    A Calculus of Efficiency for Public Goods: The Case of Public Outdoor Recreation

    The characteristics of public outdoor recreation as a public good are ascertained. A cost-benefit analysis is applied which ensures efficiency, while allowing for the pecuniary and technological externalities that exist in the development of outdoor recreation resorts. A total willingness to pay technique is utilized to approximate the consumer's valuation of benefits from recreation. Essential to the technique is the derivation of total willingness to pay curve which parallels the demand curve for private goods. Total willingness to pay is used instead of consumer's surplus, because the latter is associated with a market price which is not determined for public outdoor recreation. Since the total willingness to pay curve is a function of income distribution, once derived, the curve can be adjusted to rid the analysis of income distribution bias. The adjustment helps achieve equity in the allocation of recreational resorts. Fort Frederick State Park provided a case of application for the technique. A sample survey conducted in the Fort was the basis for the derivation of a total willingness to pay curve. The curve shows the relation between expenditures incurred, in time and money, to visits at Fort Frederick. The rates of growth for expenditures, income and population were the basis for the simulation of the total willingness to pay up to the year 2000. Integration of the areas under the simulated demand curves was an approximation of the future willingness to pay or benefits derived from recreational experience at the Fort. After dividing the discounted value of benefits by the estimated costs of developing the Fort, a benefit-cost ratio was obtained, which was a quantitative endorsement in favor of the development of Fort Frederick

    The sacramental theology and practice of the Reverend John Willison (1680-1750)

    John Willison (1680-1750) was a leading Evangelical in the Church of Scotland, whose prolific writing had a pronounced sacramental emphasis, at a time when the Lord's Supper was infrequently celebrated. The thesis aims to examine his sacramental theology and practice. Chapter one reconstructs his 'roots' and considers the influence of family, home church and university on his thinking. Ministries at Brechin and Dundee are outlined and his publications are placed in context. Chapter two examines his adherence to the federal scheme of theology. Willison is shown to identify three covenants, which he understands as having a contractual basis. Consideration is given to his stance on the Marrow Controversy, and to areas of agreement and disagreement with the Marrow men. Chapter three examines his sacramental theology which is based on that of the Westminster Confession. His adherence to federalism is shown to result in his assertion that the sacrament is not a 'converting ordinance', his emphasis that it is a seal of the believer's faith and a badge of Christian profession, and his rigorous 'fencing' of the table. Consideration is also given to his positive stress on the sacrament as a means of grace, and to his teaching on the 'real presence' of Christ. Chapter four analyses the form, style and content of Willison's preaching, and his aversion to that of the Moderates. His sacramental sermons, prayers, 'fencing' of the table and table addresses are examined and compared with those of contemporaries from both parties

    Understanding and supporting pricing decisions using multicriteria decision analysis: an application to antique silver in South Africa

    This dissertation presents an application of multicriteria decision analysis to understand and support pricing decisions in fields where goods are unique and described by their characteristics. The specific application area of this research is antique silver objects, where a complete iteration of the multicritia decision process is performed. This includes two problem structurings using SODA which provide rich detail into this application area. Multi-attribute additive models are constructed, with attribute partial value functions elicited using different methods: directly (bisection methods), indirectly (MACBETH and linear interpolation) and with discrete choice experiments. The applicability and advantages of each method is discussed. Additionally, an open source R package to implement the design of discrete choice experiments is created. The multi-attribute models provide key insights into decision maker's reasoning for price; and contrasting different decision maker's models explains the market. A risk adverse relationship between multicriteria model score and price is characterised and various inverse utility functions investigated. Two decision support systems are fully developed to address the needs of Cape silver decision makers in South Africa
