    Decomposing differences in labour force status between Indigenous and non-Indigenous Australians

    Despite several policy efforts to promote economic participation by Indigenous Australians, they continue to have low participation rates compared to non-Indigenous Australians. This study decomposes the gap in labour market attachment between Indigenous and non- Indigenous Australians in non-remote areas, combining two separate data sources in a novel way to obtain access to richer information than was previously possible. It shows that among women at least two thirds of the gap can be attributed to differences in the observed characteristics between the two populations. For men, the differences in observed characteristics of the two populations can account for 36 to 47 percent of the gap. A detailed decomposition shows that lower education, worse health, and larger families (particularly for women) explain the lower labour market attachment of Indigenous Australians to a substantial extent. Compared with previous studies, this study is able to explain a larger proportion of the gap in employment between Indigenous and non-Indigenous people due to being able to include a larger set of explanatory variables.     Decay of escherichia coli in soil following the application of biosolids to agricultural land

    The decay of Escherichia coli in a sandy loam soil, amended with enhanced and conventionally treated biosolids, was investigated in a field experiment following spring and autumn applications of sewage sludge. Control soils, without the application of biosolids, were also examined to determine the background indigenous populations of E. coli which are present in the environment. The survival of indigenous E. coli and populations of E. coli applied to soil in biosolids, is assessed in relation to environmental factors influencing pathogen-decay processes in soil

    Educating for Indigenous health equity: An international consensus statement

    The determinants of health inequities between Indigenous and non-Indigenous populations include factors amenable to medical education’s influence, for example, the competence of the medical workforce to provide effective and equitable care to Indigenous populations. Medical education institutions have an important role to play in eliminating these inequities. However, there is evidence that medical education is not adequately fulfilling this role, and in fact may be complicit in perpetuating inequities. This article seeks to examine the factors underpinning medical education’s role in Indigenous health inequity, in order to inform interventions to address these factors. The authors developed a consensus statement that synthesizes evidence from research, evaluation, and the collective experience of an international research collaboration including experts in Indigenous medical education. The statement describes foundational processes that limit Indigenous health development in medical education and articulates key principles that can be applied at multiple levels to advance Indigenous health equity. The authors recognize colonization, racism, and privilege as fundamental determinants of Indigenous health that are also deeply embedded in Western medical education. In order to contribute effectively to Indigenous health development, medical education institutions must engage in decolonization processes and address racism and privilege at curricular and institutional levels. Indigenous health curricula must be formalized and comprehensive, and must be consistently reinforced in all educational environments. Institutions’ responsibilities extend to advocacy for health system and broader societal reform to reduce and eliminate health inequities. These activities must be adequately resourced and underpinned by investment in infrastructure and Indigenous leadership

    This study explores the subjective wellbeing of Indigenous Australians. Abstract Report focusses on mean levels of self-reported life satisfaction, inequality in life satisfaction within the Indigenous and non-Indigenous Australian populations, and the prevalence and severity of dissatisfaction with one’s life. Evidence on differences in the determinants of life satisfaction between Indigenous and non-Indigenous Australians is provided. Results indicate that Indigenous life satisfaction peaked in 2003 and has since declined. We also find that inequality in life satisfaction is greater for Indigenous than non-Indigenous Australians. Despite a downward trend in the level of dissatisfaction for non-Indigenous Australians, dissatisfaction among Indigenous Australians has remained relatively unchanged

    'Big mobs in the city now' : the increasing number of Aboriginal and Torres Strait Islander people living in urban areas

    The locations and settings in which Australian Indigenous people live varies, however over 70 % of all Aboriginal and Torres Strait Islander people in Australia now live in urban or regional urban areas (ABS 2008). Over half of the total population lives in the two states Queensland and New South Wales. The 2006 Census data indicates that 146, 400 Aboriginal and Torres Strait Islander peoples or 28.3% lives in Queensland. The number of Aboriginal and Torres Strait Islander students in schools in the greater Brisbane area is approximately 29% of the Queensland population. There are other sizeable urban Indigenous populations along the Queensland coast and larger rural towns. The statistics demonstrate that living in urban centres is as much part of reality for Aboriginal and Torres Strait Islander people as living in a remote discrete Aboriginal community. Historically, discrete rural and remote Aboriginal and Torres Strait Islander communities have been the focus of most of the research conducted with Indigenous populations. These locations have provided researchers with an easily identifiable study population. However, unlike rural and remote communities, identifying and accessing urban Indigenous communities can be much more difficult despite the growing number of Aboriginal and Torres Strait Islander people living in urban areas. Limited research has been undertaken on the issues that impact on urban Indigenous communities or have explored methods of undertaking research with urban Indigenous communities. This paper will explore the some of the issues and needs of urban Aboriginal and Torres Strait Islander peoples in South East Queensland and highlight some of the emerging policy, program and research responses

    Smoking cessation and tobacco prevention in Indigenous populations

    This article systematically reviews 91 smoking cessation and tobacco prevention studies tailored for Indigenous populations around the world, with a particular focus on Aboriginal and Torres Strait Islander populations in Australia. We identified several components of effective interventions, including the use of multifaceted programs that simultaneously address the behavioural, psychological and biochemical aspects of addiction, using resources culturally tailored for the needs of individual Indigenous populations. Pharmacotherapy for smoking cessation was effective when combined with culturally tailored behavioural interventions and health professional support, though it is generally underused in clinical practice. From a policy perspective, interventions of greater intensity, with more components, were more likely to be effective than those of lower intensity and shorter duration. For any new policy it is important to consider community capacity building, development of knowledge, and sustainability of the policy beyond guided implementation. Future research should address how the intervention can be supported into standard practice, policy, or translation into the front-line of clinical care. Investigations are also required to determine the efficacy of emerging therapies (such as e-cigarettes and the use of social media to tackle youth smoking), and under-researched interventions that hold promise based on non-Indigenous studies, such as the use of Champix. We conclude that more methodologically rigorous investigations are required to determine components of the less-successful interventions to aid future policy, practice and research initiatives.     INTRODUCTION: This paper is on Indigenous peoples’ right to self-determination and its exercise through democratic participation. First, I will expound on why the right to self-determination—as configured in international law, translated by many states and adopted by Indigenous communities—enhances liberal democratic governance. Then I will provide a cursory glance at the many and varied ways in which Western and non-Western liberal democracies have made efforts to accommodate Indigenous peoples in their public institutions. THE RIGHT TO SELF-DETERMINATION The normative principle of the right to self-determination has been adopted as the legal right underpinning Indigenous polities’ human rights worldwide.     A tale of two nations: The divergent pathways for indigenous labour force outcomes in Australia and New Zealand since 1991

    This paper compares labour market experiences of indigenous Australians and Maori since 1971 with a particular focus on the early 1990s where employment outcomes appeared to diverge dramatically. One way to enhance the interpretability of international comparisons is to examine what happened in urban and other areas because the globalised economy means that the labour market in major cities tend to track one another reasonably closely. It is also important to condition on the level of urbanisation in the respective countries because geography provides a rudimentary control for differing levels of acculturation and the historical experiences of colonisation. The analysis provides two main insights: first that Maori populations are more fully integrated into the New Zealand economy and business cycle than indigenous Australians are into the Australian economy. The second finding is that while Maori are performing very well in terms of employment growth, the prospect for future improvements may be constrained by unresolved cultural conflict embodied in the high ongoing rates of Maori arrest. While there is a similar level of cultural conflict between indigenous and other Australians, it is probable that the historical difference in the treatment of the respective indigenous populations is partially responsible for the different economic outcomes in the two nations
