Messy supply chains
Extant research has made many advances in our understanding of how relatively stable, repetitive supply chains (SCs) can be run effectively. This study focuses on the less researched SCs that are not stable or repetitive. To capture the management challenges of this type of SC, a definition of "messy supply chains" (MSCs) for SCs presenting "wicked" (Rittel and Webber, 2007) or "messy" problems (Ackoff, 1981) is proposed. A conceptual framework is explored in the context of the literature on humanitarian operations. This framework will form the foundation of an in-depth examination of MSCs to aid research and managerial practice.

Серед них: становлення суспільства знань; інтенсивний розвиток інформаційного простору задіянням ресурсів активного інформаційного простору, неактивного інформаційного простору майбутнього та неактивного інформаційного простору минулого; становлення рольового призначення людини як трудового потенціалу і людського капіталу. Ці зміни актуалізують процеси формування та розвитку людини-суб’єкта економічного життя. Weak nodes detection in urban transport systems: Planning for resilience in Singapore
The availability of massive data-sets describing human mobility offers the
possibility to design simulation tools to monitor and improve the resilience of
transport systems in response to traumatic events such as natural and man-made
disasters (e.g. floods terroristic attacks, etc...). In this perspective, we
propose ACHILLES, an application to model people's movements in a given
transport system mode through a multiplex network representation based on
mobility data. ACHILLES is a web-based application which provides an
easy-to-use interface to explore the mobility fluxes and the connectivity of
every urban zone in a city, as well as to visualize changes in the transport
system resulting from the addition or removal of transport modes, urban zones,
and single stops. Notably, our application allows the user to assess the
overall resilience of the transport network by identifying its weakest node,
i.e. Urban Achilles Heel, with reference to the ancient Greek mythology. To
demonstrate the impact of ACHILLES for humanitarian aid we consider its
application to a real-world scenario by exploring human mobility in Singapore

large amounts of data in social networks and in commercial transactions.
Medical, corporate, and government databases continue to grow. Sensors continue
to get cheaper and are increasingly connected, creating an Internet of Things,
and generating even more data. In every discipline, large, diverse, and rich
data sets are emerging, from astrophysics, to the life sciences, to the
behavioral sciences, to finance and commerce, to the humanities and to the
arts. In every discipline people want to organize, analyze, optimize and
understand their data to answer questions and to deepen insights. The science
that is transforming this ocean of data into a sea of knowledge is called data
science. This lecture will discuss how data science has changed the way in
which one of the most visible challenges to public health is handled, the 2014

Police SWAT teams and Military Special Forces face mounting pressure and
challenges from adversaries that can only be resolved by way of ever more
sophisticated inputs into tactical operations. Lethal Autonomy provides
constrained military/security forces with a viable option, but only if
implementation has got proper empirically supported foundations. Autonomous
weapon systems can be designed and developed to conduct ground, air and naval
operations. This monograph offers some insights into the challenges of
developing legal, reliable and ethical forms of autonomous weapons, that
address the gap between Police or Law Enforcement and Military operations that
is growing exponentially small. National adversaries are today in many
instances hybrid threats, that manifest criminal and military traits, these
often require deployment of hybrid-capability autonomous weapons imbued with

Dialectics of Efficient Change Management in the Regional Social Systems
The research has placed emphasis on the role of the social infrastructure sectors, providing social services, which facilitate human potential development in a modern state. Theoretical positions of the scientist considering the nature of social benefits and necessity of the government support for the social sphere has been summarized in the article. The state of the Russian social infrastructure sectors has been considered and the analysis of their performance compared to these of the social infrastructure sectors in other countries has been conducted in the research work. Taking into consideration the performance ratings of the effectiveness of the national education systems, the countries around the world concerning the effectiveness of the health system, the countries around the world concerning the social development level in 2014, the authors have proposed the conceptual approach that makes it possible to consider the correlation and interrelation of the level of the government financing of the social sphere and the dynamics of the contribution of social infrastructure sectors in the development of the human capital, ensuring the gross domestic product increase. The necessity of making innovative changes in the socio-economic systems of the social infrastructure sectors, to improve their performance, taking into account the results obtained, in the first place, in health care, has been wellgrounded and theoretical approaches to the changes management in the socio-economic systems has been studied in the article. The theoretical approaches to the changes management in the socio-economic systems have been studied by the authors. Based on the conducted studies and the formed theoretical basis for improving the level of changes management in open socio-economic systems, for the purpose of development of the theoretical and methodological approaches to changes management as applied to health care sphere, optimization model of management of health care organizations by way of ranking of manageable and unmanageable changes has been proposed. Bioethics: Reincarnation of Natural Philosophy in Modern Science
The theory of evolution of complex and comprising of human systems and algorithm for its
constructing are the synthesis of evolutionary epistemology, philosophical anthropology and
concrete scientific empirical basis in modern (transdisciplinary) science. «Trans-disciplinary» in
the context is interpreted as a completely new epistemological situation, which is fraught with the
initiation of a civilizational crisis. Philosophy and ideology of technogenic civilization is based on
the possibility of unambiguous demarcation of public value and descriptive scientific discourses
(1), and the object and subject of the cognitive process (2). Both of these attributes are no longer
valid. For mass, everyday consciousness and institutional philosophical tradition it is intuitively
obvious that having the ability to control the evolutionary process, Homo sapiens came close to the
borders of their own biological and cultural identity. The spontaneous coevolutionary process of
interaction between the «subject» (rational living organisms) and the «object» (material world), is
the teleological trend of the movement towards the complete rationalization of the World as It Is,
its merger with the World of Due. The stratification of the global evolutionary process into selective
and semantic (teleological) coevolutionary and therefore ontologically inseparable components
follows. With the entry of anthropogenic civilization into the stage of the information society, firsty,
the post-academic phase of the historical evolution of scientific rationality began, the attributes of
which are the specific methodology of scientific knowledge, scientific ethos and ontology. Bioethics
as a phenomenon of intellectual culture represents a natural philosophical core of modern post-
academic (human-dimensional) science, in which the ethical neutrality of scientific theory
principle is inapplicable, and elements of public-axiological and scientific-descriptive discourses
are integrated into a single logic construction. As result, hermeneutics precedes epistemology not
only methodologically, but also meaningfully, and natural philosophy is regaining the status of the

Abstract
Purpose - The collaboration between profit and nonprofit entities has become a burning topic in
supply chain management studies and corporate strategies. The world’s largest logistics service
providers (LSPs) have been developing several practices improving social responsibility while
collaborating with nonprofit actors. In particular, their core competences and offered services
become extremely relevant in the context of humanitarian logistics initiatives. A key purpose of
this article is to examine the projects currently undertaken by LSPs in humanitarian logistics.
Methodology/Approach - This research follows a qualitative approach based on multiple case
studies.
Findings - The paper provides an overview of the leading LSPs’ involvement in humanitarian
logistics and presents an analysis of their current “best practices” services in disaster relief with
high impact in terms of social responsibility.
Research Limitations/implications - There has been increased interest on the part of international
academic and professional communities in humanitarian logistics. This study constitutes
a platform for benchmarking analysis of logistics services to assure effective implementation of
social responsibility principles.
Originality/Value of paper - Humanitarian logistics is a rather new field in logistics management.
This paper addresses the innovative socially responsible initiatives undertaken by the
main international LSPs in the area of humanitarian logistics.
