Between compassion and conservatism: a genealogy of British humanitarian sensibilities
Abstract: The chapter explores continuities in modern British humanitarianism at its birth two hundred years ago and today. Modern British humanitarianism arose out of the contradictions between humanist ideals, expanding social sympathies, and fears of radical political change following the French Revolution. Its development was strongly influenced by middle class evangelical reform circles, exemplified by the abolitionist William Wilberforce. The chapter argues that British humanitarianism today follows Wilberforce’s conservative humanitarian tradition and his anti-progressive views. The mediation of humanitarianism: towards a research framework
This article examines existing research on the role of mediated narratives and images of distant suffering in cultivating moral response, identifying two central strands: Philosophically oriented accounts and empirical studies of text, audience, and production. On the basis of this critical review, we suggest a research framework that simultaneously builds on and departs from existing work, helping to expand and strengthen a program of research on the mediation of humanitarianism. This framework highlights the importance of: (a) studying mediated humanitarianism as a multisited dialectical process; (b) moving away from prescriptive normativity to studying how the mediation of humanitarianism is experienced, affected, and negotiated; and (c) “undoing” despair as the motivation and consequent impulse of critique of the mediation of humanitarianism
Impossible protest: noborders in Calais
Since the closure of the Red Cross refugee reception centre in Sangatte, undocumented migrants in Calais hoping to cross the border to Britain have been forced to take refuge in a number of squatted migrant camps, locally known by all as ‘the jungles.’ Unauthorised shanty-like residences built by the migrants themselves, living conditions in the camps are very poor. In June 2009, European ‘noborder’ activists set up a week-long protest camp in the area with the intention of confronting the authorities over their treatment of undocumented migrants. In this article, we analyse the June 2009 noborder camp as an instance of ‘immigrant protest.’ Drawing on ethnographic materials and Jacques Rancière's work on politics and aesthetics, we construct a typology of forms of border control through which to analyse the different ways in which the politics of the noborder camp were staged, performed and policed. Developing a critique of policing practices which threatened to make immigrant protest ‘impossible’, we highlight moments of protest which, through the affirmation of an ‘axiomatic’ equality, disrupted and disarticulated the borders between citizens and non-citizens, the political and non-political
Questionable Accountability: MSF and Sphere in 2003.
This article examines the relationship between Médecins Sans Frontières (MSF) and the Sphere Project. Prior to revisiting the concerns MSF had with the project, it looks at factors that give rise to differences between NGOs and cites some reasons for why an organisation such as MSF would not embrace such a project and clarifies some key elements of MSF-style humanitarianism. The author revisits the original concerns and arguments presented by MSF when it decided not to participate beyond assisting with the establishment of technical standards and key indicators for the handbook. This is followed by a critical discussion examining these concerns and counter-criticism with reference to experiences a few years after the inception of Sphere.
