    Systematic Approaches for Telemedicine and Data Coordination for COVID-19 in Baja California, Mexico

Our model is based on human-centric design factors and cross disciplinary collaborations for scalable data-driven enablement of smartphone, cellular, and video Teleconsul-tation technologies to link hospitals, clinics, and emergency medical services for point-of-care assessments of COVID testing, and for subsequent treatment and quar-antine decisions. A multidisciplinary team was rapidly created, in cooperation with different institutions, including: the Autonomous University of Baja California, the Ministry of Health, the Command, Communication and Computer Control Center of the Ministry of the State of Baja California (C4), Colleges of Medicine, and the College of Psychologists. Our objective is to provide information to the public and to evaluate COVID-19 in real time and to track, regional, municipal, and state-wide data in real time that informs supply chains and resource allocation with the anticipation of a surge in COVID-19 cases. RESUMEN Proporcionamos un modelo para la implementación sistemática de la telemedicina dentro de un gran centro de evaluación de COVID-19 en el área de Baja California, México. Nuestro modelo se basa en factores de diseño centrados en el ser humano y colaboraciones interdisciplinarias para la habilitación escalable basada en datos de tecnologías de teleconsulta de teléfonos inteligentes, celulares y video para vincular hospitales, clínicas y servicios médicos de emergencia para evaluaciones de COVID en el punto de atención. pruebas, y para el tratamiento posterior y decisiones de cuarentena.     On the Combination of Game-Theoretic Learning and Multi Model Adaptive Filters

    This paper casts coordination of a team of robots within the framework of game theoretic learning algorithms. In particular a novel variant of fictitious play is proposed, by considering multi-model adaptive filters as a method to estimate other players’ strategies. The proposed algorithm can be used as a coordination mechanism between players when they should take decisions under uncertainty. Each player chooses an action after taking into account the actions of the other players and also the uncertainty. Uncertainty can occur either in terms of noisy observations or various types of other players. In addition, in contrast to other game-theoretic and heuristic algorithms for distributed optimisation, it is not necessary to find the optimal parameters a priori. Various parameter values can be used initially as inputs to different models. Therefore, the resulting decisions will be aggregate results of all the parameter values. Simulations are used to test the performance of the proposed methodology against other game-theoretic learning algorithms.</p

    Mobile Oriented Future Internet (MOFI)

    This Special Issue consists of seven papers that discuss how to enhance mobility management and its associated performance in the mobile-oriented future Internet (MOFI) environment. The first two papers deal with the architectural design and experimentation of mobility management schemes, in which new schemes are proposed and real-world testbed experimentations are performed. The subsequent three papers focus on the use of software-defined networks (SDN) for effective service provisioning in the MOFI environment, together with real-world practices and testbed experimentations. The remaining two papers discuss the network engineering issues in newly emerging mobile networks, such as flying ad-hoc networks (FANET) and connected vehicular networks

    A Secure Peer-to-Peer Application Framework

    The nature of the Internet has changed dramatically. From a modest research network, it has evolved into one of the most important fabrics of our modern society, affecting the lives of billions each day. We rely on it for everything from performing our daily chores to accessing rich media and keeping in touch with our friends. Despite this change, service provisioning has largely remained intact. Services are provided in a centralized manner, resulting in bottlenecks and vulnerable collections of, often unwittingly, submitted sensitive information. Peer-to-peer (P2P) technologies have the potential to provide a better alternative for future networking. P2P services distribute the load from a single node to a network of peers, relying on the resources of the end-users themselves. Not only does it remove the bottlenecks, it has the potential to provide a more personal and safe networking environment. In this dissertation, we inspect the feasibility and implications of a generic, cross-application, P2P framework. We present the design and implementation of a framework that uses existing infrastructure and advanced networking protocols to create a secure environment. Using this framework, applications are able to benefit from P2P networking without having to deploy new infrastructure or implement complex connection- and identity management. Users benefit from using a single, strong, cross-application identity management and having better control over their data. This improves the trust within the system and enables new ways of dealing with security threats. We demonstrate the feasibility of the framework by evaluating the performance and usability of the prototype implementation. This provides a model for future networking applications and insight into the security and usability issues these will face
