    Critical Evaluation of Cross-Border Infrastructure Projects in Asia

    This paper attempts to fill gaps faced by policymakers and practitioners in the evaluation of cross-border infrastructure projects. It first defines what constitutes cross-border infrastructure projects, and then outlines an analytical framework and criteria to evaluate them. The criteria identify additionalities and externalities specific to cross-border infrastructure projects that need to be stressed in covering broader and indirect impacts that are not usually captured in the analysis of national projects. Then the paper examines to what extent the defined criteria are applicable in evaluating recent cross-border infrastructure projects. It also reports on emerging impacts patterns evidenced in relevant studies.     Analysis of Policy Issues Relating to Public Investment in Private Freight Infrastructure, MTI Report 99-03

    The Norman Y. Mineta International Institute for Surface Transportation Policy Studies (IISTPS) at San José State University conducted this study to review the issues and implications involved in the investment of public funds in private freight infrastructure. After thorough legal research, the project team reached the following conclusions: LEGAL ANALYSIS: The California legislature has the legal power to invest public funds in privately-owned freight infrastructure projects State Highway funds, excepting gas tax revenues, may be used for investment in freight infrastructure projects. Gas tax revenues are restricted to highway use by current interpretations of the California Constitution. A challenge to this interpretation is not recommended. Gas tax revenues may be invested in roadway segments of freight infrastructure projects. RECOMMENDATIONS An analytical system of guidelines should be developed to score and evaluate any proposed freight infrastructure project. Economic development must be included in these scoring guidelines. Public agencies should maintain political contacts in order to control the political short-circuits of the planning process. The California Department of Transportation should develop a Freight Improvement Priority System for the purpose of prioritizing all freight improvement projects

    Towards a Swiss National Research Infrastructure

    In this position paper we describe the current status and plans for a Swiss National Research Infrastructure. Swiss academic and research institutions are very autonomous. While being loosely coupled, they do not rely on any centralized management entities. Therefore, a coordinated national research infrastructure can only be established by federating the various resources available locally at the individual institutions. The Swiss Multi-Science Computing Grid and the Swiss Academic Compute Cloud projects serve already a large number of diverse user communities. These projects also allow us to test the operational setup of such a heterogeneous federated infrastructure

    While bringing positive impacts and benefits, cross-border infrastructure projects face additional challenges relative to national projects. Moreover, such projects involve a variety of technical, regulatory, institutional, and legal factors, and their obstacles constrain the development of cross-border infrastructure projects. This paper argues that proper technical specifications and well-functioning regulatory, institutional and legislative/legal frameworks with clearer lines of oversight are crucial to getting such projects off the ground in the first place and to ensure that they operate properly and reliably while minimizing their environmental impacts. It is pointed out that many issues in theses areas need to be addressed at the national level.     Foreign Direct Investment in Cross-Border Infrastructure Projects

    In this paper the authors critically review the relevant information and literature that can enhance the feasibility and the successful implementation of cross-border infrastructure projects. They provide detailed information concerning foreign direct investment in the major emerging regions: East Asia and the Pacific, Latin America, and Eastern Europe. They also discuss the theoretical and empirical literature which sheds light on the characteristics of transnational infrastructure projects, who should conduct them, and what determines their existence. The literature points to the importance of government involvement in transnational infrastructure projects as there are clear external benefits which will otherwise not be reaped. It also points to the importance of coordination for the success of the project. The Asian Development Bank is well placed to perform that role. Lastly, they provide six cases of cross-border infrastructure projects, two each from East Asia, Latin America, and Eastern Europe. These cases illustrate the critical need for smooth coordination of the diverse groups of team players, top-level backing of the projects, as well as a thorough understanding of all the political and financial factors involved that can influence the success of these projects.cross-border infrastructure; transnational infrastructure projects; foreign direct investment; east asia pacific

    Delays and Cost Overruns in Infrastructure Projects -- An Enquiry into Extents, Causes and Remedies

    Media reports abound on instances of prolonged delays and excessive cost overruns in infrastructure projects. Only a small number of projects get delivered in time and within the budget. Examples of successful project implementation, like construction of the Delhi Metro Rail, are few and appear only far in between. Indeed, the problem of time and cost overruns in India is widespread and severe. Yet, very few empirical studies exist on the subject. Even rarer are the studies based on completed projects. As a result, the extents as well as the causes behind delays and cost overruns have remained under-researched. This study investigates the various issues related to delays and cost overruns in publically funded infrastructure projects. The following questions are posed and answered -- How common and how large are the time and the cost overruns? What are the essential causes behind these delays and cost overruns? Are the underlying causes statistically significant? Are Contractual and Institutional failures among the significant causes? What are the policy implications for planning, development and implementation of infrastructure projects? The study is based on, by far, the largest dataset of 894 projects from seventeen infrastructure sectors.     The Challenges and Obstacles of Post-Disaster Road Infrastructure Reconstruction in the Pre-Construction Phase

    Purpose The reconstruction of road infrastructure in the post-disaster context require different approach when compared with road projects in the normal development context. Disaster recovery projects are seen as having their own unique identity, particularly due to stakeholder issues, resource challenges, capability issues, and even long-term reliability concerns. This paper invites a discussion regarding the challenges and obstacles identified in the reconstruction of road infrastructure in a post-disaster reconstruction setting, and focuses the discussion on the pre-construction phase. Design/ Methodology/ Approach The challenges and obstacles presented in this paper are based on the literature and the empirical evidence collected from the research in three case study districts in Aceh, Indonesia. Twenty-eight face-to-face semi-structured interviews were conducted with stakeholders of road infrastructure at the local, provincial and national level, and represented by respondents from the public works, planning agency, disaster management agency, consultant, contractors, and donor agencies. The findings were triangulated with the literature and consulted with five experts in the road infrastructure and disaster reconstruction area. Findings The identified challenges and obstacles are divided into three groups of discussion; planning and programming, road design, and procurement. Whilst some of these challenges are not unique to post-disaster context, the scale of the risks had been undermined. Originality/ value This paper identifies the challenges and obstacles of a road project in the post-disaster setting from the pre-construction perspective. Identification of these challenges and obstacles may help improve the implementation of post-disaster road infrastructure reconstruction projects in future recovery projects, particularly in the developing world
