Tariff-Mediated Network Effects versus Strategic Discounting: Evidence from German Mobile Telecommunications
Mobile telecommunication operators routinely charge subscribers lower prices for calls on their own network than for calls to other networks (on-net discounts). Studies on tariff-mediated network effects suggest this is due to large operators using on-net discounts to damage smaller rivals. Alternatively, research on strategic discounting suggests small operators use on-net discounts to advertise with low on-net prices. We test the relative strength of these effects using data on tariff setting in German mobile telecommunications between 2001 and 2009. We find that large operators are more likely to offer tariffs with on-net discounts but there is no consistently significant difference in the magnitude of discounts. Our results suggest that tariff-mediated network effects are the main cause of on-net discounts

The topology of the federal funds market
We explore the network topology of the federal funds market. This market is important for distributing liquidity throughout the financial system and for the implementation of monetary policy. The recent turmoil in global financial markets underscores its importance. We find that the network is sparse, exhibits the small world phenomenon and is disassortative. Reciprocity tracks the federal funds rate and centrality measures are useful predictors of the interest rate of a loan. JEL Classification: E4, E58, E59, G1interbank, money market, network, topology

Development of accident prediction model by using artificial neural network (ANN)
Statistical or crash prediction model have frequently been used in highway
safety studies. They can be used in identify major contributing factors or establish
relationship between crashes and explanatory accident variables. The
measurements to prevent accident are from the speed reduction, widening the
roads, speed enforcement, or construct the road divider, or other else. Therefore,
the purpose of this study is to develop an accident prediction model at federal road
FT 050 Batu Pahat to Kluang. The study process involves the identification of
accident blackspot locations, establishment of general patterns of accident, analysis
of the factors involved, site studies, and development of accident prediction model
using Artificial Neural Network (ANN) applied software which named
NeuroShell2. The significant of the variables that are selected from these accident
factors are checked to ensure the developed model can give a good prediction
results. The performance of neural network is evaluated by using the Mean
Absolute Percentage Error (MAPE). The study result showed that the best neural
network for accident prediction model at federal road FT 050 is 4-10-1 with 0.1
learning rate and 0.2 momentum rate. This network model contains the lowest
value of MAPE and highest value of linear correlation, r which is 0.8986. This
study has established the accident point weightage as the rank of the blackspot
section by kilometer along the FT 050 road (km 1 – km 103). Several main
accident factors also have been determined along this road, and after all the data
gained, it has successfully analyzed by using artificial neural network
Approximating Mexican highways with slime mould
Plasmodium of Physarum polycephalum is a single cell visible by unaided eye.
During its foraging behavior the cell spans spatially distributed sources of
nutrients with a protoplasmic network. Geometrical structure of the
protoplasmic networks allows the plasmodium to optimize transport of nutrients
between remote parts of its body. Assuming major Mexican cities are sources of
nutrients how much structure of Physarum protoplasmic network correspond to
structure of Mexican Federal highway network? To find an answer undertook a
series of laboratory experiments with living Physarum polycephalum. We
represent geographical locations of major cities by oat flakes, place a piece
of plasmodium in Mexico city area, record the plasmodium's foraging behavior
and extract topology of nutrient transport networks. Results of our experiments
show that the protoplasmic network formed by Physarum is isomorphic, subject to
limitations imposed, to a network of principle highways. Ideas and results of
the paper may contribute towards future developments in bio-inspired road
planning

Transportation network companies as cost reduction strategies for paratransit
Paratransit service is an auxiliary type of public transportation provided for people with disabilities and older adults. Federal ADA regulations require all transit agencies receiving federal funding to provide paratransit service, but the per trip cost to transit operators is extremely expensive. Many transit agencies are looking for ways to reduce costs without limiting services. For many agencies, this results in providing the minimum services as required by ADA regulations. However, Boston’s Massachusetts Bay Transit Authority (MBTA) has taken a different approach to cost reduction by entering into one of the first partnerships with transportation network companies. In September 2016, MBTA’s paratransit service, The Ride, began a partnership with both Uber and Lyft as a cost reduction strategy for paratransit provision. Since the beginning of the partnership, MBTA has been able to reduce costs of providing paratransit while maintaining the same level of service. This report will examine the benefits and limitations of such partnerships between transit agencies and transportation network companies, using MBTA’s The Ride partnership as an example for potentially successful partnerships throughout the United States.Community and Regional Plannin
