    Data sources for rescuing the rich heritage of Mediterranean historical surface climate data

    10.1002/gdj3.4Availability of long-term and high-quality instrumental climate records is still insufficient and the rich heritage of meteorological surface observations is largely underexploited in many parts of the world. This is particularly striking over the Greater Mediterranean region (GMR), where meteorological observations have been taken since the 18th century at some locations. The lack of high quality and long series here is despite this region being regarded as a climate change hot spot. This article mainly assesses relevant sources containing Mediterranean historical climate data and metadata either from online repositories worldwide or physical archives, with the emphasis here on the rich holdings kept at French archives. A particular case study is the data rescue (DARE) program undertaken by the Algerian National Meteorological Service, as well as some of the past and ongoing projects and initiatives aimed at enhancing climate data availability and accessibility over the GMR. Our findings point to the high potential for undertaking DARE activities over the GMR and the need for bringing longer and higher quality climate time series to support a diverse number of scientific and technical assessments and policies

    Accessibility plays a major role in achieving sustainable transport, and therefore urban and regional sustainability. The urban public transport system promotes mobility and realizes a large part of urban movements. Moreover, improving accessibility in order to promote sustainable transport requires the application of new concepts and indicators as a powerful tool in the process of creating a balanced urban transport system. In this regard, one of the main goals of this research is to present an overview of the relevant accessibility indicators and assessment of accessibility in regional Cross-Border Cooperation (CBC) in order to transcendence challenges and obstacles for sustainable transportation in these regions along of Portuguese-Spanish border. This paper focuses on the accessibility of cross-border cooperation scenarios along the border regions of Alto Alentejo (Portugal) and Badajoz (Spain) where the Case Study Research Method (CSR) made it possible to recognize accessibility as a key factor in territorial success. Also, accessibility analysis can assess improvements as well as regional imbalances.     Given research describes experience of electronic social networks use in educational practices. It was determined that electronic social networks can be a powerful tool for support of educational process in higher education institutions, namely to support study of different disciplines. There are main advantages of electronic social networks use for education: universal accessibility and free of charge; possibility of instant messaging and multimedia data; user-friendly intuitive interface; ability to search data and information; availability of event scheduling, invitations, reminder settings; support for synchronous and asynchronous communication between network members; access from different devices. It is emphasized that one of the main advantages of electronic social networks is receipt of quick feedback and convenience of their tools and services. Nowadays, it is important to include network educational interaction in existing models of study organization. It is advisable to use electronic social networks to manage educational process in higher education institution. Efficiency of electronic social networks use depends on intensity and need for their use in educational system management for implementation of organizational, educational, psychological and pedagogical functions and ensuring universal communication with subjects of educational process. Expediency of electronic social networks use to carry out research work at university is described. Electronic social networks are convenient tool to conduct surveys and questionnaires, to create thematic groups for specific issue discussion. Also it is possible to interact with researchers from different countries, share experiences and disseminate research findings, invite those who wish to participate in various scientific activities using these networks

    Electric Telegraph to e-Scotland: Networking remote and rural communities

    There are said to be parallels in the impact that the advent of the telegraph and the internet had on their respective societies. This chapter looks at two examples of state intervention and subsidy in the development of those two communications infrastructures in remote and rural areas of Scotland, at either end of the revolution in electric communications. Both applied the technology of the day to break down geographical barriers, to increase connectivity, to spread information, and to enhance social and business links. Both initiatives grew in part out of a government concern that Scotland should not fall behind the level of technological provision available in other European countries, thereby disadvantaging Scottish business as well as citizens (a comparison with the state-owned telegraph systems in Belgium, Switzerland and France informed the 1868 Telegraph Act, and the development of a broadband infrastructure across a range of European Union countries has been quoted by the Scottish Government). The emphasis in both cases was on affordable wide-ranging availability to benefit individuals as much as business, though with an understanding that business needs would be the driver and would provide the bulk of the finance to establish and maintain the infrastructure. The first was a product of nationalisation with the expansion of the telegraph network from 1870 to 1872 driven by demand. Following is an analysis of that demand and its impact, alongside a description of the development of the network across remote and rural areas over the two years of the scheme. The second examines the rationales behind Scottish Government initiatives since 2001 to extend broadband provision and outlines the technical solutions devised in partnership with commercial operators and funding bodies to reach non-commercially viable areas and to stimulate take up

    Disability and disaster recovery: a tale of two cities?

    This paper examines the connections between disability and disaster from a global perspective. Concepts from the research and policy literature are used to distinguish between individual and social models of disability, and between natural hazards and human disasters. These concepts are then employed to investigate data on the response to disabled people’s recovery needs in two recent case studies: the Asian tsunami and Hurricane Katrina. The analysis combines primary, secondary and tertiary sources to explore disability issues in the reconstruction of inclusive communities and the lessons that may be learned about disaster preparedness in poor communities. The conclusions suggest that more attention should be paid to social model approaches, particularly in understand global links with poverty, and that disabled people’s organisations should be resourced as agents of disaster recovery and preparedness

    Towards a semantic modeling of learners for social networks

    The Friend of a Friend (FOAF) ontology is a vocabulary for mapping social networks. In this paper we propose an extension to FOAF in order to allow it to model learners and their social networks. We analyse FOAF alongside different learner modeling standards and specifications, and based on this analysis we introduce a taxonomy of the different features found in those models. We then compare the learner models and FOAF against the taxonomy to see how their characteristics have been shaped by their purpose. Based on this we propose extensions to FOAF in order to produce a learner model that is capable of forming the basis of a semantic social network.<br/
