Labor Market Regulation and the Legal System

When enacting labor market regulation governments face courts that interpret and implement the legal code. We show that the incentives for governments for labor market reform increase with the uncertainty that is involved in the implementation of legal codes through courts. Given that judges have more discretion in common as opposed to civil law systems more reform activity as a response to crises should be observed in the former system. This finding is backed by evidence from a panel of OECD countries.labor market regulation, labor courts, uncertainty, unemployment

Employment Protection Legislation and Labor Markets in Transition: Assessing the Effects of the Labor Code in Armenia

The effects of employment protection legislation (EPL) on a country's labor market are clear in theory but empirical evidence is only starting to catch up. In particular, EPL is not robust as an indicator of overall unemployment, but previous panel data analyses have shown it affects the flow of workers into and out of employment. Examining monthly and quarterly data from Armenia, I find that the country's package of EPL has this same effect, and worker flows have slowed under the country's new Labor Code. The paradox of where Armenia's workforce is going still remains but can be hypothesized as entering the informal sector.employment protection legislation, labor markets, transition

Taxes, Wages, and the Labor Supply of Older Americans

Given the aging of the U.S. population, and the greater contributions of older workers to the labor force, understanding how policy levers can affect elderly labor supply has become increasingly important. In this paper we use data from the Health and Retirement Study linked to state identifiers to estimate the responsiveness of the labor supply of older workers to the wage and features of the tax code, both on the probability of participating in the labor market, as well as on hours of work for those who choose to work. We find that a 10 percent increase in the wage is associated with a five percent increase in participation, and we estimate slightly larger responses to marginal tax rates. These results suggest that government policies could increase the labor supply of older individuals by changing the returns to work through the tax code.Aging, Labor Supply, Elderly, Taxes

The aging of the U.S. population, combined with an increasing probability that any given older individual will work, means that the importance of older workers to the labor force is rising. One possible solution to the solvency problems facing the Social Security System is increasing the labor supply of older workers. Understanding how policy levers can affect the labor supply of the elderly therefore has become increasingly important. In this paper we use data from the Health and Retirement Study (HRS), linked to state identifiers, to estimate the responsiveness of the labor supply of older workers to features of the tax code, on both the extensive margin of participation and the intensive margin of hours of work. This unique data set allows us to avoid some of the traditional pitfalls associated with the labor supply literature. We find evidence that the labor supply of older workers is responsive to the tax structure. Our results suggest that government policies could play a role in increasing the labor supply of individuals over the age of 65 by changing the returns to work through the tax code.

LABOUR CRIMINAL LAW EVOLUTION IN ROMANIA

Labour Law is basically the labour contract’s law, and a specific work cannot be performed without respecting the safety norms. Labour Criminal Law is not recognized in every state by the scholars, further being established a border line between these two law fields (Germany, Japan). The European Union member states have shown reluctance towards inserting sanctions displaying punishment features in the Union laws. In various European countries, a new law discipline has emerged and developed in the doctrine - the Labour Criminal Law. Regarded as a genuine Criminal Law (sub) branch, similar with financial tax criminal law, environmental criminal law, it has developed mostly in the last two decades playing a crucial role in the relation between criminal law and social law The Labour Code, the Criminal Code and other Special Laws stipulate offenses regarding labour relationslabor criminal law, business criminality, Labor Code, Criminal Code
