Ergonomic standards for pedestrian areas for disabled people: literature review and consultations

As part of the project for the Transport and Road Research Laboratory concerned with the development of design guidance for pedestrian areas and footways to satisfy the needs of disabled and elderly people, a thorough examination of the literature was required. In addition the literature search was to be complemented by a wide-ranging series of discussions with local authorities, organisations representing the interests of elderly and disabled people, and other interested agencies. This Working Paper sets out the findings of this exercise. The objective of the literature review and the consultations was to identify the key impediments for elderly and disabled people when using pedestrian areas and footways. The current guidelines and standards relating to footways, pedestrianised areas and access to buildings were to be identified and their adequacy commented upon, as were the conflicts such recommendations raise between various groups of disabled people and with able-bodied people. The consultations were intended to provide greater insights into what the literature highlighted, and to suggest possible solutions. The literature review produced over 400 key references and a list of 35 impediments. A more detailed examination of the literature and the consultations reduced this list to six key impediments namely: parking; public transport waiting areas; movement distances; surface conditions; ramps, and information provision. The type and scale of problem created by the above impediments for various groups of disabled and elderly people are discussed, together with their measurement and assessment. The type and adequacy of existing design standards and guidance relating to these impediments are also outlined

Freedom of Information versus National Sovereignty: The Need for a New Global Forum for the Resolution of Transborder Date Flow Problems

This Note argues that the issues raised by transborder data flow restrictions must be dealt with on a global scale, not on a national basis. Part I of this Note discusses the international legal principles underlying the concept of freedom of information and the legal difficulties presented by the imposition of transborder data flow restrictions. Part II analyzes the perception among developing nations that sovereign rights are threatened by an unrestricted flow of information and discusses the measures developing nations are implementing to control this perceived threat. Part III analyzes several approaches suggested for dealing with the problems of transborder data flow restrictions and argues that a new international forum must be created to constructively address the legitimate concerns of the developing nations. This Note concludes that since the effective demise of Unesco, progress must be made toward creating a viable international forum to address the multilateral concerns over transborder data flow restrictions

Computer Abuse: The Emerging Crime and the Need for Legislation

Advancements in computerization and the growing use of computers in business, government, education, and the private sector has resulted in the expanding potential for criminal infiltration. The problems of computer crime are in great part attributable to the shortcomings of our criminal laws, which were written long before there was knowledge of computer crimes. Moreover, there is a reluctance of our legal establishments to adapt to the new technology\u27s potential harm. This Note urges that new federal legislation be passed as a means to counteract future computer crimes

Research on nonlinear optical materials: an assessment. IV. Photorefractive and liquid crystal materials

This panel considered two separate subject areas: photorefractive materials used for nonlinear optics and liquid crystal materials used in light valves. Two related subjects were not considered due to lack of expertise on the panel: photorefractive materials used in light valves and liquid crystal materials used in nonlinear optics. Although the inclusion of a discussion of light valves by a panel on nonlinear optical materials at first seems odd, it is logical because light valves and photorefractive materials perform common functions

Educational planning: a turning point in education and development in Nigeria

Education is the major issue in this lecture, it is followed by national development, which is its target, and Educational Planning which is the chief tool for getting to the target. Education had developed in Nigeria from 1842 to 1959 without the operators consciously directing it to national development but because of the new needs, new aspiration and new attitudes in an independent Nigeria; education was then directed towards national development. In the 60s all the efforts made to prepare the kind of education to serve the interest of National development failed because there was no effective method to do this. But in the 70s educational planning was discovered as an effective technique for preparing or planning an appropriate education for national development in terms of policies, programmes, enrolment, skill acquisition and manpower development
