    Measuring the Efficiency of an FCC Spectrum Auction

    FCC spectrum auctions sell licenses to provide mobile phone service in designated geographic territories. We propose a method to structurally estimate the deterministic component of bidder valuations and apply it to the 1995–1996 C-block auction. We base our estimation of bidder values on a pairwise stability condition, which implies that two bidders cannot exchange licenses in a way that increases total surplus. Pairwise stability holds in many theoretical models of simultaneous ascending auctions, including some models of intimidatory collusion and demand reduction. Pairwise stability is also approximately satisfied in data that we examine from economic experiments. The lack of post-auction resale also suggests pairwise stability. Using our estimates of deterministic valuations, we measure the allocative efficiency of the C-block outcome.

    Financial (in)stability, supervision and liquidity injections : a dynamic general equilibrium approach

    This paper develops a dynamic stochastic general equilibrium model with interactions between an heterogeneous banking sector and other private agents. We introduce endogenous default probabilities for both firms and banks, and allow for bank regulation and liquidity injection into the interbankmarket. Our aim is to understand the importance of supervisory and monetary authorities to restore financial stability. The model is calibrated against real data and used for simulations. We show that liquidity injections reduce financial instability but have ambiguous effects on output fluctuations.     An Economic Model of Strategic Electoral Rule Choice Under Uncertainty

    We study electoral rule choice in a multi-party model where parties are office-motivated and uncertainty over the electoral outcome is present. We show that when all dominant parties (parties with positive probability of winning the elections) have sufficiently good chances of winning, then they agree to change the PR with a more majoritarian rule. We identify the exact degree of disproportionality of the new rule and we prove that it is increasing in the expected vote share of the minority parties (parties with zero probability of winning). The necessary and sufficient conditions for such collusion in favour of a majoritarian rule are: a) the high rents from a single-party government, b) sufficient uncertainty over the electoral outcome and c) ideological proximity of the dominant parties.     An Empirical Study of Corruption in Ports

    We generate an original dataset on bribe payments at two competing ports in Southern Africa that allows us to take an unusually close look at the relationship between bureaucratic organization, bribe-setting behavior and the costs corruption imposes on users of public services. We find that the way bureaucracies are organized can generate different opportunities for bureaucrats to engage in "collusive" or "coercive" types of corruption. We then observe how firms adjust their shipping and sourcing strategies in response to different types of corruption. "Collusive" corruption is cost-reducing for firms, increasing usage of the corrupt port, while "coercive" corruption is cost-increasing, reducing demand for port services. Our findings therefore suggest that firms respond to the opportunities and challenges created by different types of corruption, organizing production in a way that increases or decreases demand for the public service.Corruption; Transport; Trade Costs; Firm Behavior
