    Do peers see more in a paper than its authors?

    Recent years have shown a gradual shift in the content of biomedical publications that is freely accessible, from titles and abstracts to full text. This has enabled new forms of automatic text analysis and has given rise to some interesting questions: How informative is the abstract compared to the full-text? What important information in the full-text is not present in the abstract? What should a good summary contain that is not already in the abstract? Do authors and peers see an article differently? We answer these questions by comparing the information content of the abstract to that in citances-sentences containing citations to that article. We contrast the important points of an article as judged by its authors versus as seen by peers. Focusing on the area of molecular interactions, we perform manual and automatic analysis, and we find that the set of all citances to a target article not only covers most information (entities, functions, experimental methods, and other biological concepts) found in its abstract, but also contains 20% more concepts. We further present a detailed summary of the differences across information types, and we examine the effects other citations and time have on the content of citances

    Motivation for the IRISC workshop came from the observation that identity and digital identification are increasingly important factors in modern scientific research, especially with the now near-ubiquitous use of the Internet as a global medium for dissemination and debate of scientific knowledge and data, and as a platform for scientific collaborations and large-scale e-science activities.

The 1 1/2 day IRISC2011 workshop sought to explore a series of interrelated topics under two main themes: i) unambiguously identifying authors/creators & attributing their scholarly works, and ii) individual identification and access management in the context of identity federations. Specific aims of the workshop included:

• Raising overall awareness of key technical and non-technical challenges, opportunities and developments.
• Facilitating a dialogue, cross-pollination of ideas, collaboration and coordination between diverse – and largely unconnected – communities.
• Identifying & discussing existing/emerging technologies, best practices and requirements for researcher identification.

This report provides background information on key identification-related concepts & projects, describes workshop proceedings and summarizes key workshop findings

    The U.S.-Singapore Free Trade Agreement: Effects After Three Years

    The U.S.-Singapore Free Trade Agreement (FTA) (P.L. 108-78) went into effect on January 1, 2004. This report provides an overview of the major trade and economic effects of the FTA over the three years ending in 2006. It also includes detailed information on key provisions of the agreement and legislative action. The U.S.-Singapore FTA has provided greater access for U.S. companies, has been instrumental in increasing bilateral trade, and has provided reassurance to Singaporeans of U.S. interest in the country. As a city-state, Singapore operates as an entrepot with essentially free trade. Under the FTA, concessions dealt mainly with providing greater access for American service providers and with strengthening the business environment in areas such as the protection of intellectual property rights and access to government procurement. In 2006, the United States ran a 6.9billionsurplusinitsmerchandisetradewithSingapore,upfrom6.9 billion surplus in its merchandise trade with Singapore, up from 1.4 billion in 2003. U.S. exports of goods to Singapore surged by 49% from 16.6billionin2003to16.6 billion in 2003 to 24.7 billion in 2006. However, even with this rapid increase in U.S. exports, the U.S. share of Singaporeā€™s imports declined from 16% in 2003 to 13% in 2006. This suggests that factors other than the FTA, particularly the overall growth in Singaporeā€™s imports, contributed greatly to the increase. Major U.S. exports to Singapore include machinery, electrical machinery, aircraft, optical and medical instruments, plastic, and mineral fuel oil. On the U.S. import side, a noteworthy development is that imports of pharmaceuticals from Singapore have risen dramatically from 0.09billionin2003to0.09 billion in 2003 to 2.4 billion in 2006. The FTA did not lower the U.S. tariff rate for pharmaceuticals, since they already enter the United States duty free. What appears to have occurred has been the development of Singapore as a regional center for multinational pharmaceutical companies that are stepping up exports. Negotiations for the U.S.-Singapore Free Trade Agreement were launched under the Clinton Administration in December 2000. The FTA became the fifth such agreement the United States has signed and the first with an Asian country. According to the U.S. Trade Representative, the FTA broke new ground in electronic commerce, competition policy, and government procurement. It also included what the U.S. Trade Representative considers to be major advances in intellectual property protection, environment, labor, transparency, and customs cooperation. The U.S.-Singapore FTA required congressional implementation under expedited Trade Promotion Authority legislative procedures. The debate over implementation of the FTA fell between business and free trade interests who would benefit from more liberalized trade, particularly in services, and labor or antiglobalization interests who opposed more FTAs because of the overall impact of imports on jobs and the general effects of globalization on income distribution, certain jobs, and the environment. Specific provisions of the agreement also generated debate. This report will be updated as circumstances warrant

    A Systematic Identification and Analysis of Scientists on Twitter

    Metrics derived from Twitter and other social media---often referred to as altmetrics---are increasingly used to estimate the broader social impacts of scholarship. Such efforts, however, may produce highly misleading results, as the entities that participate in conversations about science on these platforms are largely unknown. For instance, if altmetric activities are generated mainly by scientists, does it really capture broader social impacts of science? Here we present a systematic approach to identifying and analyzing scientists on Twitter. Our method can identify scientists across many disciplines, without relying on external bibliographic data, and be easily adapted to identify other stakeholder groups in science. We investigate the demographics, sharing behaviors, and interconnectivity of the identified scientists. We find that Twitter has been employed by scholars across the disciplinary spectrum, with an over-representation of social and computer and information scientists; under-representation of mathematical, physical, and life scientists; and a better representation of women compared to scholarly publishing. Analysis of the sharing of URLs reveals a distinct imprint of scholarly sites, yet only a small fraction of shared URLs are science-related. We find an assortative mixing with respect to disciplines in the networks between scientists, suggesting the maintenance of disciplinary walls in social media. Our work contributes to the literature both methodologically and conceptually---we provide new methods for disambiguating and identifying particular actors on social media and describing the behaviors of scientists, thus providing foundational information for the construction and use of indicators on the basis of social media metrics

    Scientometric mapping as a strategic intelligence tool for the governance of emerging technologies

    How can scientometric mapping function as a tool of ā€™strategic intelligenceā€™ to aid the governance of emerging technologies? The present paper aims to address this question by focusing on a set of recently developed scientometric techniques, namely overlay mapping. We examine the potential these techniques have to inform, in a timely manner, analysts and decision-makers about relevant dynamics of technical emergence. We investigate the capability of overlay mapping in generating informed perspectives about emergence across three spaces: geographical, social, and cognitive. Our analysis relies on three empirical studies of emerging technologies in the biomedical domain: RNA interference (RNAi), Human Papilloma Virus (HPV) testing technologies for cervical cancer, and Thiopurine Methyltransferase (TPMT) genetic testing. The case-studies are analysed and mapped longitudinally by using publication and patent data. Results show the variety of ā€™intelligenceā€™ inputs overlay mapping can produce for the governance of emerging technologies. Overlay mapping also confers to the investigation of emergence flexibility and granularity in terms of adaptability to different sources of data and selection of the levels of the analysis, respectively. These features make possible the integration and comparison of results from different contexts and cases, thus providing possibilities for a potentially more ā€™distributedā€™ strategic intelligence. The generated perspectives allow triangulation of findings, which is important given the complexity featuring in technical emergence and the limitations associated with the use of single scientometric approaches

    Scatter of Journals and Literature Obsolescence Reflected in Document Delivery Requests

    In this paper we investigate the scattering of journals and literature obsolescence reflected in more than 137,000 document delivery requests submitted to a national document delivery service. W e first summarize the major findings of the study with regards to the performance of the service.We then identify the ā€œcoreā€ journals from which article requests were satisfied and address the following research questions: (a) Does the distribution of core) journals conform to the Bradfordā€™s Law of Scattering? (b) Is there a relationship between usage of journals and impact factors, journals with high impact factors being used more often than the rest? (c) Is there a relationship between usage of journals and total citation counts, journals with high total citation counts being used more often than the rest?(d) What is the median age of use (half-life) of requested articles in general? (e) Do requested articles that appear in core journals get obsolete more slowly? (f) Is there a relationship between obsolescence and journal impact factors, journals with high impact factors being obsolete more slowly? (g) Is there a relationship between obsolescence and total citation counts, journals with high total citation counts being obsolete more slowly? Based on the analysis of findings, we found that the distribution of highly and moderately used journal titles conform to Bradfordā€™s Law.The median age of use was 8 years for all requested articles. Ninety percent of the articles requested were 21 years of age or younger.Articles that appeared in 168 core journal titles seem to get obsolete slightly more slowly than those of all titles.W e observed no statistically significant correlations between the frequency of journal use and ISI journal impact factors, and between the frequency of journal use and ISI-Institute for Scientific Information, Philadelphia, PA) cited half-lives for the most heavily used 168 core journal titles.There was a weak correlation between usage of journals and ISI-reported total citation counts.No statistically significant relationship was found between median age of use and journal impact factors and between median age of use and total citation counts.There was a weak negative correlation between ISI journal impact factors and cited half-lives of 168 core journals, and a weak correlation between ISI citation halflives and use half-lives of core journals.No correlation was found between cited half-lives of 168 core journals and their corresponding total citation counts as reported by ISI.Findings of the current study are discussed along with those of other studies
