    Public Service Delivery: Role of Information and Communication Technology in Improving Governance and Development Impact

    The focus of this paper is on improving governance through the use of information and communication technology (ICT) in the delivery of services to the poor, i.e., improving efficiency, accountability, and transparency, and reducing bribery. A number of papers recognize the potential benefits but they also point out that it has not been easy to harness this potential. This paper presents an analysis of effective case studies from developing countries where the benefits have reached a large number of poor citizens. It also identifies the critical success factors for wide-scale deployment. The paper includes cases on the use of ICTs in the management of delivery of public services in health, education, and provision of subsidized food. Cases on electronic delivery of government services, such as providing certificates and licenses to rural populations, which in turn provide entitlements to the poor for subsidized food, fertilizer, and health services are also included. ICT-enabled provision of information to enhance rural income is also covered

    Recent years have seen a burgeoning interest in research into the use of information and communication technologies (ICTs) in the context of developing regions, particularly into how such ICTs might be appropriately designed to meet the unique user and infrastructural requirements that we encounter in these cross-cultural environments. This emerging field, known to some as HCI4D, is the product of a diverse set of origins. As such, it can often be difficult to navigate prior work, and/or to piece together a broad picture of what the field looks like as a whole. In this paper, we aim to contextualize HCI4D—to give it some historical background, to review its existing literature spanning a number of research traditions, to discuss some of its key issues arising from the work done so far, and to suggest some major research objectives for the future

    [Excerpt] The development of knowledge-based economies (KBEs) is both an imperative and an opportunity for developing Asia. It is an imperative to sustain high rates of growth in the future and an opportunity whereby emerging economies can draw from beneficial trending developments that may allow them to move faster to advance in global value chains and in position in world markets. Over the last quarter of a century, driven mostly by cheap labor, developing countries in Asia have seen unprecedented growth rates and contributions to the global economy. Sustaining Asia’s growth trajectory, however, requires developing economies to seek different approaches to economic growth and progress, especially if they aspire to move from the middle-income to the high-income level. KBE is an important platform that can enable them to sustain growth and even accelerate it. It is time for Asia to consolidate and accelerate its pace of growth. Asia is positioned in a unique moment in history with many advantages that can serve as a boost: to name a couple, an expanding middle of the pyramid—Asia is likely to hold 50% of the global middle class and 40% of the global consumer market by 2020; and the growing importance of intra-regional trade within Asia, increasing from 54% in 2001 to 58% in 2011.     This paper summarises our work on studying educational applications enabled by the introduction of a new information layer called InfoInternet. This is an initiative to facilitate affordable access to internet based information in communities with network scarcity or economic problems from the Global South. InfoInternet develops both networking solutions as well as business and social models, together with actors like mobile operators and government organisations. In this paper we identify and describe characteristics of educational applications, their specific users, and learning environment. We are interested in applications that make the adoption of Internet faster, cheaper, and wider in such communities.     Incorporated citizens: multinational high-tech companies and the BoP

    In this article, I examine HP’s e-Inclusion program and its implementation in India to show how the high-tech industry’s efforts to alleviate poverty profitably are guided by C. K. Prahalad’s ideas about the Bottom of the Pyramid (BoP), and are framed as digital corporate citizenship activities. While the BoP highlights the importance of new markets for high-tech companies, the discourse of digital corporate citizenship creates an enabling environment in which transnational high-tech companies can gain political access to new consumers at the BoP. The resulting digital corporate citizenship/BoP nexus leads to the extension of governments’ bureaucratic reach and the formation of electronic entrepreneurs

    Review of agricultural extension in India: Are farmers' information needs being met?

    Despite a wide range of reform initiatives in agricultural extension in India in the past decades, the coverage of, access to, and quality of information provided to marginalized and poor farmers is uneven. This paper aims to ascertain why farmers are not accessing information and where information gaps exist, despite the variety of extension approaches in India. Using information provision and access as the basis for analysis, the paper reviews some of the major agricultural extension programs in India by considering their ability to provide information and facilitate information sharing and use in farming communities. The review gives a broad overview of the current extension scene in India while providing a synthesis of recent debates and the observations of various authors as well as working groups in the Ministry of Agriculture and the Planning Commission. The paper examines the challenges and constraints of each agricultural extension approach as it attempts to provide farmers with access to information that is relevant to their farm enterprises. As a result of this analysis, opportunities are identified for increasing extension services' effectiveness and efficiency in reaching smallholder farmers. Research gaps are also identified. The review concludes that there is an increasing need to work in partnership and to share knowledge and skills in order to provide locally relevant services that meet the information needs of marginal and smallholder farmers in India.agricultural extension, Knowledge, information, Innovation, Public-private partnership, Gender, Education,

    Evolving a software development methodology for commercial ICTD projects

    This article discusses the evolution of a “DistRibuted Agile Methodology Addressing Technical Ictd in Commercial Settings” (DRAMATICS) that was developed in a global software corporation to support ICTD projects from initial team setup through ICT system design, development, and prototyping, to scaling up and transitioning, to sustainable commercial models. We developed the methodology using an iterative Action Research approach in a series of commercial ICTD projects over a period of more than six years. Our learning is reflected in distinctive methodology features that support the development of contextually adapted ICT systems, collaboration with local partners, involvement of end users in design, and the transition from research prototypes to scalable, long-term solutions. We offer DRAMATICS as an approach that others can appropriate and adapt to their particular project contexts. We report on the methodology evolution and provide evidence of its effectiveness in the projects where it has been used

    Taking Prahalad high-tech: the emergence and evolution of global corporate citizenship in the IT industry

    In this paper, I analyse the emergence and evolution of e-Inclusion, HP’s flagship global corporate citizenship programme, as a landmark in the history of corporate citizenship in the IT industry. This programme, which existed from 2000 to 2005, was the first explicit attempt by a major high-tech company to operationalise the theories of C.K. Prahalad, by implementing a direct and an indirect bottom-of-the-pyramid (bop) strategy. The first led to the development of pilot programmes that worked directly with the rural poor to test bop products, services and business models and to create new sources of income for project participants. The second strategy saw e-Inclusion establish collaborations with public-sector organisations which until then had been peripheral to HP’s business, but were recognised as vital for e-Inclusion’s operations and HP’s emerging market success. I argue that important lessons can be drawn from this flagship corporate citizenship programme, which can make current IT initiatives more sustainable and meaningful
