Reaching inter-institutional business processes in e-Society
Each business enterprise strives to achieve the most efficient organization of its operations. While business enterprises can influence internal factors of organization, external factors are more rigid. Public organizations have less of an incentive to be efficient. Furthermore, their organization is less favorable since the decision making is centralized and highly formal (i.e. legislative). Adoption of business process orientation (BPO) paradigm,with an emphasis on the management of internal factors of organization, has provided business organizations with substantial savings and improvements in efficiency. However, external factors also have a high potential for improvement of efficiency. For instance, development of supply chains or value chains has proven that external factors can be harnessed to provide additional sources of competitiveness. Other external factors can also beused to improve the performance of individual organizations, an entire industry or economy as a whole. These synergic effects can be achieved through a unified and virtualized communication infrastructure, document exchange and conduct of business transactions. The goal of this paper is to present business environment properties in an e-Society that can be further developed to enhance integration between organizations and public institutions, which in turn can be used to create and manage inter-institutional business processes. Intra-institutional coordination and inter-institutional negotiations: The creation of the European External Action Service (EEAS)
Analyses of the rising capacity for coordination within the Secretariats-General of the European Commission and Council have concentrated on their effects within these respective institutions. This article, in contrast, argues that the presence/absence of coordination capacities developed within an institution may have an important bearing also on the relations between institutions (e.g., in inter-institutional negotiations). The empirical analysis traces the negotiation process leading up to the creation of the European External Action Service (EEAS), and finds substantial support for the theoretical argument. --Coordination,European Union,EEAS,inter-institutional negotiations
Building Bridges with Boats: Preserving Community History through Intra- and Inter-Institutional Collaboration
This chapter discusses Launching through the Surf: The Dory Fleet of Pacific City, a project which documents the historical and contemporary role of dory fishers in the life of the coastal village of Pacific City, Oregon, U.S. Linfield College’s Department of Theatre and Communication Arts, its Jereld R. Nicholson Library, the Pacific City Arts Association, the Pacific City Dorymen\u27s Association, and the Linfield Center for the Northwest joined forces to engage in a collaborative college and community venture to preserve this important facet of Oregon’s history. Using ethnography as a theoretical grounding and oral history as a method, the project utilized artifacts from the dory fleet to augment interview data, and faculty/student teams created a searchable digital archive available via open access. The chapter draws on the authors’ experiences to identify a philosophy of strategic collaboration. Topics include project development and management, assessment, and the role of serendipity. In an era of value-added services where libraries need to continue to prove their worth, partnering with internal and external entities to create content is one way for academic libraries to remain relevant to agencies that do not have direct connections to higher education. This project not only developed a positive “town and gown” relationship with a regional community, it also benefited partner organizations as they sought to fulfill their missions. The project also serves as a potential model for intra- and inter-agency collaboration for all types of libraries
Analysis of heterogeneous collaboration in the German research system with a focus on nanotechnology
The German research system is functionally differentiated into various institutional pillars, most importantly the university system and the extra-university sector including institutes of the Helmholtz Association, the Max Planck Society, the Leibniz Association and the Fraunhofer Society. While the research organisations heterogeneous institutional profiles are widely regarded as a key strength of the German research landscape, tendencies towards segmentation and institutional self-interests have increasingly impeded inter-institutional collaboration. Yet, in young and highly dynamic fields, many research breakthroughs are stimulated at the intersection of established scientific disciplines and across fundamental and applied technological research. Therefore, inter-institutional collaboration is an important dimension of the performance of the German research system. There is tension between the need for effective inter-institutional collaboration on the one hand, and the governance structures in the public research sector on the other hand. The paper presents preliminary results of an ongoing DFG project on collaborations between the various research institutions in Germany, particularly in the field of nano S&T. It introduces key facts of the German research system including institutional dynamics between 1990 and 2002. It discusses rationales for cooperative research relationships and elaborates on institutional factors that either facilitate or interfere with the transfer of knowledge and expertise between research organizations. For this purpose, the paper refers to a governance cube as a heuristic tool that captures three institutional dimensions which are important in facilitating heterogeneous research cooperation. --
Advanced security infrastructures for grid education
This paper describes the research conducted into advanced authorization infrastructures at the National e-Science Centre (NeSC) at the University of Glasgow and their application to support a teaching environment as part of the Dynamic Virtual Organisations in e-Science Education (DyVOSE) project. We outline the lessons learnt in teaching Grid computing and rolling out the associated security authorisation infrastructures, and describe our plans for a future, extended security infrastructure for dynamic establishment of inter-institutional virtual organisations (VO) in the education domain

Higher education institutions' costs and efficiency: taking the decomposition a further step
A multiproduct cost function is estimated for English higher education institutions using a panel of data from recent years. The panel approach allows estimation by means of a random parameter stochastic frontier model which provides considerable new insights in that it allows the impact on costs of inter-institutional differences in the cost function itself to be distinguished from inter-institutional differences in efficiency. The approach used here therefore resembles in some respects the non-parametric methods of efficiency evaluation. We report also on measures of average incremental cost of provision and on returns to scale and scope.
Estimating Macro-statistics of Inter-institutional Flow of Funds
Although the flow of funds statistics showing various financial assets and liabilities of each institution is released by Bank of Japan, the statistics of the whole inter-institutional flow of funds is not available. We can calculate statistics of inter-institutional flow of funds by estimating proportionally financial assets (liabilities) of an institution divided by liabilities (assets) of all institutions. The purpose of this paper is to evaluate the statistical consistency which is estimated by this method by comparing with the other inter-institutional statistics calculated simply from released balance sheet. One of major empirical results indicates that aggregating the number of institutions following the purpose of analysis gives statistics more consistency and accuracy. Therefore, this estimated statistics can be applied to macroeconomic empirical analysis such as inter-institutional flow of funds and portfolio choice.Flow of funds, Portfolio choice
