FORMALIZING INFORMALITY: THE PRAEDIAL REGISTRATION SYSTEM IN PERU

The Praedial Property Registration system has been presented as an alternative system to traditional registries for the formalization of immovable property. Much of the earlier design and pilot work for the Praedial Property Registration system was done by the Peruvian private organization, Instituto Libertad y Democracia (ILD). They claim that in Peru they "have formalized over 150,000 properties much more quickly, and at dramatically less costs, than traditional titling and registration programs" in three-and-a-half years during the early 1990s. This property formalization system has been trademarked as PROFORM. It is being offered to other countries as a quick and inexpensive way to convert informal property in the hands of a large proportion of the population into legally recognized private property, and as a source of capital for the grassroots development of these countries. This study assesses the functioning of this system in Peru and its replicability in other countries. There is no easily accessible documentation on how this property formalization program has actually functioned in Peru, and it is therefore difficult for development agencies to determine its applicability elsewhere. This assessment of the Registro Predial in Peru is an attempt to document the functioning of an important component of this formalization program. The study examines different aspects of property formalization and related institutions and processes. The scope of this assessment, therefore, includes not only the Registro Predial registration system, but also the titling process (prior to registration) and the credit worthiness and credit opportunities for titled and registered property in both urban and rural areas in Lima that fall under the jurisdiction of the Registro Predial. Method of determining the process applied for feature machining : experimental validation of a slot

In this paper, we will be evaluating the "manufacturability" levels for several machining processes of "slot" feature. Using the STEP standard, we will identify the slot feature characteristics. Then, using the ascendant generation of process method, we will define the associated milling process. Strategic decision-making processes as a mediator of the effect of board characteristics on company innovation: A study of publicly-listed firms in Greece

Based on the Upper Echelons Theory that suggests the demographic characteristics of executives are linked to organisational processes and outcomes, the paper proposes that strategic decision-making processes mediate the relationship between board members’ demographic characteristics and corporate innovation relating to product, process and organization. Based on questionnaires completed by 101 CEOs of Greek listed firms, the findings confirm that reporting and formalization as decision processes mediate the effect of board characteristics on innovation. Sound financial and formal mechanisms encourage Greek executives to take risks and invest in product or service innovation. Findings show that the executives’ educational level is positively associated with financial reporting and rule formalization activities due to the changes that have been occurred in the Greek education system over recent decades. Functional background is found to influence only financial reporting activities. Finally, the managerial implications of this study are discussed

Images of Person-Organization Fit: Elements Affecting Employee Organizational Behavior

The purpose of the paper is to build upon the existing literature a new approach to personorganization fit, in particular, employees’ perception of the P-O fit, taking into consideration two main criteria: 1) the level of formalization as a company’s characteristics and 2) an employee’s certainty orientation as a person’s characteristics. The congruence between the situational factor (level of formalization) and personal traits (certainty orientation) influence individual organizational behavior. A two-dimension model illustrated by a four-element matrix is created by the author to present the concept and describe employees’ organizational behaviors.
