    [Excerpt] What is the logic underlying global human resources (HR) measurement in your organization? In your organization, do you measure the contribution of global HR programs to organizational performance? Do you know what is the most competitive employee mix, e.g., proportion of expatriates vs. local employees, for your business units? (How) do you measure the cost and value of the different types of international work performed by your employees? In the globalized economy, organizations increasingly derive value from human resources, or “talent” as we shall also use the term here (Boudreau, Ramstad & Dowling, in press). The strategic importance of the workforce makes decisions about talent critical to organizational success. Informed decisions about talent require a strategic approach to measurement. However, measures alone are not sufficient, for measures without logic can create information overload, and decision quality rests in substantial part on the quality of measurements. An important element of enhanced global competitiveness is a measurement model for talent that articulates the connections between people and success, as well as the context and boundary conditions that affect those connections. This chapter will propose a framework within which existing and potential global HR measures can be organized and understood. The framework reflects the premise that measures exist to support and enhance decisions, and that strategic decisions require a logical connection between decisions about resources, such as talent, and the key organizational outcomes affected by those decisions. Such a framework may provide a useful mental model for both designers and users of HR measures

    Agency Theory and Supply Chain Management: Goals and Incentives in Supply Chain Organisations

    Purpose Agency theory (AT) offers opportunities to examine how the risk of opportunism can be prevented or minimised along supply chain organisations using incentives to achieve goal alignment. Methodology The study presents evidence of how members of such organisations achieve goal alignment through the use of incentives by empirically examining two complete supply chain organisations, including final customers, within the UK agri-food industry using a case study methodology. Findings The findings show that contractual goals can be divided into two different categories, shared supply chain organisational goals, and independent goals of each individual participant. In addition to monitoring ability, incentives can also be classified into short term financial and long term social incentives. Product attributes, in particular credence attributes, are also identified as having implications for both goals and incentives. Research limitations The supply chain perspective and case study methodology mean that the research findings cannot be generalised to other supply chains. A further limitation of the research is the use of different methods of data collection at the final customer point. Practical Implications Managers must ensure that appropriate incentives for all departments and individuals are designed to deliver the strategic goals of the supply chain organisation

    Infrastructure for large-scale survey measurement: Cooperation between academic research and private-sector agencies

    High-quality data from large-scale surveys provide a solid basis for outstanding research in the social sciences. Because of the unique demands of survey measurement in terms of the resources and skills required, it should be viewed as a specific sector of the research data infrastructure. In Germany, large-scale surveys have been established both within and outside academia, and major new projects are underway. Clearly, the sector is expanding. There is a need to discuss future challenges, not only with a focus on individual large projects, but with a view to the sector of large-scale survey measurement in general. One aspect is the segmentation of large-scale survey measurement in Germany along institutional lines (statistical offices, ministerial or government agency research (Ressortforschung), public research institutions, and the academic community). Here, we recommend that an overall framework be developed covering all sub-sectors. A second aspect is the infrastructure required for largescale, high-quality data collection. In Germany (outside the sector of Statistical Offices), this infrastructure is provided by private survey organisations. We argue that these should be recognised as relevant actors within the research data infrastructure. They have to invest in technological and human resources in order to provide the professional services required, and they need conditions and forms of cooperation that encourage this investment.survey research, research infrastructure, Germany, quality, data collection, private public partnership

    Assessing Destination Competitiveness: An Application to the Hot Springs Tourism Sector

    This paper proposes a model to identify the factors determining the competitiveness of the hot springs tourism sector, with particular application to Taiwan. The proposed conceptual framework brings together two approaches, namely the theories of industry organization (10) and the resource-based view (RBV). The proposition underlying this framework is that destination competitiveness is achieved by the adoption of policies and strategies aligned with market opportunities, drawing upon the unique or distinctive tourism features offered by the destination. It is proposed that three major influences are evident in the case of hot springs tourism, namely Tourism Destination Resources and Attractors, Tourism Destination Strategies and Tourism Destination Environments. An evaluation is provided of the administration of a three-round Delphi survey, which was intended to validate the determinants of destination competitiveness that were derived from the literature. Drawing upon the results of the pilot study it is concluded that the development of a sector-specific model of destination competitiveness is capable of capturing the nature and characteristics of the hot springs tourism sector

    Effectiveness of Agency and Non-Government Organizational Efforts in Rhode Island Environmental Conservation

    The effectiveness of woodland conservation in Rhode Island is increasingly important as economic development pressures sacrifice critical forestland for commercial, residential and infrastructure purposes. This study looks to determine components of forest conservation practices that could be better suited to best protect this important land. Through the content analysis of interviews and citizen surveys, the most critical areas in need of improved efforts were revealed. It was discovered that the various lenses used by entities prevented the most beneficial cooperative efforts and further sharing of limited resources would increase efficiency. Additionally, educational efforts are limited and too often performed by government agencies as opposed to NGOs, something the citizens of Rhode Island stated they were less apt to believe. To unify the perspectives of woodland conservation entities, a natural capital model should be adopted. Greater emphasis should be placed on the need for NGOs to increase their educational efforts, with a resulting ratio of two parts NGO and one part agency education. Meetings and website forums should be used for the entities to better share resources needed to properly and effectively conserve woodlands. By making changes in the areas described woodland conservation entities can expect increased success in their overall field of work that is so important for the future of the state and the world as a whole

    Human Resource Management, Service Quality, and Economic Performance in Call Centers

    This paper examines the relationship between human resource practices, operational outcomes, and economic performance in call centers. The study draws on a sample of 64 call centers serving the mass market in a large telecommunications services company. Surveys of 1,243 employees in the 64 centers were aggregated to the call center level and matched to archival data on service process quality, as measured by customer surveys; call handling time, revenues per call, and net revenues per call. Our path analysis shows that human resource practices emphasizing employee training, discretion, and rewards lead to higher service quality, higher revenues per call, and higher net revenues per call. In addition, service quality mediates the relationship between human resource practices and these economic outcomes. There is no significant relationship between HR practices and labor efficiency, as measured by call handling time; and labor efficiency is inversely related to revenue generation

    Linking Theory and Practice: Performing a Reality Check on a Model of IS Success

    The issue of ‘rigour vs. relevance’ in IS research has generated an intense, heated debate for over a decade. It is possible to identify, however, only a limited number of contributions on how to increase the relevance of IS research without compromising its rigour. Based on a lifecycle view of IS research, we propose the notion of ‘reality checks’ in order to review IS research outcomes in the light of actual industry demands. We assume that five barriers impact the efficient transfer of IS research outcomes; they are lack of awareness, lack of understandability, lack of relevance, lack of timeliness, and lack of applicability. In seeking to understand the effect of these barriers on the transfer of mature IS research into practice, we used focus groups. We chose DeLone and McLean’s IS success model as our stimulus because it is one of the more widely researched areas of IS

    Is Globalization What It’s Cracked Up to Be? Economic Freedom, Corruption, and Human Development

    This paper examines the effect of economic globalization on human development and argues that the relation between economic globalization and human development is mediated by economic freedom and corruption. Findings suggest that economic globalization affects economic freedom positively and corruption negatively. In turn, economic freedom has a positive effect and corruption has a negative effect on human development. All relations are in the hypothesized directions and significant. Research, business, and public policy implications as well as directions for future research are presented

    An investigation into the concept of and factors leading to impact creep and its management

    This study defines and explores the nature of impact creep within the context of two contrasting case studies. The methods applied in undertaking this study consisted of a literature review and development and distribution of questionnaires to visitors at Monkey Mia and an interview of managers at Monkey Mia and Tree Top Walk. The project considered impact creep relevant to both public and private facility developments. Impact creep can be defined as a temporal sequence of changes that lead to a site being more developed. These changes confer both negative and positive impacts. Each impact creep situation may be deemed unique according to different tourism situations and attractions. Both Tree Top Walk and Monkey Mia have a history of increasing visitation which has increased the potential for further impacts. Management has responded accordingly and the resultant actions have reduced negative environmental impacts through site hardening and associated developments. The resultant development in turn appears to have contributed to an increased attractiveness for a wider visitor profile. At both Monkey Mia and the Tree Top Walk increasing visitor numbers were not an immediate concern. Generally visitors to both sites are predominantly first time visitors on a multi-destination trip. Visitors to these sites are most likely to visit in family groups or with friends of two to four persons, aged in the 25 to 49 year age bracket. In both surveys there were a higher proportion of females to males. At Monkey Mia, the majority of respondents are from overseas and Western Australia with the lowest proportion from interstate. In contrast, at Tree Top Walk, the proportion of overseas, Western Australia and interstate visitors was fairly even. Respondents were most likely to travel to the respective regions in passenger vehicles and generally stay for short visits (less than a week). The main attraction for respondents was the natural area attraction, i.e. dolphins at Monkey Mia and the Tingle forest/Tree Top Walk at the Valley of the Giants. The Monkey Mia visitor survey was also used to determine if management actions of site hardening detract from the visitor experience and to determine how visitors feel about highly developed sites such as those that contain permanent accommodation facilities and infrastructure. The survey revealed that visitors generally prefer natural landscapes with limited facilities. However, the facilities provided were not seen as being detractive and had no influence on the quality of the visit. Moreover, facilities may be considered as a positive influence because of the convenience they offer. A major difference between the two case studies is that impact creep has occurred according to different policy directives. Tree Top Walk was developed under a management plan that had clear guidelines. Monkey Mia had no management plan and joint management with the Shire of Shark Bay. When accommodation facilities were developed at Monkey Mia, the Western Australian Department of Conservation and Land Management (CALM) recommendations were ignored in favour for economic returns and political pressure. A notable difference between the two sites, therefore, is that Tree Top Walk has no accommodation facility so the visitation period is short, while Monkey Mia has accommodation which means that limiting visitor use is problematic because as many as 600 people stay in the vicinity of the interaction area overnight. For Tree Top Walk a dispersal strategy in the form of a visitor centre may help to focus attention away from the main attraction during busy periods and during wait times if restrictions are operating due to heavy demand. Because of the potential for increased visitation, crowding, conflicts and reduced visitor satisfaction at Monkey Mia limitations on use may have to be applied. Previous work has shown that use/access restrictions, in the form of a reservation or permit system, may be the best approach
