    Fratricide: defective decision making

    Motivation – to explore the applicability of a Human Factors methodology for the investigation of fratricide. Research approach – The EAST methodology was used to analyse an incident of fratricide and its ability to explore the Famous Five of Fratricide (F3) model was investigated. Findings/Design – the analysis revealed that EAST was able to provide explicit discussion of the Famous Five of Fratricide (F3) models five causal factors of communication, cooperation, coordination, schemata and situation awareness. Research limitations/Implications – the research explored a single case study and as such is couched at the initial phases of investigation. Originality/Value – the analysis provides a contribution to the knowledge urrounding fratricide both with respect to the novel application of the EAST methodology to an incident of fratricide, and also the causal factors identified by EAST within the fratricide incident.     The relation between limb segment coordination during walking and fall history in community-dwelling older adults

    Control of the swing foot during walking is important to prevent falls. The trajectories of the swing foot are adjusted by coordination of the lower limbs, which is evaluated with uncontrolled manifold (UCM) analysis. A previous study that applied this analysis to walking revealed that older adults with fall history had compensatorily great segment coordination to stabilize the swing foot during normal walking. However, it is unknown whether the increase in segment coordination helps for preventing incident falls in the future. At baseline measurement, 30 older adults walked for 20 times at a comfortable speed. UCM analysis was performed to evaluate how the segment configuration in the lower limbs contributes to the swing foot stability. One year after the baseline visit, we asked the subjects if there were incident falls through a questionnaire. The univariate and multivariable logistic regression analyses were performed to assess the association between the index of segment coordination and incident falls with and without adjustment for gait velocity. Twenty-eight older adults who responded to the questionnaire were classified into older adults (n = 12) who had the incident fall and those (n = 16) who did not have falls. It was revealed that older adults who increased the segment coordination associated with swing foot stability tended to experience at least one fall within one year of measurement. The index of the UCM analysis can be a sensitive predictor of incident falls

    On Applicability of Automated Planning for Incident Management

    Incident management aims to save human lives, mitigate the effect of accidents, prevent damages, to mention a few of their benefits. Efficient coordination of rescue team members, allocation of available resources, and appropriate responses to the realtime unfolding of events is critical for managing incidents successfully. Coordination involves a series of decisions and event monitoring, usually made by human coordinators, for instance task definition, task assignment, risk assessment, etc. Each elementary decision can be described by a named action (e.g. boarding an ambulance, assigning a task). Taken as a whole, the team coordinating an incident response can be seen as a decision-making system. In this paper, we discuss how invaluable assistance can be brought to such a system using automated planning. In consultation with experts we have derived a set of requirements from which we provide a formal specification of the domain. Following the specification, we have developed a prototype domain model and evaluated it empirically.     An approach to meaning generation that allows groundings of the meaning is used [1]. Considering that meaning generation is key to cognition, such approach goes with grounding of cognition in sensorimotor coordination. \ud Starting point is meaning generation by a system submitted to a constraint when it receives an incident information that has a connection with the constraint. The system generates a meaningful information (a meaning) in order to trigger an action that will satisfy its constraint. The generated meaning is precisely the connection existing between the received information and the constraint[2]. This simple process allows defining a Meaning Generator System (MGS) as well as groundings of the meaning in /out of the MGS.     Application of multiple-wireless to a visual localisation system for emergency services

    Abstract—In this paper we discuss the application of multiplewireless technology to a practical context-enhanced service system called ViewNet. ViewNet develops technologies to support enhanced coordination and cooperation between operation teams in the emergency services and the police. Distributed localisation of users and mapping of environments implemented over a secure wireless network enables teams of operatives to search and map an incident area rapidly and in full coordination with each other and with a control centre. Sensing is based on fusing absolute positioning systems (UWB and GPS) with relative localisation and mapping from on-body or handheld vision and inertial sensors. This paper focuses on the case for multiple-wireless capabilities in such a system and the benefits it can provide. We describe our work of developing a software API to support both WLAN and TETRA in ViewNet. It also provides a basis for incorporating future wireless technologies into ViewNet. I

    An Incident Control Centre in action: Response to the Rena oil spill in New Zealand

    Following the Rena grounding and oil spill in the Bay of Plenty, New Zealand, an Incident Command Centre was established which, among other tasks, coordinated a volunteer clean-up effort. We interviewed volunteers and organisers to gain insight into the efficacy of the volunteer coordination effort. Volunteers praised the system of communication and the involvement of indigenous groups. They expressed a desire for better training, more flexibility and community autonomy, a quicker uptake of volunteer support, and the use of social media. Locating the Incident Command Centre in a single site aided interaction between experts, and the sharing of resources. Overall, the volunteer coordination was considered a success

    Successful traffic incident management presupposes a multi-disciplinary approach. To meet appropriately the safety and mobility needs of all affected parties, traffic incidents call for a high level of collaboration and coordination of involved agencies. Effective traffic incident management activities rely in particular on flexible communications and information systems. Based on experiences from the military domain it is possible to develop strategic concepts that are related to the improvement of information sharing and collaboration. Such concepts can also be applied to enhanced traffic incident management information systems.
