

    Industry leaders are currently setting out standards for 5G Networks projected for 2020 or even sooner. Future generation networks will be heterogeneous in nature because no single network type is capable of optimally meeting all the rapid changes in customer demands. Heterogeneous networks are typically characterized by some network architecture, base stations of varying transmission power, transmission solutions and the deployment of a mix of technologies (multiple radio access technologies). In heterogeneous networks, the processes involved when a mobile node successfully switches from one radio access technology to the other for the purpose of quality of service continuity is termed vertical handover or vertical handoff. Active calls that get dropped, or cases where there is discontinuity of service experienced by mobile users can be attributed to the phenomenon of delayed handover or an outright case of an unsuccessful handover procedure. This dissertation analyses the performance of a fuzzy-based VHO algorithm scheme in a Wi-Fi, WiMAX, UMTS and LTE integrated network using the OMNeT++ discrete event simulator. The loose coupling type network architecture is adopted and results of the simulation are analysed and compared for the two major categories of handover basis; multiple and single criteria based handover methods. The key performance indices from the simulations showed better overall throughput, better call dropped rate and shorter handover time duration for the multiple criteria based decision method compared to the single criteria based technique. This work also touches on current trends, challenges in area of seamless handover and initiatives for future Networks (Next Generation Heterogeneous Networks)

    The MTC’s main focus is on education and human capital. This focus is in recognition of the fact that the transportation industry, both public and private, in the region served by the MTC faces a serious shortage of well-trained human capital. For this reason, the MTC is in volved in creating totally new transportation education programs at two of its member universities. The University of Northern Iowa (UNI) in Cedar Falls Iowa had no courses or students in transportation when the MTC grant began. During the first year of the grant, UNI’s Geography Department took the lead in developing courses, attracting students, an getting involved a a partner in transportation activities in its service region. A similar start-up effort is now underway at Lincoln University in Jefferson City, Missouri. The MTC has also been able to strengthen and add quality to transportation education efforts at universities in the region that were already leaders in transportation
