    This report is a long-term analysis of citizens' collective action to influence public policy toward communication and information. The work discusses in greater detail what is meant by communication and information policy (CIP) and why we think it is worthwhile to study it as a distinctive domain of public policy and citizen action. The report concentrates on citizen action in the United States and looks backwards, tracing the long-term evolutionary trajectory of communications-information advocacy in the USA since the 1960s.     Estimation of dielectric constant for various standard materials using microstrip ring resonator

    Microstrip ring resonator (MRR) is known for dielectric constant determination and many studies used Teflon as a standard sample. However, there are many other materials available which able to perform better or equivalence as the Teflon in calibrating certain dielectric constant measurement. This paper presents simulation of the MRR to investigate frequency shift of materials for dielectric constant estimation using the CST STUDIO SUITE 2016 software. The MRR was designed on RT/Duroid®5880 substrate (εr = 2.2, tanδ = 0.0004) with 50 Ω matching impedance where microstrip width, substrate thickness and ring mean radius were 4.893, 1.575 and 14 mm, respectively to resonate at 2.65340 GHz. Teflon, Polyimide, Isola FR408, Arlon AD250, Arlon AD270 and Gil GML1032 were alternately selected to be placed on top of the MRR as a standard sample to obtain the frequency shift. The frequency shifts for the above materials were 2.56932, 2.46149, 2.44680, 2.53748, 2.52007 and 2.48608 GHz, correspondingly. The differences in frequency shift were used in NetBeans IDE 8.1 algorithm of Java for dielectric constant calculation. The results indicated that Polyimide and Arlon AD250 had the lowest and highest mean percentage error of 0.83536 and 1.76505 %, respectively. Hence, Polyimide might as well be the most suitable candidate as a standard sample in MRR technique for dielectric constant measurement

    A medium to long term roadmap for access services on DTV

    DTV4All is a project partly funded by the European Commission (CIP ICT Policy Support Programme) to facilitate the provision of access services on digital television across the European Union. Access services literally help their users access the content of television programmes. Important examples of access services for people who are hard of hearing or deaf are subtitles and deaf signing provided with television programmes to allow their users to more fully appreciate the programme dialogue. The primary aim of the DTV4All project is to encourage the roll out of access services on digital television across the EC. To do this the project targets eroding the barriers to the roll out of access services by making clear what these barriers are and how they may be overcome. This paper provides an overview of the progress the project has made in its first two years in meeting this target

    Service Platform for Converged Interactive Broadband Broadcast and Cellular Wireless

    A converged broadcast and telecommunication service platform is presented that is able to create, deliver, and manage interactive, multimedia content and services for consumption on three different terminal types. The motivations of service providers for designing converged interactive multimedia services, which are crafted for their individual requirements, are investigated. The overall design of the system is presented with particular emphasis placed on the operational features of each of the sub-systems, the flows of media and metadata through the sub-systems and the formats and protocols required for inter-communication between them. The key features of tools required for creating converged interactive multimedia content for a range of different end-user terminal types are examined. Finally possible enhancements to this system are discussed. This study is of particular interest to those organizations currently conducting trials and commercial launches of DVB-H services because it provides them with an insight of the various additional functions required in the service provisioning platforms to provide fully interactive services to a range of different mobile terminal types

    A QoS monitoring system in a heterogeneous multi-domain DVB-H platform

    The MobileTV, IPTV, and DVB standards (DVB-H/T) have been defined to offer mobile users interactive multimedia services with quality of service (QoS) consistency analogous to TV services. However, the market has yet to provide effective and economical solutions for the real-time delivery of such services to the corresponding transmitters over multi-domain IP networks. The monitoring system proposed in this paper enables the QoS in the IP networks involved in the delivery of real-time multimedia content to the transmitters to be ascertained. The system utilizes the QoS parameters defined in MPEG-2 Transport Streams to detect problems occurring in the heterogeneous multi-domain IP networks. The ability to detect problems having an adverse effect on QoS allows appropriate control actions to be determined to recover the QoS across the composite IP network. The design and implementation of the proposed QoS-Monitoring system (QoS-MS) is presented, followed by analysis of experimental results that demonstrate the feasibility of the system
