Best Practices in Diversity Management
[Excerpt] The International Personnel Management Association (IPMA) has undertaken a human resource benchmarking project with the National Association of State Personnel Executives (NASPE). IPMA is an organization representing over 1,700 organizations and 2,500 individuals involved in public sector human resource management. The Association’s mission is to optimize organizational and individual performance in the public service by providing human resource leadership, professional development, information and services. IPMA has established an International Human Resource Advisory Board to facilitate the exchange of information on international human resource developments. The International Human Resource Advisory Board has 37 members from 35 countries and international organizations. Additional information about IPMA can be obtained at http://www.ipma-hr.org

From Human Resource Development to National Human Resource Development: resolving contemporary HRD challenges
Faced by past and present challenges, efforts have been made to extend the scope of Human Resource Development (HRD) to cover national level HRD issues with an emerging new paradigm of HRD research agenda, the National Human Resource Development (NHRD) as proposed by McLean and others in 2004. This paper provides a review of the literature related to HRD and NHRD, with the main purpose to critically debate the adequacy of HRD and the plausibility of NHRD in resolving contemporary HRD challenges. Through the review of related literature, a set of contemporary challenges were identified from the environment, as well as at the entry, task, validation and exit levels of HRD processes. The capability of HRD in resolving these challenges was critiqued, and it
illuminated a distinction between traditional HRD (THRD) and modern HRD (MHRD). Based on the discussion, an emerging theoretical base of HRD was modelled, and the NHRD was proposed and highlighted to resolve contemporary challenge
Human Resource Development for Agricultural Sector in India
The paper describes a system dynamics model developed for dynamic analysis of human resource development for the agricultural sector in different sources of employment, viz., government, private (including corporate), academic, financial institutes, non-governmental organizations, self employment, and others in India. Besides projecting an overall scenario for continuation of current agricultural education policy and trends, the paper analyses simulated results from the model for the current curriculum with 80:20 proportion of technical to soft skills. The analysis shows that in the coming years the private sector will emerge as a major employer for the graduates of agriculture and allied sciences
Universiti Malaysia Sabah (UMS): Towards Maximizing the potential of its Human Resource Development (HRD)
As strategic education agenda works to prepare competent graduates, human resource development has become crucial for uplifting the internal strength of the university. University Malaysia Sabah (UMS) relatively a ‘young’ university has been engaged in establishing learning interaction among its staffs towards excellence. This paradigm is paramount to the strategic human resource provider as it allows not only the students who will be graduating but the young faculty members and its administrative staffs to excel. The purpose of this paper is to discuss the keys to successful university undertaken by UMS. In less than ten years, the faculty members as well as the administrative staffs manage to position the university at par to that of other established higher learning institutions in the nation. With the establishment of learning interaction, human resource development of UMS have shown some impact for promoting educational excellence among Malaysians. Development outcomes, resource abundance,and the transmission through inequality
The paper studies the effect of resource abundance on human development. A simple theory is presented to show that resource abundance negatively affects human development through its effect on inequality. The prediction of the theory is then tested using a system of three equations. Estimates indicate that the transmission channel through inequality is statistically significant and economically relevant even after controlling for per-capita income, institutional quality, and other determinants of both human development and inequality.
