Innovative Financing at a Global Level
The European Commission services published a staff working document assessing the main sources of innovative financing under discussion. Global challenges of graduate level Ayurvedic education: A survey
In the present day scenario, Ayurveda is globally being perceived in several contradictory ways. Poor quality of Ayurveda graduates produced as a result of poorly structured and poorly regulated education system is at least one of the important factors responsible for this scenario. The present study was carried out to evaluate the 'Global challenges of graduate level Ayurvedic education' and is based on the responses of Ayurvedic students and Ayurvedic teachers from various educational institutions of India to a methodically validated questionnaire. As the study indicates, the poor standard of Ayurvedic education in India is definitely a cause of concern. The curriculum of Bachelor of Ayurvedic Medicine and Surgery (BAMS) course of studies is required to be reviewed and restructured. The syllabi are required to be updated with certain relevant topics like laws governing the intellectual property rights, basic procedures of standardization of medicinal products, fundamental methods of evaluating the toxicity of the medicinal products, essentials of healthcare management and the basics of cultivation and marketing of medicinal plants. Furthermore, the study suggests that the Ayurvedic academicians are required to be trained in standard methods of research and documentation skills, and the educational institutions are required to be encouraged to contribute their share in building up the evidence base for Ayurveda in the form of quality education and research
Impact of global seismicity on sea level change assessment
We analyze the effect of seismic activity on sealevel variations, by
computing the time-dependent vertical crustal movement and geoid change due to
coseismic deformations and postseismic relaxation effects. Seismic activity can
affect both the absolute sealevel, by changing the Earth gravity field and
hence the geoid height, and the relative sealevel, i.e. the radial distance
between seafloor and geoid level. By using comprehensive seismic catalogues we
assess the net effect of seismicity on tidal relative sealevel measurements as
well as on the global oceanic surfaces, and we obtain an estimate of absolute
sealevel variations of seismic origin.
Our results confirm that, on a global scale, most of the signal is associated
with few giant thrust events, and that RSL estimates obtained using tide-gauge
data can be sensibly affected by the seismic driven sealevel signal.
The recent measures of sealevel obtained by satellite altimetry show a wide
regional variation of sealevel trends over the oceanic surfaces, with the
largest deviations from the mean trend occurring in tectonically active
regions. While our estimates of average absolute sealevel variations turn out
to be orders of magnitude smaller than the satellite measured variations, we
can still argue that mass redistribution associated with aseismic tectonic
processes may contribute to the observed regional variability of sealevel

The Mobile Generation: Global Transformations at the Cellular Level
Every year we see a new dimension of the ongoing Digital Revolution, which is enabling an abundance of information to move faster, cheaper, in more intelligible forms, in more directions, and across borders of every kind. The exciting new dimension on which the Aspen Institute focused its 2006 Roundtable on Information Technology was mobility, which is making the Digital Revolution ubiquitous. As of this writing, there are over two billion wireless subscribers worldwide and that number is growing rapidly. People are constantly innovating in the use of mobile technologies to allow them to be more interconnected. Almost a half century ago, Ralph Lee Smith conjured up "The Wired Nation," foretelling a world of interactive communication to and from the home that seems commonplace in developed countries today. Now we have a "Wireless World" of communications potentially connecting two billion people to each other with interactive personal communications devices. Widespead adoption of wireless handsets, the increasing use of wireless internet, and the new, on-the-go content that characterizes the new generation of users are changing behaviors in social, political and economic spheres. The devices are easy to use, pervasive and personal. The affordable cell phone has the potential to break down the barriers of poverty and accessibility previously posed by other communications devices. An entire generation that is dependant on ubiquitous mobile technologies is changing the way it works, plays and thinks. Businesses, governments, educational institutions, religious and other organizations in turn are adapting to reach out to this mobile generation via wireless technologies -- from SMS-enabled vending machines in Finland to tech-savvy priests in India willing to conduct prayers transmitted via cell phones. Cellular devices are providing developing economies with opportunities unlike any others previously available. By opening the lines of communication, previously disenfranchised groups can have access to information relating to markets, economic opportunities, jobs, and weather to name just a few. When poor village farmers from Bangladesh can auction their crops on a craigslist-type service over the mobile phone, or government officials gain instantaneous information on contagious diseases via text message, the miracles of mobile connectivity move us from luxury to necessity. And we are only in the early stages of what the mobile electronic communications will mean for mankind. We are now "The Mobile Generation." Aspen Institute Roundtable on Information Technology. To explore the implications of these phenomena, the Aspen Institute Communications and Society Program convened 27 leaders from business, academia, government and the non-profit sector to engage in three days of dialogue on related topics. Some are experts in information and communications technologies, others are leaders in the broader society affected by these innovations. Together, they examined the profound changes ahead as a result of the convergence of wireless technologies and the Internet. In the following report of the Roundtable meeting held August 1-4, 2006, J. D. Global sea level budget 1993-present
Global mean sea level is an integral of changes occurring in the climate system in response to
unforced climate variability as well as natural and anthropogenic forcing factors. Its temporal
evolution allows detecting changes (e.g., acceleration) in one or more components. Study of
the sea level budget provides constraints on missing or poorly known contributions, such as
the unsurveyed deep ocean or the still uncertain land water component. In the context of the
World Climate Research Programme Grand Challenge entitled “Regional Sea Level and
Coastal Impacts”, an international effort involving the sea level community worldwide has
been recently initiated with the objective of assessing the various data sets used to estimate
components of the sea level budget during the altimetry era (1993 to present). These data sets
are based on the combination of a broad range of space-based and in situ observations, model
estimates and algorithms. Evaluating their quality, quantifying uncertainties and identifying
sources of discrepancies between component estimates is extremely useful for various
applications in climate research. This effort involves several tens of scientists from about fifty
research teams/institutions worldwide (www.wcrp-climate.org/grand-challenges/gc-sea-
level). The results presented in this paper are a synthesis of the first assessment performed
during 2017-2018. We present estimates of the altimetry-based global mean sea level (average
rate of 3.1 +/- 0.3 mm/yr and acceleration of 0.1 mm/yr2 over 1993-present), as well as of the
different components of the sea level budget (http://doi.org/10.17882/54854). We further
examine closure of the sea level budget, comparing the observed global mean sea level with
the sum of components. Ocean thermal expansion, glaciers, Greenland and Antarctica
contribute by 42%, 21%, 15% and 8% to the global mean sea level over the 1993-present. We
also study the sea level budget over 2005-present, using GRACE-based ocean mass estimates
instead of sum of individual mass components. Results show closure of the sea level budget
within 0.3 mm/yr. Substantial uncertainty remains for the land water storage component, as
shown in examining individual mass contributions to sea level
Global versus local billiard level dynamics: The limits of universality
Level dynamics measurements have been performed in a Sinai microwave billiard
as a function of a single length, as well as in rectangular billiards with
randomly distributed disks as a function of the position of one disk. In the
first case the field distribution is changed globally, and velocity
distributions and autocorrelation functions are well described by universal
functions derived by Simons and Altshuler. In the second case the field
distribution is changed locally. Here another type of universal correlations is
observed. It can be derived under the assumption that chaotic wave functions
may be described by a random superposition of plane waves
