    Exact Algorithms for 0-1 Integer Programs with Linear Equality Constraints

    In this paper, we show O(1.415n)O(1.415^n)-time and O(1.190n)O(1.190^n)-space exact algorithms for 0-1 integer programs where constraints are linear equalities and coefficients are arbitrary real numbers. Our algorithms are quadratically faster than exhaustive search and almost quadratically faster than an algorithm for an inequality version of the problem by Impagliazzo, Lovett, Paturi and Schneider (arXiv:1401.5512), which motivated our work. Rather than improving the time and space complexity, we advance to a simple direction as inclusion of many NP-hard problems in terms of exact exponential algorithms.     Plan's CCCD approach - Country study PLAN-Kenya

    The field study for Kenya, a part of the strategic formative evaluation on CCCD, was carried out August 16-23, 2009. This country study aimed at studying CCCD as an approach for development and how it was applied by Plan Kenya. The executive summary covers the main findings and recommendations of the field study in Kenya. Detailed findings and recommendations concerning Plan Kenya are described in this report. Findings and recommendations when relevant are incorporated in the synthesis report: Strategic Evaluation Study on CCCD for Plan NLNO. After the introduction the report starts with an overview on the country context and Plan Kenya. The third chapter presents how Plan staff and partners view CCCD, fourth chapter is on how CCCD works in practice, chapter 5 looks in more detail on partnerships. The report ends with a summary of the findings and recommendations. CCCD was introduced in Kenya in 2004. Programmes undertaken by Plan Kenya do take child centredness and community development as their main point of departure

    Kenya: Data Strategy and Capacity Building

    Kenya has undertaken much work to date on data and knowledge issues, and has advanced this through the Kenya Data Forum—a national initiative managed by the Deputy President's office that aims to develop and implement a long term sustainable local data strategy. Kenya, however, lacks an organized framework for collecting reliable and comparable data on philanthropy in the country; to help meet this need, the Philanthropy Sector in Kenya has come together over the decades through the creation of the East Africa Association of Grantmakers (EAAG) and more recently the Kenya Philanthropy Forum (KPF) and its Data Sub-group. In June 2015 the KPF organized a Philanthropy Data Management convening that brought together over 30 foundations and trusts to explore opportunities for strengthening data collection, management, and sharing data in the philanthropy forum for greater impact and influence on national development efforts in Kenya. As a result, certain outcomes and aspirations were agreed upon. They included:Establishing the principles for data management for philanthropy.Expanding the forum so that participation reflects the size and diversity of existing forms of philanthropy.Developing a standardized tool for data collection.Actively engaging in the existing philanthropy data initiative.Partnering with the Kenya National Bureau of Statistics (KNBS) to establish data sets that effectively capture the contribution of philanthropy in Kenya's development.The June 2015 meeting highlighted the urgent need for philanthropic data and that "Kenya lacks an organized framework for collecting reliable and comparable data on philanthropy in the country." To begin systematically addressing these recommendations, Foundation Center (a philanthropic support organisation based in New York) designed a multi-stage Data Strategy and Capacity Building Program, working in partnership with KPF, EAAG, Kenya Community Development Foundation (KCDF), and the Sustainable Development Goals Philanthropy Platform (SDGPP). This initiative was kicked off at a special "Data Scoping Meeting" of the KPF on 28 April 2016, attended by a total of 51 participants representing across section of Kenyan foundations, trusts, and support organisations. As reflected in the meeting agenda (see Appendix A), the objectives of the Data Scoping Meeting were as follows:1. Establish principles for collaborative data and knowledge management2. Understand the core data needs of philanthropy in Kenya3. Leverage available technologies for collecting and sharing data and knowledge4. Leverage global knowledge for local purposes5. Identify data challenges and set local goalsThis report summarizes the outcomes of the Data Scoping Meeting and outlines next steps in preparation for a follow-up meeting on Data Capacity Building in the coming months

    Psychotic Symptoms in Kenya - Prevalence, Risk Factors, and Relationship with Common Mental Disorders

    There have been few epidemiological surveys to establish prevalence and associated risk factors of psychosis in Sub-Saharan Africa. This paper reports a population- based epidemiological survey in rural Kenya of the prevalence of psychotic symptoms and their relationship with demographic, socio-economic and other risk factors. A random sample of 2% of all adults living in Maseno, Kisumu District of Nyanza province, Kenya (50,000 population) were studied, aiming for a sample size of 1,000 people. The psychosis screening questionnaire was used to assess the prevalence of psychotic symptoms in the preceding twelve months. The response rate was 87.6%. The prevalence of single psychotic symptoms in rural Kenya was 8% of the adult population, but only 0.6% had two symptoms and none had three or more psychotic symptoms in this sample size. Psychotic symptoms were evenly distributed across this relatively poor rural population and were significantly associated with presence of common mental disorders, and to a lesser extent with poor physical health and housing type. We conclude that single psychotic symptoms are relatively common in rural Kenya and rates are elevated in those with CMD, poor physical health and poor housing

    Determinants of Successful Implementation of Early Childhood Development Education by County Governments in Kenya; Implementing Partners Perspective

    The purpose of this study was to assess the determinants of successful implementation of Early Childhood Development Education (ECDE) by County Governments in Kenya from the implementing partners‟ perspective. This study was guided by the following specific objectives: to determine the influence of the capacities of the County Government staff on the implementation of early childhood development education by County Governments in Kenya, to determine the how management of early childhood development education affects its implementation by County Governments in Kenya, to assess how availability of physical facilities affect the implementation of early childhood development education by County Governments in Kenya and to examine how policies affect the implementation of early childhood development education by County Governments in Kenya. Decentralization theory and organization learning theory were used to explain the relationship between the study variables. Descriptive research design was used in the study. The population for the study was implementing partners working with County Governments in Kenya to support ECDE. Purposive sampling technique was used to select the respondents to participate in the study. A total of 100 respondents were targeted from the 10 organizations studied out of which 70 participated giving a response rate of 70%. Questionnaire was used as instrument for data collection. Both qualitative and quantitative data analysis techniques were used to analyze the data. The study found that the implementation of ECDE by County governments in Kenya was generally successful from the implementing partners‟ perspective and indicated by 56.8%. It is also worth noting that beside the general success, there were myriads of challenges facing the implementation of the program by county governments. Findings from regression analysis showed that the coefficient of determination indicated that 63.5% of the variations on the implementation of ECDE by county governments can be explained by staff capacity, management of ECDE, availability of physical facilities and ECDE policies. The remaining 36.5% can be explained by other variables not included in the study. R square and adjusted R is above average an implication that an above average variation can be explained by the model. The study recommended that county governments should allocate more funds for the renovation and construction of more ECDE centres, allocate adequate funds for the implementation of ECDE and that they should organize consistent in-service training for ECDE teachers and at the same time employ more ECDE staff to cater for the large number of children in ECDE centres.
