    Optimal Location of New Forests in a Suburban Area

    In this paper we develop a methodology to select a combination of forest sites that maximizes net social benefits taking into account restrictions on the total surface/size of new forest land. We use GIS technology to estimate for each site the major cost and benefit elements including lost agricultural output, timber and hunting values, carbon sequestration, non-use and recreation benefits. Special emphasis is placed on the recreational value of a potential site as this raises two issues. First, the recreation benefits of a base site estimated via the travel cost method need to be transferred to all potential sites. Second, the recreation benefit of each potential site depends on the existing sites and on the other sites that are in the selection. We show that the same ā€˜amountā€™ of afforestation (i.e. the same total surface divided into multiple sites at varying locations) creates a wide range of potential net social benefits due to the role of a varying set of recreation substitutes.We show that the net social benefit of new forest combinations respecting the area constraints may differ up to a factor 21. The substitution effect between forests, both new and existing, turned out to be the dominant factor in the benefit estimation. Compared to the existing literature, our paper improves the methodology by working with realistically feasible sites rather than grid sites, by including the complex recreation substitution effects between potential sites and by including all costs and benefits of afforestation bringing the analysis closer to a real cost benefit analysis.

    A Global Map of Costal Recreation Values: results from a spatially explicit meta-analysis

    The welfare dimension of the recreational services provided by global coastal ecosystems is examined through a meta-analytical regression based valuation approach. First, we construct a global, state-of-the-art database of stated and revealed preference estimates on coastal recreation, which includes also the grey literature and with the latest entry updated to February 2010. Second, the profile of each of the 253 observations of our dataset, which correspond to individual value estimates, was further enriched with characteristics of the built coastal environment (site accessibility, anthropogenic pressure, level of human development), characteristics of the natural coastal environment (presence of protected area, type of ecosystem, and marine biodiversity richness), geo-climatic factors (temperature and precipitation), as well as sociopolitical characteristics, such as the political stability index. In this context, the proposed meta-analytical valuation exercise explores the spatially explicit dimension of the values building upon Geographic Information System (GIS) tools. GIS are relied upon for the spatial characterization of the valued ecosystems, the determination of the role of spatially explicit variables in the meta-analytical value transfer model, as well as for the value transfer exercise. The GIS characterization reveals to be extremely significant in explaining the spatial diversity of the estimates values and underlying explanatory factors. The resulting integrated valuation framework constitutes a worldwide premiĆØre and it results in the first global map of the recreational value of coastal ecosystems.     Effective public transit is central to development. For the vast majority of developing city residents, public transit is the only practical means to access employment, education, and public services, especially when such services are beyond the viable distance of walking or cycling. Unfortunately, the current state of public transit services in developing cities often does little to serve the actual mobility needs of the population. Bus services are too often unreliable, inconvenient and dangerous. In response, transport planners and public officials have sometimes turned to extremely costly mass transit alternatives such as rail-based metros. Due to the high costs of rail infrastructure, cities can only construct such systems over a few kilometres in a few limited corridors. The result is a system that does not meet the broader transport needs of the population. Nevertheless, the municipality ends up with a long-term debt that can affect investment in more pressing areas such as health, education, water, and sanitation. However, there is an alternative between poor public transit service and high municipal debt. Bus Rapid Transit (BRT) can provide high-quality, metro-like transit service at a fraction of the cost of other options.     Investigation to enhance sustainable improvements in high speed rail transport

    Transport systems are essential for the life of modern societies and economies. A sustainable transport system can shape a sustainable development pattern and socio-economic attributes of urban centres and regions. The use of private cars and trucks is increasing in most countries, creating more congestion, accidents, pollution and energy consumption. Many governments desire to achieve growth in public transport to overcome these adverse trends. A massive shift toward an environmentally sound type of transport is crucial and railways are deemed to be one of the most sustainable modes. All over the world the railway industry is involved in a renewal to reform and up-date rail, prompted largely by environmental concerns. The trend is to develop speed-competitive systems to expand transportation capacity. The focus of the current research, which is at its commencing stages, is to investigate the opportunities to apply an alternative approach to railway operations to overcome the difficulty of high speed transport in servicing larger amounts of demand, while achieving minimum point to point travel time, in a viable and integrated environment for both passenger and freight services. The expected outcome of the research project is to present a framework that may be used to identify and evaluate the most cost-effective transport solution to service not only major cities, but also regional centres along an interregional rail corridor, thus providing greater benefits on local economies and to build a spine for future development

    Solomon Islands has recently developed substantial policy aiming to support inshore fisheries management, conservation, climate change adaptation and ecosystem approaches to resource management. A large body of experience in community based approaches to management has developed but ā€œupscalingā€ and particularly the implementation of nation-wide approaches has received little attention so far. With the emerging challenges posed by climate change and the need for ecosystem wide and integrated approaches attracting serious donor attention, a national debate on the most effective approaches to implementation is urgently needed. This report discusses potential implementation of ā€œa cost-effective and integrated approach to resource management that is consistent with national policy and needsā€ based on a review of current policy and institutional structures and examination of a recent case study from Lau, Malaita using stakeholder, transaction and financial cost analyses
