Promoting intergenerational programmes: where is the evidence to inform policy and practice?
UK government and non-governmental organisations are promoting the use of intergenerational programmes in England and Wales to improve community cohesion. However, much thought needs to be given to designing programmes and intergenerational projects stand an increased chance of succeeding if they draw on previous successes and failures. This will only be possible if the dearth of readily accessible and practical information needed by practitioners is rectified. In this article recommendations are made on what needs to be done to progress intergenerational, programmes and relations, achieve successful outcomes and avoid unintended consequences such as reinforcing negative, ageist stereotypes and exacerbating already fragile intergenerational relationships
Making intergenerational connections – an evidence review
Improving intergenerational attitudes and relationships is a public policy focus in many countries around the world. In response to this, many organisations arrange intergenerational contact programmes in which younger and older people interact, with the aim of fostering improved attitudes reducing ageism and other beneficial outcomes.
Many psychological research projects have examined the nature of social contact between different age groups, but evidence from these has never been synthesised to inform the design of intergenerational contact programmes. Consequently, practitioners have not benefited from optimal use of evidence which could reliably inform practice and policy. This review, for Age UK, aims to address the evidence- practice gap. We synthesise international evidence generated from 48 peer reviewed research studies and evaluate 31 intergenerational contact programmes to explore what aspects make them more or less successful and provide useful insights for programme design and public policy
An Econometric Analysis of Intergenerational Reliance on Social Assistance
This paper examines the intergenerational transmission of participation in Québec's social assistance program. The analysis takes into account two sources of intergenerational transmission: one that is due to a causal link between parents' and children's participation and one that is due to a correlation between individual or environment-specific characteristics across generations. Our data come from the records of Québec's Ministère de la Solidarité Sociale and cover 17,203 young people who were 18 years old in 1990 and whose parents were recipients of social assistance during at least one month between 1979 and 1990. Our results reveal that, on average, a one-month increase in the parental participation during the youth's pre-adult years (age 7-17) raises the youth's participation by about 0.15 month during early adulthood (age 18-21). Moreover, this impact is stronger during the early stages of childhood (age 7-9) and late adolescence (age 16-17).Dynamics of social assistance participation, Intergenerational correlation, Canadian welfare programmes
Analysis of Intergenerational Policy Models
Contemporary demographic processes forcing increasing attention to the problems of relationships and dependencies between the different age groups. The ageing of the population in each society leads to changes in the contacts between young people, adults and the elderly. It is reasonable to undertake research on the concept of "solidarity of generations". Maintaining relationships without generational conflict requires actions in the field of social policy known as intergenerational policy. Aim of this article is to present some of its models, which allow not only to analyze the changes in the various communities, but also to create recommendations for public intervention. The impacts of intergenerational programmes on the physical health of older adults
Background: The ageing population is growing and the dependency ratio is increasing. It is vital to promote healthy ageing of older people to relieve pressure on society. The aim of this study is to explore the effects of community-based intergenerational programmes on older adults’ physical health in terms of their general self-rated health, level of physical activity and physical functioning. Methods: A rapid literature review was performed to identify studies of intergenerational programmes for community-dwelling older adults. The search included peer-reviewed articles published in English from 1986 to 2014 with no country restriction. However, interventions for older people with dementia, as well as for anyone living in residential care were excluded. Supplementary searches were performed and a narrative synthesis was conducted. Results: Seven studies met these inclusion criteria. Intergenerational activities, including volunteering and reminiscence components, have been associated with an overall positive trend in physical health outcomes. Individuals reported having better health, as well as decreased body aches and pain. In addition, participants reported a feeling of being “more active”, with improved energy consumption, increasing the numbers of streets walked and stairs climbed. For physical functioning, older volunteers tended to show less decline in hand grip strength but inconsistent results for walking speed. Conclusion: More studies with longer time horizons and sufficient statistical power are required to determine the optimal level of participation and to address potential barriers to maximising the benefits of intergenerational programmes for socially marginalised groups. More formal evaluations of the costs and benefits of programmes are needed, taking account of broader societal benefits to inform practice and policy for active ageing
Growing up and growing old with television: peripheral viewers and the centrality of care
This essay draws on feminist work on the ethics of care to both (re)establish an alliance between the very young and the very old and to begin to challenge the normative models of subjectivity and spectatorship that circulate within film and television studies. Through textual experiences of time and space and the operations of care, we emphasize the reciprocity and interdependence between generations. This recognition, we argue, offers a new mode of engagement with the challenges of ‘growing up’ and ‘growing old’ on and with television. In our alignment of older and younger audiences we challenge the normative chain of associations where ageing is represented as growth, and growth is associated with development. For the child, this model appears unproblematic even inevitable: ageing = growth = development. In contrast, ageing for older individuals is associated not with growth and development but with decline. A positive alignment between childhood and old age may offer an understanding of this motion (between the status, capacity and experience of child and older adult) as continuous, as an oscillation that is often made evident in the interdependence between child and adult. This, we believe, is mirrored in certain textual and experiential characteristics of television, and we explore it through close textual analysis of children’s programmes Katie Morag, Old Jack’s Boat and Mr Alzheimer’s and Me. These are programmes that not only offer representations of caring intergenerational relationships (of grandchild and grandparent) but express, in their seaside locations, an ebb and flow that is mapped onto experiences of both television and of intergenerational care
The effects of intergenerational programmes on children and young people
Background: Schools can provide a powerful environment for shared learning among similar age groups as well as different generations. This study aims to explore the literature on the effectiveness and economic aspects of intergenerational interventions among children and young people in terms of academic performance and psychosocial outcomes. Methods: A literature review was conducted to assess current research regarding intergenerational activities and outcomes among young people. The search included English-language publications that reported original data from January 1986 to mid-2014. Studies were published in a peer-reviewed journal with no country restriction. Supplementary searched were conducted and a narrative synthesis was performed. Intergenerational interventions involving older people with dementia were excluded. Results: There were positive trends in mental health and social aspects of the outcomes such as positive changes in attitudes towards older people shown as better mutual understanding, decreased stereotyping of older people, and more respect for them. Better psychological outcomes were found, including reduced anxiety and an improved sense of self-worth. The intergenerational programmes in non-kin relationships also promoted better family relationships. In addition, classroom behaviours were improved among children in need of fostering pro-social behaviours and there was a non-significant improvement in early literacy development. Conclusion: More studies with larger sample sizes and longer term follow-ups are needed to explore the possible transferability of the results to different country contexts. Economic modelling techniques can be more utilised to explore the generalisability of the findings from one to another setting under various scenarios. This would facilitate a more optimal allocation of scare resources by justifying the decision on whether investments in intergenerational activities at a strategic level would be worth pursuing as a public health intervention for a whole society
Renewing Universities of the Third Age : challenges and visions for the future
The University of the Third Age [UTA] has developed into a global success story. Whether holding a ‘top-down’ administrative arrangement or embodying a culture of self-help, there can be no doubt as to the triumph of UTAs in meeting the educational, social, and psychological needs of older persons. However, on the basis of fieldwork conducted at the UTA in Malta a cautionary note must be warranted. UTAs may also function as yet
another example of glorified occupational therapy that is both conservative and oppressive. At the same time, UTA models seem to be running the risk of becoming obsolete as societies embark on a ‘late-modern’ model of the life course in which the sequential division between learning, work and retirement is becoming increasingly blurred. This article calls for the UTA movement to go through a cultural revolution to remain relevant to contemporary ageing lifestyles. Six key directions are forwarded: embracing a trans formational rationale, ensuring that access overcomes class, gender and ethnic biases, guaranteeing that teaching and learning strategies are skilfully suited to older persons, making greater use of eLearning techniques, extending its activities to frail and physically dependent older people especially those in residential/nursing homes, and organising activities that promote intergenerational learning.peer-reviewe
Intergenerational attitudes and experiences of older adults : a narrative analysis set within a retirement village participating in a intergenerational programme (IGP) : a thesis presented in partial fulfilment of the requirements of the degree of Doctor of Clinical Psychology at Massey University, Albany, New Zealand
iPlayed is an intergenerational programme (IGP) taking place between residents of a retirement village in Wellington, New Zealand and preschoolers at a childcare facility nearby. IGPs have been designed to address an increasingly age segregated society and have been shown to have multiple benefits for older people, including generativity (a need to nurture and guide younger people). As no research on the IGP experience of older adults exists in New Zealand, this research aimed to not only understand this, from the older adults’ perspective, but to also understand their views and experiences of IGPs in general, and about preschool aged children. In-depth interviews were conducted with eighteen retirement village dwelling older adults about their experiences and then analysed using narrative analysis. From the eight identified narratives the iPlayed experience was found to be a brief, life affirming experience and one in which they had to adopt certain roles in order to enhance enjoyment. Beyond this, no deeper meaning was assigned to it. The influence of ageing being a time of contribution back to society was evident, and, for some, iPlayed was positioned within this narrative as an option to accomplish this. iPlayed was also located within the context of a retirement village as a means to reclaim some of the social identity lost through moving to this environment. Deep meaning was ascribed to the role of great grandparent or grandparent and familial generative exchanges were identified as operating indirectly through the parents of the preschoolers and not via an exchange of cultural artefacts, wisdom or knowledge with the young child. With non-kin children, the traditional direction of generativity was challenged, with older adults implying that the younger person’s knowledge of modern technologies was of more benefit to them compared to what they had to offer. Participants identified that, in general, interacting with preschool aged children is stimulating and beneficial, but is not for all older people. In its current design iPlayed was queried, by those not participating in it, for how this might be impacting on its ability to provide an opportunity for older people to be generative or even as a means for people to contribute to the community they live within.
These findings recognise a different social milieu in operation today, the experience of ageing in New Zealand and how intergenerational exchange fits within this. Set amongst the powerful social narrative to age ‘successfully’ active today, this research has identified that IGPs can carry out an important role within this structuring force. Building on from this study, researchers should aim to further understand the views and perceptions of older people on younger people which will, in turn, help policymakers and IGP developers harness the best of what both young and old have to offer each other. Finally, for those working in the IGP field, the concept of generativity between non-kin older people and preschoolers needs further exploration
Confronting Capacity Constraints on Conditional Cash Transfers in Latin America: the cases of El Salvador and Paraguay
This Working Paper offers an institutional overview and comparative analysis of the Conditional Cash Transfer (CCT) experiences of El Salvador (Red Solidaria) and Paraguay (Tekoporã). We focus on the potential contradictions and tensions that arise from the double objectives of these programmes?namely, short-run poverty alleviation and breaking the intergenerational transmission of poverty though human capital accumulation. We also examine how both programmes address these tensions and compare their approaches regarding implementation issues and administrative and institutional factors. We argue that political economy issues play an important role in the decisions taken regarding targeting criteria, monitoring of conditionalities, graduation from the programme, and exit rules. These programme features are not necessarily coherent with one another because they pursue different objectives and are justified by differing rationales.
