    The application of discrete event simulation and system dynamics in the logistics and supply chain context

    Discrete event simulation (DES) and system dynamics (SD) are two modelling approaches widely used as decision support tools in logistics and supply chain management (LSCM). A widely held belief exists that SD is mostly used to model problems at a strategic level, whereas DES is used at an operational/tactical level. This paper explores the application of DES and SD as decision support systems (DSS) for LSCM by looking at the nature and level of issues modelled. Peer reviewed journal papers that use these modelling approaches to study supply chains, published between 1996 and 2006 are reviewed. A total of 127 journal articles are analysed to identify the frequency with which the two simulation approaches are used as modelling tools for DSS in LSCM. Our findings suggest that DES has been used more frequently to model supply chains, with the exception of the bullwhip effect, which is mostly modelled using SD. Based on the most commonly used modelling approach, issues in LSCM are categorised into four groups: the DES domain, the SD domain, the common domain and the less common domain. The study furthermore suggests that in terms of the level of decision making involved, strategic or operational/tactical, there is no difference in the use of either DES or SD. The results of this study inform the existing literature about the use of DES and SD as DSS tools in LSCM

    Approaches to integrated strategic/tactical forest planning

    Traditionally forest planning is divided into a hierarchy of planning phases. Strategic planning is conducted to make decisions about sustainable harvest levels while taking into account legislation and policy issues. Within the frame of the strategic plan, the purpose of tactical planning is to schedule harvest operations to specific areas in the immediate few years and on a finer time scale than in the strategic plan. The operative phase focuses on scheduling harvest crews on a monthly or weekly basis, truck scheduling and choosing bucking instructions. Decisions at each level are to a varying degree supported by computerized tools. A problem that may arise when planning is divided into levels and that is noted in the literature focusing on decision support tools is that solutions at one level may be inconsistent with the results of another level. When moving from the strategic plan to the tactical plan, three sources of inconsistencies are often present; spatial discrepancies, temporal discrepancies and discrepancies due to different levels of constraint. The models used in the papers presented in this thesis approaches two of these discrepancies. To address the spatial discrepancies, the same spatial resolution has been used at both levels, i.e., stands. Temporal discrepancies are addressed by modelling the tactical and strategic issues simultaneously. Integrated approaches can yield large models. One way of circumventing this is to aggregate time and/or space. The first paper addresses the consequences of temporal aggregation in the strategic part of a mixed integer programming integrated strategic/tactical model. For reference, linear programming based strategic models are also used. The results of the first paper provide information on what temporal resolutions could be used and indicate that outputs from strategic and integrated plans are not particularly affected by the number of equal length strategic periods when more than five periods, i.e. about 20 year period length, are used. The approach used in the first paper could produce models that are very large, and the second paper provides a two-stage procedure that can reduce the number of variables and preserve the allocation of stands to the first 10 years provided by a linear programming based strategic plan, while concentrating tactical harvest activities using a penalty concept in a mixed integer programming formulation. Results show that it is possible to use the approach to concentrate harvest activities at the tactical level in a full scale forest management scenario. In the case study, the effects of concentration on strategic outputs were small, and the number of harvest tracts declined towards a minimum level.     The use of analytics in decision -making processes is a key element for organizations to be competitive. However, experience indicates that many organizations still have not managed to fully understand how to use properly the available data for diagnosing, improving a nd controlling processes or modelling, predicting and discovering business opportunities. This situation is even more exaggerated among small and medium enterprises (SMEs). An essential first step for SMEs to start using analytics is a correct assessment o f their decision -making processes and use of data. This will help them understanding their current situation, seeing the potential of adopting analytical practices and decide their approach to analytics. Therefore, the assessment we propose is managerial a nd strategic; thus, it is not aimed at detecting problems such as: errors in the data to make an invoice, not having the correct version of a drawing in the shop or a wrong date in a project plan... Undoubtedly, t hese issues are very important but they are not the objective.     Operations research in disaster preparedness and response: The public health perspective

    Operations research is the scientific study of operations for the purpose of better decision making and management. Disasters are defined as events whose consequences exceed the capability of civil protection and public health systems to provide necessary responses in a timely manner. Public health science is applied to the design of operations of public health services and therefore operations research principles and techniques can be applied in public health. Disaster response quantitative methods such as operations research addressing public health are important tools for planning effective responses to disasters. Models address a variety of decision makers (e.g. first responders, public health officials), geographic settings, strategies modelled (e.g. dispensing, supply chain network design, prevention or mitigation of disaster effects, treatment) and outcomes evaluated (costs, morbidity, mortality, logistical outcomes) and use a range of modelling methodologies. Regarding natural disasters the modelling approaches have been rather limited. Response logistics related to public health impact of disasters have been modelled more intensively since decisions about procurement, transport, stockpiling, and maintenance of needed supplies but also mass vaccination, prophylaxis, and treatment are essential in the emergency management. Major issues at all levels of disaster response decision making, including long-range strategic planning, tactical response planning, and real-time operational support are still unresolved and operations research can provide useful techniques for decision management.-JRC.G.2-Global security and crisis managemen

    Integrating modes of policy analysis and strategic management practice : requisite elements and dilemmas

    There is a need to bring methods to bear on public problems that are inclusive, analytic, and quick. This paper describes the efforts of three pairs of academics working from three different though complementary theoretical foundations and intervention backgrounds (i.e., ways of working) who set out together to meet this challenge. Each of the three pairs had conducted dozens of interventions that had been regarded as successful or very successful by the client groups in dealing with complex policy and strategic problems. One approach focused on leadership issues and stakeholders, another on negotiating competitive strategic intent with attention to stakeholder responses, and the third on analysis of feedback ramifications in developing policies. This paper describes the 10 year longitudinal research project designed to address the above challenge. The important outcomes are reported: the requisite elements of a general integrated approach and the enduring puzzles and tensions that arose from seeking to design a wide-ranging multi-method approach

    A review of system dynamics models applied in transportation

    It is 20 years since Abbas and Bell [1994. “System Dynamics Applicability to Transportation Modeling.” Transportation Research Part A 28 (5): 373–390] evaluated the strengths and weaknesses of system dynamics (SD) as an approach for modelling in the transportation area. They listed 12 advantages of the approach and in particular suggested it was well suited to strategic issues and that it could provide a useful tool for supporting policy analysis and decision-making in the transport field. This paper sets out a review of over 50 peer-reviewed journal papers since 1994 categorising them by area of application and providing a summary of particular insights raised. The fields of application include the take-up of alternate fuel vehicles, supply chain management affecting transport, highway maintenance, strategic policy, airport infrastructure and airline business cycles and a set of emerging application areas. The paper concludes with recommendations for future application of the SD approach

    Environmental modelling of the Chief Information Officer

    Since the introduction of the term in the 1980’s, the role of the Chief Information Officer (CIO) has been widely researched. Various perceptions and dimensions of the role have been explored and debated. However, the explosion in data proliferation (and the inevitable resulting information fuelled change) further complicates organisational expectations of the CIOs role. If organisations are to competitively exploit the digital trend, then those charged with recruiting and developing CIOs now need to be more effective in determining (and shaping) CIO traits and attributes, within the context of their own organisational circumstances and in line with stakeholder expectations. CIOs also need to determine their own suitability and progression within their chosen organisation if they are to remain motivated and effective. Before modelling the role of the future CIO, it is necessary to synthesise our current knowledge (and the lessons learnt) about the CIO. This paper, therefore, aims to identify and summate the spectrum of key researched ‘themes’ pertaining to the role of the CIO. Summating previous research, themes are modelled around four key CIO ‘dimensions’, namely (1) Impacting factors, (2) Controlling factors (3) Responses and (4) CIO ‘attributes’. Having modelled the CIOs current environment, and recognising the evolving IT enabled information landscape, the authors call for further research to inform the recruitment and development of the future CIO in terms of personal attributes and the measurable impact such attributes will have on their respective organisation
