    Elastic calls in an integrated services network: the greater the call size variability the better the QoS

    We study a telecommunications network integrating prioritized stream calls and delay tolerant elastic calls that are served with the remaining (varying) service capacity according to a processor sharing discipline. The remarkable observation is presented and analytically supported that the expected elastic call holding time is decreasing in the variability of the elastic call size distribution. As a consequence, network planning guidelines or admission control schemes that are developed based on deterministic or lightly variable elastic call sizes are likely to be conservative and inefficient, given the commonly acknowledged property of e.g.\ \textsc{www}\ documents to be heavy tailed. Application areas of the model and results include fixed \textsc{ip} or \textsc{atm} networks and mobile cellular \textsc{gsm}/\textsc{gprs} and \textsc{umts} networks. \u

    Quality of Service over Specific Link Layers: state of the art report

    The Integrated Services concept is proposed as an enhancement to the current Internet architecture, to provide a better Quality of Service (QoS) than that provided by the traditional Best-Effort service. The features of the Integrated Services are explained in this report. To support Integrated Services, certain requirements are posed on the underlying link layer. These requirements are studied by the Integrated Services over Specific Link Layers (ISSLL) IETF working group. The status of this ongoing research is reported in this document. To be more specific, the solutions to provide Integrated Services over ATM, IEEE 802 LAN technologies and low-bitrate links are evaluated in detail. The ISSLL working group has not yet studied the requirements, that are posed on the underlying link layer, when this link layer is wireless. Therefore, this state of the art report is extended with an identification of the requirements that are posed on the underlying wireless link, to provide differentiated Quality of Service

    Loss systems in a random environment

    We consider a single server system with infinite waiting room in a random environment. The service system and the environment interact in both directions. Whenever the environment enters a prespecified subset of its state space the service process is completely blocked: Service is interrupted and newly arriving customers are lost. We prove an if-and-only-if-condition for a product form steady state distribution of the joint queueing-environment process. A consequence is a strong insensitivity property for such systems. We discuss several applications, e.g. from inventory theory and reliability theory, and show that our result extends and generalizes several theorems found in the literature, e.g. of queueing-inventory processes. We investigate further classical loss systems, where due to finite waiting room loss of customers occurs. In connection with loss of customers due to blocking by the environment and service interruptions new phenomena arise. We further investigate the embedded Markov chains at departure epochs and show that the behaviour of the embedded Markov chain is often considerably different from that of the continuous time Markov process. This is different from the behaviour of the standard M/G/1, where the steady state of the embedded Markov chain and the continuous time process coincide. For exponential queueing systems we show that there is a product form equilibrium of the embedded Markov chain under rather general conditions. For systems with non-exponential service times more restrictive constraints are needed, which we prove by a counter example where the environment represents an inventory attached to an M/D/1 queue. Such integrated queueing-inventory systems are dealt with in the literature previously, and are revisited here in detail

    A methodological approach to BISDN signalling performance

    Sophisticated signalling protocols are required to properly handle the complex multimedia, multiparty services supported by the forthcoming BISDN. The implementation feasibility of these protocols should be evaluated during their design phase, so that possible performance bottlenecks are identified and removed. In this paper we present a methodology for evaluating the performance of BISDN signalling systems under design. New performance parameters are introduced and their network-dependent values are extracted through a message flow model which has the capability to describe the impact of call and bearer control separation on the signalling performance. Signalling protocols are modelled through a modular decomposition of the seven OSI layers including the service user to three submodels. The workload model is user descriptive in the sense that it does not approximate the direct input traffic required for evaluating the performance of a layer protocol; instead, through a multi-level approach, it describes the actual implications of user signalling activity for the general signalling traffic. The signalling protocol model is derived from the global functional model of the signalling protocols and information flows using a network of queues incorporating synchronization and dependency functions. The same queueing approach is followed for the signalling transfer network which is used to define processing speed and signalling bandwidth requirements and to identify possible performance bottlenecks stemming from the realization of the related protocols

In recent years this organizational model has been challenged by the idea that higher quality of care and efficiency in service delivery can be achieved when services are organized around patient groups. Examples are specialized clinics for breast cancer patients and clinical pathways for diabetes patients. Hospitals are grappling more and more with the question, should we become more centralized to achieve economies of scale or more decentralized to achieve economies of focus. In this paper service and patient group characteristics are examined to determine conditions where a centralized model is more efficient and conversely where a decentralized model is more efficient.\ud Research Question\ud When organizing hospital capacity what service and patient group characteristics indicate that efficiency can be gained through economies of scale vs. economies of focus?\ud Approach\ud Using quantitative models from the Queueing Theory and Simulation disciplines the performance of centralized and decentralized hospital clinics are compared. This is done for a variety of services and patient groups. \ud Result\ud The study results in a model measuring the tradeoffs between economies of scale and economies of focus. From this model “rules of thumb” for managers are derived.\ud Application\ud The general results support strategic planning for a new facility at the Netherlands Cancer Institute - Antoni van Leeuwenhoek Hospital. A model developed during this study is also applied in the Chemotherapy Department of the same hospital.\u
