Editorial for the First Workshop on Mining Scientific Papers: Computational Linguistics and Bibliometrics
The workshop "Mining Scientific Papers: Computational Linguistics and
Bibliometrics" (CLBib 2015), co-located with the 15th International Society of
Scientometrics and Informetrics Conference (ISSI 2015), brought together
researchers in Bibliometrics and Computational Linguistics in order to study
the ways Bibliometrics can benefit from large-scale text analytics and sense
mining of scientific papers, thus exploring the interdisciplinarity of
Bibliometrics and Natural Language Processing (NLP). The goals of the workshop
were to answer questions like: How can we enhance author network analysis and
Bibliometrics using data obtained by text analytics? What insights can NLP
provide on the structure of scientific writing, on citation networks, and on
in-text citation analysis? This workshop is the first step to foster the
reflection on the interdisciplinarity and the benefits that the two disciplines

Exploring scholarly data with Rexplore.
Despite the large number and variety of tools and services available today for exploring scholarly data, current support is still very limited in the context of sensemaking tasks, which go beyond standard search and ranking of authors and publications, and focus instead on i) understanding the dynamics of research areas, ii) relating authors âsemanticallyâ (e.g., in terms of common interests or shared academic trajectories), or iii) performing fine-grained academic expert search along multiple dimensions. To address this gap we have developed a novel tool, Rexplore, which integrates statistical analysis, semantic technologies, and visual analytics to provide effective support for exploring and making sense of scholarly data. Here, we describe the main innovative elements of the tool and we present the results from a task-centric empirical evaluation, which shows that Rexplore is highly effective at providing support for the aforementioned sensemaking tasks. In addition, these results are robust both with respect to the background of the users (i.e., expert analysts vs. âordinaryâ users) and also with respect to whether the tasks are selected by the evaluators or proposed by the users themselves
Report on the Information Retrieval Festival (IRFest2017)
The Information Retrieval Festival took place in April 2017 in Glasgow. The focus of the workshop was to bring together IR researchers from the various Scottish universities and beyond in order to facilitate more awareness, increased interaction and reflection on the status of the field and its future. The program included an industry session, research talks, demos and posters as well as two keynotes. The first keynote was delivered by Prof. Jaana Kekalenien, who provided a historical, critical reflection of realism in Interactive Information Retrieval Experimentation, while the second keynote was delivered by Prof. Maarten de Rijke, who argued for more Artificial Intelligence usage in IR solutions and deployments. The workshop was followed by a "Tour de Scotland" where delegates were taken from Glasgow to Aberdeen for the European Conference in Information Retrieval (ECIR 2017
Forecasting the Spreading of Technologies in Research Communities
Technologies such as algorithms, applications and formats are an important part of the knowledge produced and reused in the research process. Typically, a technology is expected to originate in the context of a research area and then spread and contribute to several other fields. For example, Semantic Web technologies have been successfully adopted by a variety of fields, e.g., Information Retrieval, Human Computer Interaction, Biology, and many others. Unfortunately, the spreading of technologies across research areas may be a slow and inefficient process, since it is easy for researchers to be unaware of potentially relevant solutions produced by other research communities. In this paper, we hypothesise that it is possible to learn typical technology propagation patterns from historical data and to exploit this knowledge i) to anticipate where a technology may be adopted next and ii) to alert relevant stakeholders about emerging and relevant technologies in other fields. To do so, we propose the Technology-Topic Framework, a novel approach which uses a semantically enhanced technology-topic model to forecast the propagation of technologies to research areas. A formal evaluation of the approach on a set of technologies in the Semantic Web and Artificial Intelligence areas has produced excellent results, confirming the validity of our solution
Towards A Taxonomy of Emerging Topics in Open Government Data: A Bibliometric Mapping Approach
The purpose of this paper is to capture the emerging research topics in Open Government Data (OGD) through a bibliometric mapping approach. Previous OGD research has covered the evolution of the discipline with the application of bibliometric mapping tools. However, none of these studies have extended the bibliometric mapping approach for taxonomy building. Realizing this potential, we used a bibliometric tool to perform keyword analysis as a foundation for taxonomy construction. A set of keyword clusters was constructed, and qualitative analysis software was used for taxonomy creation. Emerging topics were identified in a taxonomy form. This study contributes towards the development of an OGD taxonomy. This study contributes to the procedural realignment of a past study by incorporating taxonomy building elements for taxonomy creation. These contributions are significant because there is insufficient taxonomy research in the OGD discipline. The taxonomy building procedures extended in this study are applicable to other fields
The metric tide: report of the independent review of the role of metrics in research assessment and management
This report presents the findings and recommendations of the Independent Review of the Role of Metrics in Research Assessment and Management. The review was chaired by Professor James Wilsdon, supported by an independent and multidisciplinary group of experts in scientometrics, research funding, research policy, publishing, university management and administration.
This review has gone beyond earlier studies to take a deeper look at potential uses and limitations of research metrics and indicators. It has explored the use of metrics across different disciplines, and assessed their potential contribution to the development of research excellence and impact. It has analysed their role in processes of research assessment, including the next cycle of the Research Excellence Framework (REF). It has considered the changing ways in which universities are using quantitative indicators in their management systems, and the growing power of league tables and rankings. And it has considered the negative or unintended effects of metrics on various aspects of research culture.
The report starts by tracing the history of metrics in research management and assessment, in the UK and internationally. It looks at the applicability of metrics within different research cultures, compares the peer review system with metric-based alternatives, and considers what balance might be struck between the two. It charts the development of research management systems within institutions, and examines the effects of the growing use of quantitative indicators on different aspects of research culture, including performance management, equality, diversity, interdisciplinarity, and the âgamingâ of assessment systems. The review looks at how different funders are using quantitative indicators, and considers their potential role in research and innovation policy. Finally, it examines the role that metrics played in REF2014, and outlines scenarios for their contribution to future exercises
Measuring Social Media Activity of Scientific Literature: An Exhaustive Comparison of Scopus and Novel Altmetrics Big Data
This paper measures social media activity of 15 broad scientific disciplines
indexed in Scopus database using Altmetric.com data. First, the presence of
Altmetric.com data in Scopus database is investigated, overall and across
disciplines. Second, the correlation between the bibliometric and altmetric
indices is examined using Spearman correlation. Third, a zero-truncated
negative binomial model is used to determine the association of various factors
with increasing or decreasing citations. Lastly, the effectiveness of altmetric
indices to identify publications with high citation impact is comprehensively
evaluated by deploying Area Under the Curve (AUC) - an application of receiver
operating characteristic. Results indicate a rapid increase in the presence of
Altmetric.com data in Scopus database from 10.19% in 2011 to 20.46% in 2015. A
zero-truncated negative binomial model is implemented to measure the extent to
which different bibliometric and altmetric factors contribute to citation
counts. Blog count appears to be the most important factor increasing the
number of citations by 38.6% in the field of Health Professions and Nursing,
followed by Twitter count increasing the number of citations by 8% in the field
of Physics and Astronomy. Interestingly, both Blog count and Twitter count
always show positive increase in the number of citations across all fields.
While there was a positive weak correlation between bibliometric and altmetric
indices, the results show that altmetric indices can be a good indicator to
discriminate highly cited publications, with an encouragingly AUC= 0.725
between highly cited publications and total altmetric count. Overall, findings
suggest that altmetrics could better distinguish highly cited publications.Comment: 34 Pages, 3 Figures, 15 Table

Cities on and off the map: A bibliometric assessment of urban globalisation research
Growing out of writings on Global (North) cities, urban globalisation research (UGR) has expanded its canon to engage with an increasing diversity of cities and locations. Yet, this broadening has been uneven and controversial in its theoretical horizons and empirical universe. Focusing on the latter, this paper combines bibliometric, demographic, economic and georeferenced data to assess how UGR maps onto internationally documented cities ( n : 1692). Our study analyses city-themed publications by city location, demographic size and home-country income (2000â2014). Drawing on social science publications indexed in English (Scopus database), our results provide grounds for cautious optimism: recent publications offer broader, though still uneven coverage. The moving spatial average of publication counts also implies that the topical centre of published research gravity is shifting away from Euro-America. Yet, UGR lags in its coverage of the urban geographical universe, failing to keep pace with the economic/demographic trends that are resulting in southward/eastward shifts in worldwide urbanisation. Furthermore, while smaller cities and those in lower-income countries are still sidelined, cities in upper-middle income countries exhibit the largest gaps between observed and expected publication values. In our conclusion, we contend that urban bibliometrics could be further mobilised to identify publication foci and lacunae. Applied to cities on and off the map and a broader universe of urban knowledges, bibliometrics could help move contentious debates forward, identifying newer paradigms that may be engaging the world of cities beyond the globalisation umbrella and charting out multiple and complex topical relations across variegated worlds of urbanism
